About recovery of the Azerbaijani alphabet with Latin graphics
As a result of the extensive discussion and scientific discussions, according to the recommendation which took place in 1926 in Baku of the I All-Union tyurkologichesky congress the Azerbaijani people together with the Turkic people accepted the alphabet with Latin graphics. Corresponding to phonetic system of Azerbaijani and opening opportunities for simplification of spelling rules, allowed for short term in mass procedure to liquidate illiteracy and to expand scientific, cultural ties between the people, the Azerbaijani alphabet, contrary to will of the people, under pressure of the center it was replaced in 1939 with Cyrillics. This act which was logical continuation of mass repressions of the 30th years pursued the aim to stop process of national consciousness of the Turkic people, to achieve their gradual alienation and dissociation.
Eliminating the allowed historical injustice, the National council of the Supreme Council of the Azerbaijan Republic decides:
1. Consider from now on lost force the Law of the Azerbaijani SSR "About the translation of the Azerbaijani writing with Latin on the Russian alphabet" of July 11, 1939.
2. Recover with little changes the Azerbaijani alphabet from 32 letters with Latin graphics used in Azerbaijan till 1940.
