About change of conditions of carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation

For the purpose of enhancement of mechanisms of the state support of educational crediting the Government of the Russian Federation decides:

1. Approve enclosed:

Regulations on carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation;

Rules of provision from the federal budget of subsidies to banks on compensation of part of costs on not returned educational loans granted to students of the educational institutions of higher education having the state accreditation;

Rules of provision from the federal budget of subsidies to banks on compensation of part of costs for interest payment on the educational loans granted to students of the educational institutions of higher education having the state accreditation within the experiment on the state support of provision of the educational credits;

changes which are made to the order of the Government of the Russian Federation of August 23, 2007 by N534 "About Carrying Out Experiment on the State Support of Provision of the Educational Credits to Students of the Educational Institutions of Higher Education Having the State Accreditation" (The Russian Federation Code, 2007, N 35, the Art. 4317).

2. To the Ministry of Education and Science of the Russian Federation and the Ministry of Finance of the Russian Federation to provide in the federal budget for the next financial year and planning period budgetary appropriations for provision to the banks participating in experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation, subsidies from the federal budget for compensation:

parts of costs for interest payment on the educational loans granted to students of educational institutions of higher education within the experiment on the state support of provision of the educational credits in the amount of three fourth refunding rate of the Central bank of the Russian Federation operating for date of the conclusion of the agreement of the educational credit signed from September 1, 2009 to December 31, 2013 for all term of use of the educational credits provided by the agreements signed by bank and students of the educational institutions of higher education having the state accreditation;

the amounts of not returned educational credits at the rate to 20 percent of amount of the issued educational credits on the agreements signed from September 1, 2009 to December 31, 2013 by bank and students of the educational institutions of higher education having the state accreditation.

3. To the Ministry of Education and Science of the Russian Federation to develop and approve the regulatory legal acts provided by the Provision approved by this resolution in a month.

Regulations on carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation

1. The experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation (further - experiment), is conducted on the conditions provided by this Provision, from September 1, 2009 to December 31, 2013.

2. The concepts used in this Provision mean the following:

"participating bank of experiment" - the bank ready to grant the loans on the conditions provided by this Provision;

"higher education institution" - the educational institution of higher education having the state accreditation, which underwent annual selection according to the procedure of and based on the criteria determined by the Ministry of Education and Science of the Russian Federation for inclusion by the Ministry of Education and Science of the Russian Federation in the list of higher education institutions for participation in experiment. Concerning the students participating in experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation for August 31, 2009, and also the students participating in the Credo program of Crane limited liability company and SOYuZ Joint stock bank (open joint stock company) and who showed willingness to participate in experiment on the conditions provided by this Provision the concept "higher education institution" provided by Regulations on procedure for carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation, the approved order of the Government of the Russian Federation of August 23, 2007 of N534 is applied;

"borrower" - the student of higher education institution who is the citizen of the Russian Federation aged from 14 up to 18 years or the full age citizen of the Russian Federation answering to the criteria established by the Ministry of Education and Science of the Russian Federation on progress and the agreement of the educational credit which signed with participating bank of experiment. Concerning the students participating in experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation for August 31, 2009, and also the students participating in the Credo program of Crane limited liability company and SOYuZ Joint stock bank (open joint stock company) and who showed willingness to participate in experiment on the conditions provided by this Provision the concept "borrower" provided by Regulations on procedure for carrying out experiment on the state support of provision of the educational credits to students of the educational institutions of higher education having the state accreditation, the approved order of the Government of the Russian Federation of August 23, 2007 of N534 is applied;

"the state support" - the state support of educational crediting provided by the Federal Law on the federal budget for the corresponding year and performed in the form of provision of subsidies for compensation of part of costs on not returned educational loans granted to the borrower and subsidies for compensation of part of costs for interest payment on the educational loans granted to the borrower for all term of use of the educational credits provided by the agreements signed by participating bank of experiment and the borrower;
