The agreement between the Ministry of Health of the Republic of Belarus and the Ministry of Health of the Azerbaijan Republic on cooperation in the field of health care and medical science

The Ministry of Health of the Republic of Belarus and the Ministry of Health of the Azerbaijan Republic which further are referred to as the Party proceeding from the principles of mutual advantage and mutual assistance, wishing to help the bilateral relations in the field of health care and medical science, convinced that this cooperation will promote improvement of health of the population, agreed as follows:

Article 1

The parties will develop and perform cooperation in the field of health care and medical science according to legislations of the states of the Parties.

Article 2

The parties intend to develop mutually beneficial cooperation in the following directions:

organization of medical care to the population (creation of the health care market, development of primary medical and sanitary and specialized medical care, implementation of new medical technologies);

development and implementation of joint programs on priority and urgent problems of health care and medical science;

preparation and advanced training medical, scientific and research and educational personnel on the basis of the approved qualification requirements to the graduate, the specialist;

state registration and certification of products of medical appointment and medical equipment;

state registration and quality control of medicines;

state hygienic regulation and registration of foodstuff;

development of scientific research in the field of experimental, clinical and preventive medicine according to requirements of system of public health care;

economy of health care and medical science;

automated control systems, computer facilities and computerization in the field of health care;

coordination in the field of ensuring sanitary and epidemic wellbeing of the population, including:

sanitary protection of the territory according to the International convention about approval of conditions of monitoring procedure of loads on borders of October 21, 1982;

state sanitary and epidemiologic regulation;

immunoprevention, laboratory diagnosis of infectious diseases;

social and hygienic monitoring.

Article 3

The parties promote expansion of direct connections between the medical scientific organizations which are hereinafter referred to as the Cooperating organizations.

Bonds between the Cooperating organizations are performed on the basis of agreements which shall correspond to legislations of the states of both Parties.

Article 4

The parties perform accomplishment of article 2 of this Agreement by mutual consultations, exchange of specialists and medico-technical information, the organizations of symposiums and conferences, publications of monographs and Articles, and also realization of other types of cooperation on which the agreement will be reached.

Article 5

The parties will inform each other on plans of holding congresses, conferences, exhibitions and other similar actions and to render assistance in acceptance of the specialists participating in these actions at the expense of the sending Parties.

Article 6

The parties carry out joint operation on optimization of curricula and programs of the highest and average medical institutions of education and establish direct connections between these organizations, and also exchange of specialists, students.

Article 7

The parties carry out the joint operation directed to creation of conditions of advanced training medical, pedagogical and scientists and also their training on contractual basis.

Article 8

By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are integral part of this agreement can be made to this agreement.

Article 9

This agreement, and also all changes and amendments in it become effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for their entry into force according to legislations of the Parties.

The agreement is signed for a period of 2 years. Action of this agreement is automatically prolonged for the next two-year period if any of the Parties does not notify in writing through diplomatic channels other Party at least in 6 months prior to expiration of this agreement on the intention to stop its action.

This agreement is signed in the city of Baku on July 31, 2008 in duplicate, everyone in the Russian and Azerbaijani languages, at the same time all texts are equally authoritative.
