1) to Approve Rules of return of budgetary funds at the expense of the young specialists who did not be on place of employment according to the direction.

2) educational institutions of average and the higher education having in the structure based on these rules to provide to the Ministries and departments return of budgetary funds at the expense of the young specialists who did not be on place of employment according to the direction.

2) Training of specialists at the expense of budgetary funds for various spheres of national economy is target and performs ensuring requirement the company, organization and the organizations needing specialists.

3) the Citizens who graduated from state educational institutions shall work at least 3 years in the specialty in the direction of relevant organs and agreements of the parties. Non-execution of these requirements will entail legal consequences which follow from obligations of the parties.

4) in case of absence of the young specialist on place of employment, according to distribution of the commission and the direction of relevant organ without reasonable excuse, refusal, and also in case of its early dismissal from work for violation of the labor law, all costs for training of the young specialist are at their expense levied.

5) in case of absence on reasonable excuses (transition to elected bodies, disabilities, losses of the supporter (father) if in family there were minor sisters and brothers), young specialists are exempted from return of budgetary funds.

6) the Companies, organizations and the organizations, irrespective of patterns of ownership, signed the contract with educational institution on acceptance for work of young specialists and not fulfilling the obligations about employment of young specialists according to the direction shall refund to the state all expenses connected with their preparation.

7) Return of budgetary funds is performed in the following procedure:

- the educational institution in case of absence of the young specialist studying at the expense of the government budget according to distribution of the commission and the direction of relevant organ in the specified terms for place of employment without reasonable excuse has the right to demand return of the money spent for training of young specialists;

- return of money is performed by young specialists to the companies, organizations and the organizations in the cases provided by items 4 and the 5th this rule in cash desk of educational institution according to established procedure;

- the returned money is deposited by educational institution in the single settlement account of part of the income of the republican or local budget (depending on source of financing of educational institution) which arrive in the Central Treasury of the Ministry of Finance of the Republic of Tajikistan.

8) In case of not introduction of the spent means these means are levied judicially. The legal claim is made from educational institution.

9) Without introduction of means to the young specialist studying at the expense of the government budget and not been for work according to the direction, the diploma is not issued.

10) the Size of the granted sum is established from educational institution, taking into account budgetary and contractual funds at the rate on one student within one year. In case of determination of the annual amount inflation, according to official data is considered.

11) Disabled people 1, 2 and 3 groups, orphans and families of the military personnel are exempted from return of budgetary funds.

12) in case of not employment of the young specialist studying at the expense of the government budget from corresponding ministries, departments and educational institution, the young specialist is exempted from return of budgetary funds
