About the actions connected with questions of refugees and displaced persons

For accomplishment of the resolution of Millie of Majlis of the Azerbaijan Republic "About entry into force of the Law of the Azerbaijan Republic "About the status of refugees and displaced persons" of September 29, 1992 the Cabinet of Ministers of the Azerbaijan Republic decides:

1. Approve the Provision of the State committee on cases of refugees and displaced persons of the Azerbaijan Republic provided by this Committee and approved by the relevant organizations it (is applied).

2. Charge to the State committee on economic planning, the Ministry of Finance, the Ministry of Labour and Social Protection of the population, to the State committee on cases of refugees and displaced persons, to the Ministry of Justice to provide within one week to the Cabinet of Ministers of the offer on creation of the fund of the help to refugees and displaced persons provided in article 9 of the Law "About the Status of Refugees and Displaced Persons" and its Charter.

Determine that the providing established by the Law for refugees and displaced persons, including expenses of special residences which will be organized for them fare to the residence and transportation of property, free of charge issued drugs and other services is compensated from fund of the help to refugees and displaced persons which will be created at the expense of various sources.

3. To provide to bodies of the local executive authority, the Ministry of Labour and Social Protection of the population, the State committee on cases of refugees and displaced persons wider organization of employment of refugees and displaced persons, having created for them conditions of the free choice of labor activity, to provide employment in various spheres of the national economy, having established the previous professional activity.

Charge to heads of all ministries, state committees, companies, associations, managements and companies to organize providing part of annual need for workers at the expense of refugees and displaced persons.

4. 5. Determine that pensions for citizens of category the refugee and the displaced person are estimated according to the procedure, established by the Law of the Azerbaijan Republic "About work pensions".

6. Provision of the loan by departments of Savings Bank to refugees and displaced persons for the purpose of the solution of social housing problem to perform due to increase in public debt.

7. Resolve the ministries and head managements of the companies and the organizations, as exception, payment from local budgets of the average monthly salary to the refugees and displaced persons working in economy, the companies and the organizations for the period not of work on the reasons which are not depending on them, and also relevant organs of the executive authority for the refugees and displaced persons working in the companies and the organizations financed from the budget. If the average monthly salary is lower than the sum of the minimum wage determined in the republic to establish it in the amount of minimum wage.

8. To district and city executive bodies to take practical measures for attraction of free forces of the state construction organizations to construction of the new and recovered houses which are under construction at the expense of means of refugees and displaced persons.

9. Charge to the Ministry of Internal Affairs to organize issue to refugees and displaced persons of the passport (if the passport is absent), their temporary passport registration and registration in centralized bureau of addresses, based on the list of refugees and displaced persons which arrived from the commissions which perform activities under executive bodies.

10. To local executive bodies give preference to refugees and displaced persons in case of placement in the settlements in mountain part of Karabakh exempted from the Armenian military forming, after recovery and capital repairs of the destroyed residential buildings.

To charge control of accommodation of refugees and displaced persons in the provided buildings and apartments to the State committee on cases of refugees and displaced persons.

11. Charge to the State committee on cases of refugees and displaced persons to provide the corresponding calculations to the Ministry of Finance of the republic for prediscretion in the forecast for 1993 of the means necessary for payment of construction expenses of apartment houses and social objects, I go also other necessary expenses for the purpose of accommodation of refugees and displaced persons.

12. Charge to the Ministry of Health, to the Ministry of Trade, the Ministry of Housing and Public Utilities, Azerittifagu, Hidmet Concern, the State committee on cases of refugees and displaced persons and local executive bodies jointly to develop and perform under strict control the exact and real scheme of health, trade, food, municipal and household services to refugees and displaced persons on areas and the cities.

13. In the resolution of Council of Ministers of the Azerbaijani SSR "About provision of lump-sum allowance to the Azerbaijani citizens forced to leave the permanent residence" of October 4, 1989, No. 399 in Item 1 to exclude the words "in Item 12 of the resolution of Council of Ministers of the USSR of April 15, 1989 No. 321 (it is approved by the resolution of Council of Ministers of the Azerbaijani SSR of May 6, 1989 No. 205)" and "provided".
