The agreement between the Ministry of Culture and Mass Communications of the Russian Federation and the Ministry of Culture and tourism of Ukraine about cooperation in the field of culture

The Ministry of Culture and Mass Communications of the Russian Federation and the Ministry of Culture and tourism of Ukraine which are hereinafter referred to as with the Parties

based on belief that the cooperation in the field of culture and art promotes mutual understanding, development and consolidation of good-neighbourhood between the states,

agreed as follows:

Article 1

The parties create, within the competence, favorable conditions for development of cooperation in the field of music, theater, cinematography, the fine arts, library and museum science, protection of objects of historical and cultural heritage, national crafts, arts and crafts, amateur, variety and circus art, and also other types of activity in the field of culture and art.

Article 2

The parties promote, within the competence, to establishment of direct connections between the creative unions and associations in the field of culture and art.

Article 3

The parties cooperate in the field of preparation and advanced training of workers of separate specialties of culture and art, defining, as required, by additional agreements and protocols the principles of bilateral cooperation.

The parties perform mutual informing on priority activities in the field of culture, hold for this purpose joint seminars and symposiums.

Article 4

The parties according to rules of international law and the legislation of the Russian Federation and Ukraine, within the competence, activate cooperation on identification and return of the cultural values which appeared in the territory of the state of other Party as a result of illegal export.

Within the competence and according to the legislation of both states of the Party perform actions for prevention of illegal import and export of cultural values, communicate on this perspective and promote return illegally of the exported cultural values.

Article 5

Within the competence, the Party provide satisfaction of cultural needs of persons who are among the Russian ethnic minority in Ukraine and persons which are among the Ukrainian ethnic minority in the Russian Federation.

Article 6

The parties on the principles of reciprocity render assistance in support of joint film production, exchange of film actions on nonprofit basis, direct contacts between the film organizations of Russia and Ukraine, mutual participation in the international Film Festivals held in the territory of the Russian Federation and Ukraine according to their regulations.

Article 7

The parties interact in the field of protection, preserving and restoration of monuments and objects of cultural and historical heritage.

Forms of bilateral cooperation are determined by separate arrangements of the relevant public institutions of the Russian Federation and Ukraine.

Article 8

The parties activate cooperation between libraries of the Russian Federation and Ukraine by assistance to book-exchange, participation of librarians and bibliographers in scientific and practical conferences, symposiums, seminars on library science.

Article 9

The parties promote expansion of contacts in the field of folk art, the organization of exhibitions of works of national masters, creative seminars, to participation of folklore collectives in the festivals of folk art held in the territory of Russia and Ukraine.

Article 10

The parties for the purpose of practical execution of this agreement, as required, will sign programs and protocols for cooperation in the field of culture.

Article 11

Changes and additions which are drawn up by the separate protocols which are integral part of this Agreement can be made to this agreement.

All disputes between the Parties on interpretation or execution of provisions of the Agreement are solved the Parties by negotiations and consultations.

Article 12

This agreement becomes effective from the date of its signing and consists for a period of five years. Action of this agreement is automatically prolonged for the subsequent five-year periods provided that any of the Parties is at least, than in six months prior to the expiration of the corresponding period in writing will not notify other Party on the intention to stop its action.

Each of the Parties can terminate this Agreement at any time, having sent to other Party the written notice through diplomatic channels. The Agreement is terminated in 6 months from the date of receipt of such notification from other Party.

It is made in Kiev on December 22, 2006, in duplicate, everyone in the Russian and Ukrainian languages, and both texts have identical legal force.
