RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

of August 28, 2009 No. 1116

About approval of the State program "Scientific maintenance of development of nuclear power in the Republic of Belarus for 2009-2010 and for the period till 2020"

(as amended on 22-09-2015)

For the purpose of ensuring scientific maintenance of development of nuclear power in the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed State program "Scientific maintenance of development of nuclear power in the Republic of Belarus for 2009-2010 and for the period till 2020" * (further - the State program).

National academy of Sciences of Belarus to bring the State program to interested.

2. Determine:

state customers of the State program National academy of Sciences of Belarus, Department of Energy, Ministry of Emergency Situations;

the customer - the coordinator of the State program National academy of Sciences of Belarus;

the parent organization which is carrying out scientific maintenance of works on implementation of the State program, the public scientific institution "The Joint Institute of Energy and Nuclear Researches — Pines".

The state customers within the competence:

coordinate activities of the corresponding contractors of actions of the State program;

exercise control over the implementation of the State program, target use of the funds allocated for its realization;

annually till February 10 submit to the customer coordinator the report on the course of accomplishment of the State program.

Customer coordinator:

coordinates activities of the state customers during the course of performance of the State program;

annually on the basis of the reports submitted by the state customers prepares summary information on the course of accomplishment of the State program and till February 25 represents it to Council of Ministers of the Republic of Belarus.

3. Determine that financing of the State program is performed within the means provided on these purposes in the republican budget and also at the expense of own means of the organizations - contractors of the State program.

To the Ministry of Finance when forming the draft of the republican budget on 2010 and the subsequent financial years to provide allocation in accordance with the established procedure of necessary means for accomplishment of actions of the State program.

4. Confer the personal responsibility for timely and high-quality accomplishment of actions of the State program on the Chairman of Presidium of National academy of Sciences of Belarus, the Minister of Energy and the Minister of Emergency Situations.

5. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Belarus supervising questions of energy complex.

6. This resolution becomes effective from the date of its acceptance.

The state program "Scientific maintenance of development of nuclear power in the Republic of Belarus for 2009-2010 and for the period till 2020"

Chapter 1. General provisions

In the problem resolution of increase in energy security and power supply of the republic important role is played by nuclear power which takes the noticeable place in energy balance of number of the countries now (more than 33 percent in Europe). It is one of the most dynamically developing industries of power industry of Russia and plays the backbone, stabilizing and nature protection role. The nuclear power allows not only to preserve valuable organic resources, first of all oil and gas, for their more highly effective use, to reduce emissions of greenhouse gases, but also is factor of increase in cost efficiency of fuel and energy complex, sustainable development of economy and society, allows to develop the unconventional sources of energy requiring reservation of capacities.

As a result of disorder of the single economic complex combining all republics of the former Soviet Union, the Republic of Belarus fell into more difficult situation as had the powerful energy-requiring industry, the power-intensive agricultural industry which is not supported with the corresponding power supply sources. Now the share of the imported energy resources constitutes 85 percent. Practically all fuel is delivered from one country - Russia. In structure of fuel and energy balance the share of the natural gas imported from Russia is excessively high - in power industry it constitutes 93 percent. More than 60 percent of the energy equipment developed technical resource. Taking into account forecast indicators of social and economic development of the republic and increase in demand for the electric power by 2020 it will be required to enter or modernize about 6 million kilowatts of installed capacities.

Needs of the Republic of Belarus for electrical and heat energy for the period till 2020 can be provided for the account:

reconstruction of the available capacities on organic fuel and constructions of new modern power stations;

expansions of use of local and renewable energy resources;

increases in energy efficiency and use of the available energy saving potential;

input of alternative power sources on nuclear fuel.

Since 1993 in the republic works on studying of feasibility and possibility of development of nuclear power are carried out. Project and scientific personnel of 17 academic and industry institutes, number of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus were involved in accomplishment of these works.

Consideration of different options of development of power supply system for the period till 2020 showed that to develop nuclear power engineering in the republic economically reasonablly. At cost the made electric power optimal variant is input in power supply system of nuclear power plant (further - the NPP) capacity about 2 million kilowatts. At the same time by 2020 the share of the NPP in production of electricity will constitute about 27 percent, cost of the electric power in comparison with gas option will decrease approximately by 30 percent and will make 8, 1 cent of the USA for kilowatt hour (11, the 9th cent of the USA for kilowatt hour for gas option), purchase costs of fuel will decrease approximately on 2, 77 billion US dollars a year (in the prices of 2008 of nuclear fuel and natural gas).

Input of one power unit capacity of 1 million kilowatts will allow to replace 2,325 of one billion cubic meters of natural gas in year. Conclusion at full capacity will allow to replace with all NPP 4,65 of one billion cubic meters of natural gas in year.

Now in other states the projects of the NPP of new generation of the increased safety, reliability and profitability equipped with systems of active safety, and also the systems of passive safety, independent of power sources, which are almost excluding accidents with fusion of active zone and emission of radioactivity in the environment are developed. The reliable, safe and effective power sources which are the most fulfilled, having wide experience of operation, proved constituting fundamentals of world nuclear power are the NPPs with pressurized water reactors.

Considering the developed regulatory legal base, identical technology development, high level of safety and reliability, and also profitability of the Russian projects of the NPP, more perspective for possible placement in the territory of the Republic of Belarus are the projects of the NPP of new generation of the increased safety with pressurized water reactors developed by the project organizations of Russia.

The chosen power units have the high level of reliability and safety - the probability of severe accident makes 10-9 and 10-10 on one reactor a year. Besides, these power units have high maneuverable characteristics and allow to perform daily regulation of capacity in the range of 30-100 percent.

The fundamental moment in ensuring safe use of atomic energy is creation of the regulatory legal base in the field of use of the nuclear energy determining the main requirements, conditions and restrictions both in case of the choice of the location of nuclear object and in case of construction, operation and conclusion from operation of nuclear object.

(Further - the Joint institute of energy and nuclear researches - Pines) it was entrusted to public scientific institution "The Joint Institute of Energy and Nuclear Researches — Pines" of National academy of Sciences of Belarus to carry out together with the interested organizations works on creation of the regulatory legal base of use of nuclear power, studying of opportunities of placement in the territory of the republic of the NPP and storages of radioactive waste, to the choice of the project of the NPP, working off of aspects of the international relations connected with creation of nuclear power, to forming of public opinion in support of use of atomic energy in the peace purposes.

Activities for development in the republic of nuclear power received new boost after adoption of the Concept of energy security of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of September 17, 2007 No. 433.

The Presidential decree of the Republic of Belarus of November 12, 2007 No. 565 "About some measures for construction of nuclear power plant" became the major step on development in Belarus of nuclear power (The national register of legal acts of the Republic of Belarus, 2007, No. 274, 1/9085) according to which the directorate of construction of nuclear power plant was created, is determined the general designer, the organization which is carrying out scientific maintenance of works on construction of the NPP is appointed, the Department on nuclear and radiation safety of the Ministry of Emergency Situations is created.

Today the Combined institute of energy and nuclear researches - Pines is the only thing in the country the scientific institution having experience of scientific maintenance and designing of nuclear reactors, critical assemblies and other nuclear and radiation installations. In this organization the specialists of necessary qualification who are carrying out research works in the field of use of atomic energy work, there is number of nuclear and radiation installations. The joint institute of energy and nuclear researches - Pines maintains close contact with the Russian nuclear centers and the project organizations, scientific centers of the State Parties of the Commonwealth of Independent States and other states, International Atomic Energy Agency.

The joint institute of energy and nuclear researches - Pines together with the Department of Energy and other organizations developed and realized the Plan of the main preparatory work which accomplishment is necessary prior to the beginning of construction of nuclear power plant in the Republic of Belarus, No. 905-6 approved by the resolution of Council of Ministers of the Republic of Belarus of July 18, 2006.
