About education

This Law establishes the basic principles of state policy in the field of ensuring the right to education fixed in Constitutions of the Azerbaijan Republic, and general terms of regulation of educational activities plays basic role in adoption of the relevant laws and other regulatory legal acts on separate steps of education. Education in the Azerbaijan Republic has secular and continuous character and is the priority field of activity of strategic importance reflecting interests of the citizen, society and state. Education in the Azerbaijan Republic is based on international conventions about human rights and other international treaties which participant is the Azerbaijan Republic, and develops on the basis of priority of national cultural and universal wealth by integration into world educational system.

Chapter I. General provisions

Article 1. Basic concepts

1.0. The basic concepts used in this Law have the following values:

1.0.1. the entrant - person who submitted the relevant documents for receipt to the highest educational or average special professional educational institution;

1.0.2. scholarship - the grant established by the state, physical persons and legal entities in honor of the particular person for encouragement of the students who especially caused a stir in successful results in education, actively participating in public and cultural life of educational institution;

1.0.3. graduate military course - the form of preparation of highly qualified scientific personnel in military educational institution equated in doctoral studies;

1.0.4. academy - the highest, average special educational institution performing in the respective sphere of the program of the higher and additional education, conducting basic, teoretiko-methodological, pedagogiko-methodical and applied scientific research;

1.0.5. accreditation - the procedure of determination and confirmation of conformity of activities of educational institution to the state educational standards and its status;

1.0.6. certification - procedure for estimation of educational achievements of students at each step and step of education and activities of tutors (except for tutors of the public preschool and educational institutions (concerning tutors of educational institutions of other state educational institutions);

1.0.6-1. Certification - procedure for test of level of professionalism and professional suitability of the tutors with the higher and secondary education performing pedagogical activities in the public preschool and educational institutions (concerning tutors of educational institutions of other state educational institutions);

1.0.7. the bachelor - the highest vocational degree appropriated to persons which finished bachelor degree;

1.0.8. bachelor degree - the first level of the higher education performing training of specialists of wide profile on the corresponding specialties;

1.0.8-1. the educational program accredited at the international level - the educational program implemented according to the standards established by the international organization or the foreign state, and granting to the graduates the right to study in higher educational institutions of two and more foreign countries (IB Diploma Programme (The degree Program of the International bachelor degree), Advanced Level of General Certificate of Education (The general certificate on formation of high level) and Advanced Placement (Advanced placement).

1.0.9. distantny education (at distance) - form of education in case of which educational process is organized based on electronic, telecommunication, program technical means;

1.0.10. the thesis - the research work provided on competition of the corresponding academic degree;

1.0.11. the author of dissertation - person performing dissertation work;

1.0.12. the doctoral candidate - person studying in doctoral studies;

1.0.13. doctoral studies - the form of preparation of highly qualified scientific personnel performing the highest education level, assignment of academic degree of the doctor;

1.0.14. the associate professor - elective office and the academic status given to teachers in the highest educational institution;

1.0.15. the doctor of science - the highest academic degree appropriated in doctoral studies on branches of science;

1.0.16. house education - form of the organization of education at home according to the appropriate educational programs;

1.0.17. additional education - the education performed based on additional educational programs for the purpose of satisfaction of need of citizens for broad education;

1.0.18. the doctor of philosophy - the high academic degree appropriated in doctoral studies on branches of science;

1.0.19. individual education - the education form applied concerning persons which appeared for the different reasons beyond the scope of education for long term and also the school students who caused a stir in special talent in certain sphere;

1.0.20. honorary professor (doctor) - the academic rank (degree) given by the highest educational institution and scientific institution to professors and associate professors who caused a stir in the scientific and pedagogical practice and activities, and also the scientist and to the public figures of foreign countries having special merits in development of world science and education;

1.0.21. formal education - the education form which is coming to the end with issue of the state education document;

1.0.22. gymnasium - the educational institution with bias rendering educational services for the school students who caused a stir in talent and capabilities generally in the humanitarian sphere;

1.0.23. informalny education - form of assimilation of knowledge by self-education;

1.0.24. innovation - the innovations of the advanced nature which are created based on different initiatives, scientific research;

1.0.25. institute (higher school) - the independent or being structural division of universities highest educational institution performing training of specialists with the highest, secondary special education on specific specialties and programs of additional education conducting applied researches;

1.0.26. specialty - profession, the type of activity within profession established in the state document on the corresponding education;

1.0.27. specialization - the professional qualification received on one of components of the corresponding direction of vocational professional education;

1.0.28. campus - educational complex (town) having the corresponding material and technical resources and infrastructure;

1.0.29. college - the educational institution which is rendering educational services based on average special programs and having the right to appropriate special professional degree of the subbachelor;

1.0.30. conservatory - the highest educational institution training highly qualified specialists in the musical sphere;

1.0.31. informal education - form of the education got on different rates, in circles and on individual occupations and not accompanied with issue of the state education document;

1.0.32. the license - the official document issued according to the Law of the Azerbaijan Republic "About licenses and permissions to educational activities;

1.0.33. lyceum - the educational institution with the corresponding bias rendering educational services for talented school students at the level of general and senior secondary education;

1.0.34. magistracy - the second level of the higher education;

1.0.35. the master - the highest special academic degree appropriated to persons which finished magistracy;

1.0.36. qualification of foreign states about the higher education - the education document issued by competent authorities of foreign states and granting the right to arrive on step of the higher education in the country of issue or to continue training in the following levels of the higher education and (or) to be engaged in labor activity in the specialty, and also confirming possession of person of knowledge, abilities, competences and experience according to the corresponding standards;

1.0.37. professor - the academic status given experienced scientific and to the research and educational personnel having high scientific and educational rates (except for the spheres requiring special capabilities);

1.0.38. residency - form of training of specialists doctors on the basis (basic the highest) educations on medical specialties;

1.0.39. free education (external studies) - the education form granting the right to person which appeared for the different reasons beyond the scope of the general education to get education or obuchayushchemsyadosrochno to complete any the level of the general education;

1.0.40. the subbachelor - the special professional degree appropriated to graduates at the level of secondary vocational education and at the level of the higher technical professional education;

1.0.43. education - process of assimilation of the systematized knowledge, skills and its result;

1.0.44. educational investments - capital investments in development of education;

1.0.45. the educational program (курикулум) - the state document reflecting in itself results and standards of content of training in each step of education, subjects, quantity of lessons and after-hour occupations in week, the organization of pedagogical process, system of carrying out monitoring and assessment of results of training;

1.0.46. educational product - innovations in the educational sphere, original educational and subject programs, systems of training methods, educational modules, educational projects;

1.0.47. educational institution - the structure performing educational process based on appropriate programs of education and issuing the state document on the corresponding education;

1.0.48. autonomy of educational institution - the independence provided to state educational institution by relevant organ of the executive authority;

1.0.49. educational franchizing - system of complex services in realization of educational products under appropriate conditions (preserving the official name and distinctive marks of educational institution, protection of copyright, etc.) in the domestic or international educational market;

1.0.50. the doctor - the highest special professional degree appropriated to the graduates who got the basic (basic the highest) medical education;

1.0.51. the specialist doctor - the highest special professional degree appropriated to persons which completed residency based on the appropriate educational programs;

1.0.52. the tutor - the academic consultant in the highest educational institution;
