Based on Item 1 of Article 10 and article 16 of the Law of the Republic of Belarus of January 6, 2009 "About social protection of the citizens who were affected by catastrophic crash on the Chernobyl NPP of other radiation accidents" the Council of Ministers of the Republic of Belarus DECIDES: No. 9-Z

1. Approve Regulations on procedure for establishment to the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents, participant status of mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents, the status of the victim from catastrophic crash on the Chernobyl NPP, other radiation accidents, and also issues of the documents confirming the right to privileges it (is applied).

2. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom to take necessary measures for implementation of this resolution.

3. Make to the Ministry of Emergency Situations explanations about procedure for application of this resolution.

1. This Provision determines procedure for establishment to the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents, participant status of mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents, the status of the victim from catastrophic crash on the Chernobyl NPP, other radiation accidents for certification of the victim of catastrophic crash on the Chernobyl NPP, other radiation accidents (further – the certificate of the victim), certificates of work of the participant of mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents in the zones of radioactive pollution (further – the certificate of work) confirming the right to the privileges established by the Law of the Republic of Belarus "About social protection of the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents" (further – the Law).

2. The participant status of mitigation of consequences of catastrophic crash on the Chernobyl NPP, other radiation accidents (further - the participant of liquidation) is established to the citizens specified in article 13 of the Law.

The status of the victim from catastrophic crash on the Chernobyl NPP, other radiation accidents (further - the victim) is established to the citizens specified in article 14 of the Law.

3. Establishment of participant status of liquidation is performed by the following state bodies (organizations):

the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus – to the citizens working (including to the working pensioners), serving (military service) in state bodies and the organizations subordinated to them;

regional executive committees, the Minsk Gorispolkom, administrations of districts of Minsk – to the citizens working in local executive and administrative organs and in the organizations subordinated to them, to the citizens who are individual entrepreneurs (in place of registration of the individual entrepreneur), to the citizens working in legal entities of private pattern of ownership (in the location of the legal entity), and also to the citizens working in state bodies (organizations) which are not specified in this Item and to unemployed citizens (in the place of their residence);

regional, Minsk city committees on work, employment and social protection – to unemployed pensioners, except the unemployed military personnel transferred to the reserve or resignation, unemployed pensioners of law-enforcement bodies, the state security agencies, bodies and divisions on emergency situations;
