About approval of Regulations on procedure for the state accounting and control of turnover of radioactive materials and radioactive waste, and also nuclear materials

For the purpose of implementation of article 22 of the Law of the Republic of Uzbekistan "About radiation safety", article 10 of the Law of the Republic of Uzbekistan "About waste" and according to the resolution of the Cabinet of Ministers of April 3, 2009 "About approval of Rules of the organization of system of the state accounting and control of turnover of sources of ionizing radiation" the Cabinet of Ministers decides No. 98:

1. Approve:

Regulations on procedure for the state accounting and control of turnover of radioactive materials and radioactive waste according to appendix No. 1;

Regulations on procedure for the state accounting and control of turnover of nuclear materials according to appendix No. 2.

2. To the ministries, the state committees, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent in three-months time to bring the regulatory legal acts into accord with this resolution.

3. To impose control of execution of this resolution on the Deputy prime minister of the Republic of Uzbekistan Shaismatov E. R.

Regulations on procedure for the state accounting and control of turnover of radioactive materials and radioactive waste

I. General provisions

1. This Provision determines procedure for conducting the state accounting and control of radioactive materials (further - RV) and radioactive waste (further - Russian joint stock company) in system of the state accounting and control of sources of ionizing radiation in the Republic of Uzbekistan (further - system of the state accounting and control).

2. In this Provision the following concepts are applied:

the state accounting and control of turnover of radioactive materials and radioactive waste at the republican level - the state accounting and control RV and Russian Joint Stock Company in subjects of turnover of RV and Russian joint stock company which are in the territory of the Republic of Uzbekistan;

state, accounting and control of turnover of radioactive materials and radioactive waste at the departmental level the state accounting and control RV and Russian Joint Stock Company in subjects of turnover of RV and Russian joint stock company which are in the territory of the Republic of Uzbekistan subordinated to bodies of the public and economic board and Academy of Sciences of the Republic of Uzbekistan;

the state accounting and control of turnover of RV and Russian joint stock company at the regional level - the state accounting and control RV and Russian Joint Stock Company in subjects of turnover of RV and Russian joint stock company which are in the territory of the corresponding administrative and territorial unit of the Republic of Uzbekistan except the organizations subordinated to bodies of the public and economic board and Academy of Sciences of the Republic of Uzbekistan;

radioactive materials - the substances which are not relating to nuclear materials in any aggregate state containing radionuclides with the activity exceeding the minimum values established by regulations and rules of radiation safety;

radioactive waste - the substances in any aggregate state which are not intended for further use, containing radionuclides with the activity level exceeding the values established in acts of the legislation;

subjects of turnover of RV and Russian joint stock company - the legal entities performing activities in the field of turnover of RV and Russian joint stock company for production, production, development, conversion, use, storage, servicing, transportation including movement through customs border of the Republic of Uzbekistan, utilization, to neutralization and burial of RV and Russian joint stock company in the territory of the Republic of Uzbekistan in the procedure established by the legislation;

the source of ionizing radiation (SIR) - the device and (or) radioactive material, nuclear materials which are letting out or capable to emit ionizing radiation;

ionizing radiation - the radiation created in case of radioactive decay, nuclear transformations, braking of charged particles in substance and which in case of interaction with environment forms ions of different signs;

source radio nuclide closed - source of ionizing radiation which device excludes intake of the radionuclides containing in it to the environment in the conditions of application and depreciation which it is expected;

source radio nuclide opened - source of ionizing radiation when which using intake of the radionuclides containing in it to the environment is possible;

radiation safety - condition of security of citizens and the environment from harmful effects of ionizing radiation;

the sanitary protection zone - the territory around source of ionizing radiation in which the level of radiation of citizens in the conditions of normal operation of this source can exceed the set main limit of dose of radiation for the population;

observation zone - the territory outside the sanitary protection zone on which radiation monitoring is carried out;

nuclear safety - complex of the actions providing safe handling of nuclear material;

the territories contaminated by radionuclides - the territories (lands and reservoirs in industrial, sanitarno - protective zones and zones of observation) subjects to use of atomic energy at which there are radioactive materials at the quantity exceeding the minimum values established by regulations and rules, and capable to lead to radiation.

dose effective (equivalent) annual - the amount of the effective (equivalent) dose of external radiation received for calendar year, and expected the effective (equivalent) dose of internal radiation caused by receipt in organism of radionuclides for the same year. Unit of annual effective dose - sievert (Stars);

dose effective collective - measure of collective risk of emergence of stochastic effects of radiation which is equal to the amount of individual effective doses. Unit of effective collective dose - cheloveko-sievert (the people - Stars);

nuclide - kind of atoms with this mass number (the mass of protons and neutrons in kernel) and atomic number (number of protons and neutrons in kernel).

II. RV and Russian joint stock companies which are subject to the state accounting and control

3. Are subject to the state accounting and control:

RV, the minimum significant specific activity (MSSA), activity in the room or on workplace (MZA) and which group of radiation hazard of separate nuclides exceed the values specified in  appendix No. 1 to this Provision and work with which requires the license (permission) of the State inspectorate for supervision of geological studying of subsoil, by safe operation in the industry, mining and the household sector under the Cabinet of Ministers of the Republic of Uzbekistan (further - the State inspection Sanoatgeokontekhnazorat). Registration of again made RV is performed in case of their revenues to warehouse;
