About some questions of operation (servicing) and conducting the state accounting of meliorative systems and separately located hydrotechnical constructions

Based on paragraphs of the fourth and fifth of article 7 of the Law of the Republic of Belarus of July 23, 2008 "About land reclamation" the Council of Ministers of the Republic of Belarus DECIDES: No. 423-Z

1. Approve:

The service regulation (servicing) of meliorative systems and separately located hydrotechnical constructions (are applied);

Regulations on procedure for conducting the state accounting of meliorative systems and separately located hydrotechnical constructions (are applied).

1-1. Establish forms:

passports of irrigating, drying and irrigating systems according to appendix 1;

passports of drying, drying and moistening systems according to appendix 2;

passports of the bridge according to appendix 3;

technical data sheet of hydrotechnical construction according to appendix 4;

sheets of intraeconomic irrigating, drying and irrigating systems according to appendix 5;

sheets of intereconomic irrigating, drying and irrigating systems according to appendix 6;

sheets of intraeconomic drying, drying and moistening systems according to appendix 7;

sheets of intereconomic drying, drying and moistening systems according to appendix 8;

sheets of separately located hydrotechnical constructions according to appendix 9;

the register of intraeconomic irrigating, drying and irrigating systems according to appendix 10;

the register of intereconomic irrigating, drying and irrigating systems according to appendix 11;

the register of intraeconomic drying, drying and moistening systems according to appendix 12;

the register of intereconomic drying, drying and moistening systems according to appendix 13;

the register of separately located hydrotechnical constructions according to appendix 14.

2. To the Ministry of Agriculture and Food:

provide coordination of activities of district and regional executive and administrative organs for conducting the state accounting of meliorative systems and separately located hydrotechnical constructions;

bring the regulatory legal acts into accord with this resolution;

provide the organization of production of forms for primary and state accounting of meliorative systems and separately located hydrotechnical constructions and bring them to interested;

together with regional executive committees to take other measures for implementation of this resolution.

3. Control of conducting the state accounting of meliorative systems and separately located hydrotechnical constructions is performed by regional executive and administrative organs, the Ministry of Agriculture and Food.

4. This resolution becomes effective since August 5, 2009, except for Item 2, of the official publication of this resolution which is becoming effective later.

The service regulation (servicing) of meliorative systems and separately located hydrotechnical constructions

Chapter 1. General provisions

1. These rules determine method of operation (servicing) of meliorative systems and separately located hydrotechnical constructions.

2. These rules extend to all meliorative systems and separately located hydrotechnical constructions.

3. For the purposes of these rules the terms and their determinations established in the Water code of the Republic of Belarus, the Code of the Republic of Belarus about the earth, the laws of the Republic of Belarus of June 24, 1999 No. 271-Z "About drinking water supply" and "About land reclamation", subitems 11-1.5 and 11-1.6 of Item 11-1 of the Presidential decree of the Republic of Belarus of July 17, 2014 No. 347 "About the state agrarian policy" and also the following main terms and their determinations are applied:

meliorative condition of lands - system of the indicators characterizing compliance of soil hydrological conditions and condition of soil covering to creation of the favorable water mode for crops, the woods and other plantings to requirements of timely and high-quality carrying out agricultural works and forestry and landscape actions (bushiness, zakochkarennost, rockiness, availability vymochek, floodings, floodings, depth of subsoil waters and their mineralization, diversity of soil covering and availability of the recondensed layers, ruggedness of relief, konturnost of fields);

irrigating system - the meliorative system intended for irrigation of certain parcel of land;

drying system - the meliorative system intended for drainage of certain parcel of land;

drying and irrigating system - the meliorative system intended for drainage and irrigation of certain parcel of land;

drying and moistening system - the meliorative system intended for drainage and moistening of certain parcel of land.

4. Operation (servicing) of meliorative systems and separately located hydrotechnical constructions is their maintenance in technically serviceable, operating state, ensuring functioning in the mode set by the project of land reclamation, way of rendering services in repair, elimination of small damages, to prevention of destructions and maintenance in good repair (technical leaving) of meliorative systems and separately located hydrotechnical constructions.

4-1. Technical supervision is exercised according to the procedure, determined by the Ministry of Agriculture and Food.

Chapter 2. The organization of operation (servicing) of meliorative systems and separately located hydrotechnical constructions

5. The procedure for the organization of operation (servicing) for meliorative systems and separately located hydrotechnical constructions is determined by these rules, regulatory legal acts, technical regulatory legal acts and projects of land reclamation.

6. The beginning of operation (servicing) of meliorative systems and separately located hydrotechnical constructions is approval date of their acceptance act in operation with transfer to users of meliorative systems, to the organizations for construction and operation of meliorative systems of the following technical documentation:

the project documentation on land reclamation;

executive drawings on all constructions;

acceptance acts of the hidden works;

acceptance acts and starting testing of separate constructions, equipment and control instrumentation;

acceptance acts of meliorative systems and constructions in operation;

master plan of meliorative system;

these testing of control samples of concrete, armature, soil;

sheets of permanent reference points, acts of geodetic breakdown of constructions.

7. Operation (servicing) of meliorative systems and separately located hydrotechnical constructions is performed by users of meliorative systems or the organizations for construction and operation of meliorative systems based on the service provision agreement on operation (servicing) of meliorative systems and separately located hydrotechnical constructions.

8. Rendering services in operation (servicing) of meliorative systems and separately located hydrotechnical constructions is performed according to these rules, projects of land reclamation, estimates and technical regulatory legal acts.

9. In case of the choice of objects of land reclamation for repair of meliorative systems and separately located hydrotechnical constructions are considered:

materials of inventory count of meliorative systems and separately located hydrotechnical constructions;

these inspections of meliorative systems and separately located hydrotechnical constructions, accomplishment of services in maintenance;

compliance of water levels in drainage network to the levels set by the project of land reclamation;

availability of floodings and the unsatisfactory water mode of the drained lands;

results of annual inspections;

the actual marks of water intakes, the main, carrying-out channels and the regulating network;

efficiency of use of reclaimed lands.

10. On meliorative systems and separately located hydrotechnical constructions repair of their separate elements is made according to the procedure of the priority established by the project documentation on land reclamation.

11. Services in repair (emergency repair) and technical leaving on meliorative systems and separately located hydrotechnical constructions appear for the purpose of elimination of the small damages and defects interfering accomplishment of the functions set by the project of land reclamation.

12. In case of emergency repair of meliorative systems and separately located hydrotechnical constructions precautionary and urgent and recovery services are carried out:

urgent precautionary repair (increase in reliability of functioning of elements of meliorative system) in case of danger of emergencies;

urgent recovery of their elements destroyed as a result of the spontaneous phenomena or violations of these rules.

13. Frequency of rendering services in technical leaving on meliorative systems and separately located hydrotechnical constructions is performed according to appendix 1.

14. Frequency of rendering services in repair of meliorative systems and separately located hydrotechnical constructions is performed according to technical regulatory legal acts.

Chapter 3. Operation (servicing) of water intakes and main channels

15. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of water intakes and the main channels provide:

the omission of the maximum expenses of spring floods of the settlement obespechennost which are not creating skid for normal operation of the carrying-out channels and the regulating network;

prevention of flooding of the drained lands floods of settlement security throughout the summer and autumn periods;

the urovenny mode which is not creating skids for normal work of the carrying-out, regulating channels, the closed collectors of drainage systems, threat of destruction of protective dams of polderny meliorative systems and dams of protection of settlements and agricultural holdings;

working condition and servicing of hydrotechnical constructions;

water giving during the dry seasons according to the project of land reclamation (water delivery ducts);

protection of waters against the weighed, biogenic substances (ponds settlers, ponds stores, mountain and trap channels);

prevention of silting of bed from wind erosion of the soil;

the equipment according to the project of land reclamation by bench marks, hydrometric alignments, information signs in the procedure established by the legislation;

compliance of parameters of cross section and longitudinal bias to the parameters set by the project of land reclamation;

stability of coast, slopes, embankment dams;

fixing of bed of water currents and sites of the canals passing in slaboustoychivy soil;

release of bed and the slopes of channels from vegetation, the foreign objects causing skids of water and interfering the mechanized servicing;

the layout of slopes and berm channels, crops of grass, free promotion of the equipment (width berm - 2 meters), lack of weed vegetation;

drain of surface waters from the adjacent drained fields by the device of funnels and hollows, fixing of places of their interface to bed slopes;

free drain of water from mouths of drainage collectors;

flowage of not used starorechiya, charge and their layout according to the project of land reclamation.

16. Users of meliorative systems and the organization for construction and operation of meliorative systems render services in operation (servicing) of water intakes and the main channels according to appendix 2.

17. In case of falling of the adjusted water intakes and the main channels into ponds and water storage basins for reducing amounts of silting of bed flood expenses are passed in case of reduced water levels in reservoirs so that flow velocities in bed provided washing out of ground deposits.

18. Users of meliorative systems and the organization for construction and operation of meliorative systems in use (servicing) of water intakes, the main channels determine extreme admissible sizes of silting of bed by dispatching schedules.

19. Dispatching schedules are developed by users of meliorative systems and the organizations for construction and operation of meliorative systems in the form of graphical or mathematical dependences between sizes of silting of bed and the main indicators of the water mode of the drained lands which are:

area of flooding and flooding;

duration of flooding and flooding;

terms of sowing and harvesting.

20. For users of meliorative systems and the organizations for construction and operation of meliorative systems in the places specified by the project of land reclamation it is necessary for practical use of dispatching schedules:

perform control levellings of cross sections of bed, surface of the drained lands within strip on both sides of bed in the land reclamations established by the project terms, and also processing of the received materials for the purpose of determination of size of silting of bed;

keep the magazine of availability of vegetation in bed with the characteristic of its types and density;

watch water levels in bed and subsoil waters;

estimate influence of the water mode on harvest of crops, the woods and other plantings, and also on condition of biological and landscape diversity in the territories, adjacent to reclaimed lands;

ensure safety of the received materials.

21. For the measured silting depth users of meliorative systems and the organization for construction and operation of meliorative systems determine by dispatching schedules indicators of flooding and flooding of agricultural holdings, the woods and other plantings, delays of sowing of crops and harvesting and compare them to admissible sizes.

Chapter 4. Operation (servicing) of the carrying-out, regulating and protecting channels

22. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of the carrying-out, regulating and protecting channels provide:

timely withdrawal of overflow surface and subsoil waters from reclaimed lands on systems of one-sided action and polderny drainage, maintenance of necessary regulation of drainage and humidity of rooting zone during the dry seasons of vegetation on systems of double-sided action;

timely interception and withdrawal of surface and subsoil waters from the adjacent territories;

compliance of parameters of cross section and longitudinal bias to the parameters set by the project of land reclamation;

compliance of parameters of the speeds of current of water preventing washout or silting;

release from vegetation and the foreign objects interfering free wheeling of water;

the layout and crops of herbs on slopes and berma;

the layout of dumps of dredging when cleaning network;

free drain of water of mouths of water-collecting funnels and hollows, their fixing;

compliance of the equipped crossing points, watering places, skotoperegon to projects of land reclamation;

fixing of the sites passing in weak and the easily washed away soil;

fixing and prevention of washout of bed in places of confluence of channels in them the lowest procedure.

23. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of the carrying-out, regulating and protecting channels render services on:

to care of channels, protection from damages and destructions;

to timely preparation of channels for the omission of spring flood, (approbation of locks and lifting mechanisms, cleaning of snow and foreign objects, pin together and crushing of ice, cleaning of sorouderzhivayushchy lattices, replenishment action of emergency materials and other actions);

to regulation of water levels in channels for the purpose of moistening of root-inhabited layer of earth;

to timely cleaning of beds of channels of wood and shrubby and other vegetation, the blockages, deadheads and other foreign objects, including destruction created by beavers of dikes and dams;

to the device in case of need the additional water taking away funnels;

to observation of water level, and if necessary to measurement and expense determination of water, biases of surface of the water and coefficients of roughness;

to carrying out control longitudinal and cross levellings of channels;

to holding anti-fire and sanitary and improving measures.

Chapter 5. Operation (servicing) of constructions on water intakes and open meliorative network

24. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of constructions on water intakes and open meliorative network provide:

sufficiency of the water carrying out part for the omission of settlement expenses of the set security in case of the levels which are not breaking normal work of the regulating network, lack of deposits of soil, stones, vegetation, ice and other objects interfering the omission of discharges of water;

their functioning according to assignment;

accident-free omission of discharges of water of settlement obespechennost, sludge ice and ice;

lack of snow and ice in mouths of collectors, openings of pipes regulators and pipes moving, walls of locks and other constructions;

the equipment registration plates and the corresponding indexes with indication of the name of the channel, the code and location of construction on the channel;

lack of cracks, breaks, cavities, the bared armature, corrosion of concrete, failures of soil and sedimentary funnels along walls of constructions, damages of fixture of inlet and extrusion side and slopes of bed;

compliance of parameters of sizes of filtering water under the basis, otkrylka and intaking walls to the parameters set by the project of land reclamation;

the equipment of the entrances and approaches providing operation;

prevention of transmission of water through locks of supporting constructions;

painting or covering by the isolating structures of surfaces of metal designs.

25. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of constructions on water intakes and open meliorative network render services on:

to job evaluation of constructions and providing measures of prevention of damages;

to preparation of constructions for the accident-free omission of discharges of water of settlement obespechennost, sludge ice and ice;

to timely elimination of all damages and destructions;

to regular painting and covering by safety structures of all outside parts of the constructions and parts subject to corrosion;

to regulation of duration of flooding of reclaimed lands flood waters, water levels in channels and humidity of root-inhabited layer according to the parameters set by projects of land reclamation;

to control measurements and periodic survey of open elements of constructions.

Chapter 6. Operation (servicing) of closed drainage

26. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of closed drainage provide:

maintenance on reclaimed lands optimum for agricultural plants, the woods and other plantings of the water mode;

absence on the surface of the drained squares vymochek after snow melting and loss of rains;

the adjournment size in culverts which is not exceeding 25 percent from cross-sectional area;

prevention podmytiya, destructions, silting, overgrowing by grass of mouths of collectors, stays them in skid, except for the periods of passing of floods;

cleaning of deposits and garbage, prevention podmytiya, stagnation of water around manholes, wells regulators, wells absorbers;

painting, numbering of wells regulators, wells absorbers, manholes and installation about them the warning signs for exception of arrival of the agricultural and forestry and landscape machinery;

safety of culverts when carrying out agricultural works and forestry and landscape actions.

27. Reliability of work of horizontal drainage is caused by condition of its separate elements and soil of drainage charge.

28. Users of meliorative systems and the organization for construction and operation of meliorative systems render services in operation (servicing) of closed drainage during the spring and summer period according to appendix 3.

Chapter 7. Operation (servicing) of dams

29. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of dams provide:

compliance of marks, coverings of crest, width on top, underlays of slopes to the parameters set by the project of land reclamation;

reliability of work and resistance to destructions and deformations (collapses, landslides, oplyva, taluses, cracks, sags, furrows, discharge gate, rebound, washouts);

absence in places of interface to construction of sags, bosoms, gullies of soil, the courses of digging animals, wedging out of leakage waters;

compliance of parameters of expenses of leakage water and provision of depressionny curve to the parameters set by the project of land reclamation;

operation of drainage devices in the mode set by the project of land reclamation;

lack of filtering in interface of soil dam to construction;

fixing of riding and local slopes.

30. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of protective dams render services on:

to fixture of crest;

to adding crest sand-gravel mix;

to regular mowing round of slopes, adding the broken sites vegetable soil with seeding of herbs;

to elimination of the found damages (gullies, the courses of digging animals, sags, cracks in body of dams and other damages);

to periodic control levellings of crest of dams;

to survey of the constructions located on them, to breaking off of ice near locks of the regulating constructions, check of operation of lifting mechanisms of locks (before the omission of spring flood);

to availability of emergency inventory of materials for operational liquidation of possible damages;

to the round-the-clock observation of condition of dams and constructions on them when passing floods;

to ensuring filling of polder through the regulating constructions (on flooded polder);

to survey of the constructions located on them after flood passing.

Chapter 8. Operation (servicing) of pumping points

31. For operation (servicing) by users of meliorative systems and the organizations for construction and operation of meliorative systems pumping points are equipped with the following systems and devices:

rack bench mark for measurement of provision of water level in the intake chamber;

rack or pile bench marks for measurement of water level in the main channel (1-2 pieces);

systems of the alarm system of functioning of hydraulic units and power supply;

devices of automatic equipment and communication.

32. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of pumping points provide:

the organization of emptying for the winter period of the idle pressure head, inhausting and gravity pipelines;

corrosion protection of outer surfaces of steel pipelines special coverings;

protection of open surfaces of surface steel concrete pipelines paint and varnish coverings.

33. Users of meliorative systems and the organization for construction and operation of meliorative systems periodically observe the following indicators of functioning of elements of pumping points:

in discharge of water, pressure and efficiency of pumping aggregates;

the consumed quantity of the electric power on 1000 cubic meters of the pumped water;

water leakage via glands of pumps, cracks and waterproofing of underground part of the building;

hermeticity of flanges of pipelines and the measuring devices mounted on them;

functioning of valves of failure of vacuum and backpressure valves on pressure pipelines;

silting by intake chamber deposits;

hermeticity of overlapping of openings in hydrotechnical constructions (in the switching camera, water outlet) locks;

reliability of electric utility service of pumping points;

reliability of indications of devices of quality control and quantity of the consumed electric power.

34. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of pumping points perform:

on non-automated pumping points - daily watch, if necessary the round-the-clock watch of drivers according to the instruction approved by the head of the organization for construction and operation of meliorative systems;

on the automated pumping points - periodic observation and inspection by mobile crew according to the schedule approved by the head of the operating organization or on the signal arriving on Item of automatic control of functioning of pumping point;

observance of the appointed mode of pumpings of water (giving) by pumping aggregates;

timely pumping of the overflow water arriving in the intake chamber;

technical care of the main and auxiliary aggregates, control devices, devices and equipment;

repair of all systems, elements and constructions of node of pumping point;

cleaning of the intake chamber, the bringing and diversion channels of deposits, sorouderzhivayushchy lattices of floating vegetation, garbage.

35. The operating mode for each pumping point is set by users of meliorative systems and the organizations for construction and operation of meliorative systems.

Chapter 9. Operation (servicing) of roads on reclaimed lands

36. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of roads on the reclaimed farmlands and lands of forest fund provide:

year-round movement of the agricultural and forestry and landscape machinery, fire fighting rescue equipment, car - and animal traction;

timely delivery to fields of workers, fertilizers, seeds, fuels and lubricants, transportation of harvest, wood, felling residues, products of colophonic and turpentine production, forestry and landscape tools, other products connected with holding forestry and landscape actions;

uninterrupted servicing of water-engineering systems of pumping points and constructions on meliorative systems.

37. Users of meliorative systems and the organization for construction and operation of meliorative systems in case of operation (servicing) of roads on the reclaimed farmlands and lands of forest fund render services on:

to gradering of the carriageway of roads with gravel covering with adding (if necessary) gravel;

to seal of cracks, hollows and sags on roads with hard surface;

to cleaning of the carriageway of snow;

to cleaning of stones, foreign objects from the carriageway;

to repair of damages of roadsides and slopes with seeding of herbs;

to mowing round of slopes and roadsides, cleaning of ditches;

to seal of joints of interfaces of bridges, locks regulators with roadbed;

to cleaning of openings of bridges, locks regulators, tubular constructions on roads;

to correction of small damages of constructions, coloring or replacement of route signs and barriers;

to periodic leveling of the carriageway;

to maintenance of operational characteristics of entrances and hard-standing spaces (piers) at least 12 by 12 meters in size intended for intake water from them by fire trucks.

For production of repair of roads users of meliorative systems and the organization for construction and operation of meliorative systems establish direction signs of detour or arrange moving through the repaired sites. 38. 39. The requirement to users of meliorative systems and the organizations for construction and operation of meliorative systems in case of operation (servicing) of drying system is ensuring timely withdrawal of overflow surface and subsoil waters from the drained lands.

40. Users of meliorative systems and the organization for construction and operation of meliorative systems for operation (servicing) of drying and moistening systems render the following services:

after recession of spring flood and lowering of the level of subsoil waters on reclaimed lands take measures for water conservation in the soil;

provide detention of part of drain by closing of locks of supporting constructions (meliorative systems with precautionary locking);

regulate the water mode by closing or opening of locks of supporting constructions (meliorative systems with moistening locking) within the admissible ranges of change of groundwater tables.

41. Users of meliorative systems and the organization for construction and operation of meliorative systems for servicing of drying and moistening systems keep the following technical documentation:

plans of systems with reflection of borders of users of meliorative systems, channels of the carrying-out and regulating network, provisions of the closed drainage network, constructions, roads, power lines and communication;

plans of systems with reflection of borders, sites of regulation of the water mode of the soil, separate supporting constructions;
