About sanitary and epidemiologic wellbeing

Chapter I. General provisions

Article 1. Sanitary and epidemiologic wellbeing of the population and basis of its providing

1. Sanitary and epidemiologic wellbeing of the population is such condition of public health and the habitat of people in case of which there is no dangerous and adverse effect of its factors on human body and there are favorable conditions for its activity.

2. Sanitary and epidemiologic wellbeing of the population of the Azerbaijan Republic is provided:

• implementation of the state, regional and local programs of strengthening of health, prevention of diseases of the population, improvement of the habitat and conditions of activity of people;

• observance by state bodies and public associations, companies, organizations and organizations, irrespective of their subordination and pattern of ownership, officials and citizens as component of their activities of health regulations and regulations, hygienic standard rates;

• work on hygienic training and education of the population, directed to forming of healthy lifestyle, high sanitary culture;

• broad informing population on the state of health, hygienic and epidemiological situation, on preventive, sanitary and hygienic and anti-epidemic actions;

• system of the state and departmental sanitary inspection, sanitary inspection over the goods moved through check points of frontier, production and public control.

Article 2. Sanitary legislation of the Azerbaijan Republic and its main objectives

1. The sanitary legislation of the Azerbaijan Republic consists of the Law of the Azerbaijan Republic on public health care, this Law, other legal acts of the Azerbaijan Republic concerning sanitary and epidemiologic wellbeing of the population.

2. • creation of package of measures of legislative, legal and organizational nature, the rights of citizens to health protection aimed at providing.

4. The relations in the sphere of ensuring sanitary and epidemiologic wellbeing in the Alyatsky free economic zone are governed according to requirements of the Law of the Azerbaijan Republic "About the Alyatsky free economic zone".

Article 3. Sanitary standards and rules, hygienic standard rates

Sanitary standards and rules, hygienic standard rates are the regulations establishing criteria of safety or harmlessness for the person of factors of the environment and the requirement to providing favorable conditions for its activity.

In the territory of the Azerbaijan Republic sanitary standards and rules, hygienic standard rates of the republic are effective. If necessary in the territory of the Nakhchivan Autonomous Republic, the cities and areas provisional local health regulations according to the procedure, established by relevant organ of the executive authority can be introduced.

Sanitary standards and rules, hygienic standard rates are obligatory for observance by all state bodies, public associations, companies, organizations and organizations, irrespective of their subordination and pattern of ownership, officials and citizens.
