1. Approve enclosed:

Regulations on organizational measures for personal data protection of population census of the Republic of Belarus;

Regulations on procedure for provision of total of population census of the Republic of Belarus.

2. This resolution becomes effective after its official publication.

Regulations on organizational measures for personal data protection of population census of the Republic of Belarus

1. This Provision is developed for the purpose of determination of organizational measures for protection of primary statistical data about the specific respondent which collection is performed when carrying out population census (further - personal data), and is aimed at providing confidentiality, non-admission of illegal access to personal data, destructions, modifications (change), copying, distribution and (or) provision of personal data, and also other wrongful acts concerning personal data.

2. Personal data are subject to protection during the terms established by the legislation.

3. Persons which are part of census personnel are warned about need of ensuring confidentiality of personal data.

4. After filling of schedules, acquaintance with them and refining upon the demand of the respondent of the data included in them only authorized employees of bodies of the state statistics have access to personal data.

5. National Statistical Committee:

determines divisions or the officials responsible for personal data protection;

will organize work on personal data protection by their transfer on network of telecommunication public;

provides personal data protection in case of their processing in information systems according to requirements of the legislation on information, informatization and information security;

provides application of specific mode of the admission to rooms where personal data are processed;

differentiates access to personal data around of persons in case of their processing;

provides placement of program technical means of processing of personal data in the rooms conforming to the established requirements of technical regulatory legal acts, including systems of fire-proof regulation and standardization, and equipped with the security alarm system;

takes other measures for personal data protection.

Regulations on procedure for provision of total of population census of the Republic of Belarus

1. Provision of total of population census of the Republic of Belarus (further - total) is performed on free basis by bodies of the state statistics, on paid basis - bodies of the state statistics through the republican unitary enterprise "Data processing center of National Statistical Committee of the Republic of Belarus.

2. The total characterizing the main indicators demographic both economic and social situation of the population of the Republic of Belarus and subjects to publication is created according to acts of the legislation by the edition of statistical collections, bulletins, placement them on the official site of National Statistical Committee on the global computer Internet, publications in mass media, and also is provided to users on one-time requests.

3. Total is provided on free basis to the users specified in the list of users to whom bodies of the state statistics provide total of population census of the Republic of Belarus on free basis (further - the list) according to appendix.

4. Total on one-time requests of the users who are not specified in the list in the amount which is not exceeding the published total is provided on free basis in electronic form on the electronic medium of the user, and in the amount exceeding the published total and requiring additional forming - on paid basis.

5. The basis for rendering paid information services on provision of total is receipt from users of the letter request containing required list of total, desirable data carriers, the purpose of further application of total and contact phone number.

6. Total is provided till 10 days from the date of receipt of the request. Depending on amount of total and complexity of their provision such term can be prolonged what the applicant is informed on.

7. Provision of total it can be refused if the required list of total influences ensuring confidentiality of personal data of the specific respondent which collection is performed when carrying out population census of the Republic of Belarus.
