About abolition of the Nagorno-Karabakh autonomous region of the Azerbaijan Republic

considering at the same time that for more than semi-million Azerbaijani population living in the Armenian Soviet Socialist Republic by the time of its education even national and cultural autonomy was not created, and in the years ahead it was violently deported from Armenia where now there is practically no Azerbaijanian left;

considering that the policy pursued by management of Armenia directed to rejection from Azerbaijan to its primordial historical territory and transformation of NKAO into the tool of this policy, really threatens sovereignty and territorial integrity of the Azerbaijan Republic;

realizing that further preserving national and territorial education for small group of the Armenian population in the Azerbaijan Republic involves escalation of violence against the Azerbaijani population, strengthening of criminal acts of gangs of the Armenian fighters created of number local and the extremists sent from the territory of Armenia for making of large-scale acts of terrorism - massacre, robberies, arsons, destruction of property of the Azerbaijanians living in the territory of the state;

understanding the historic responsibility before present and the future generations of the Azerbaijani people for preserving and development of the sovereign Azerbaijani state and its integrity;

proceeding from need of complete recovery of the sovereign rights of the Azerbaijan Republic for mountain part of Karabakh, disarmament illegally the created paramilitary groups, protection of the rights, freedoms and advantage of citizens of the Azerbaijan Republic, settlement of the international relations;

based on declaration of will of the people of Azerbaijan, decides:

1. Being guided by Article part three 68, Item 2 of article 104 of the Constitution (Fundamental law) of the Azerbaijan Republic, article 4 of the Constitutional Act "About the State Independence of the Azerbaijan Republic", to abolish the Nagorno-Karabakh autonomous region of the Azerbaijan Republic as national and territorial education.

Recognize invalid the Decree of the Azerbaijani Central Executive Committee of July 7, 1923 "About formation of the autonomous Region of Nagorno-Karabakh" and the Law of the Azerbaijani SSR of June 16, 1981 "About the Nagorno-Karabakh autonomous region".

2. Return historical names to the cities of Stepanakert, Mardakert, Martuni, having renamed the city of Stepanakert into the city of Khankendi, the city of Mardakert to the city of Agdere and Mardakertsky district into Agderinsky district, the city of Martuni into the city of Hodzhavend and Martuninsky district into Hodzhavendsky district.

3. Abolish Askeransky and Gadrutsky districts.

4. Form Hodzhalinsky district with the center in the city of Khojali, transfer respectively the territory of the areas abolished Askeransky district in Hodzhalinsky's list, and the territory of Gadrutsky district in structure Hodzhavendsky.

5. Include the city of Khankendi and Shusha in number of cities of republican subordination, Agderinsky, Hodzhavendsky, Hodzhalinsky and Shusha districts - to number of areas of republican subordination.
