1. Approve the enclosed Regulations on procedure for conducting military accounting of persons liable for call-up and recruits.

2. To the ministries, the state committees, administrative departments, other executive bodies, local public administrations and local government bodies of the Kyrgyz Republic to accept this Provision to management and to provide its accomplishment in the structural divisions.

3. This resolution becomes effective from the date of official publication.

4. To impose control over the implementation of this resolution on department of defense, law and order and emergency situations of Government office of the Kyrgyz Republic.

Regulations on procedure for conducting military accounting of persons liable for call-up and recruits

Chapter 1. General provisions

1. This Regulations on procedure for conducting military accounting of persons liable for call-up and recruits (further - the Provision) are developed according to the Law of the Kyrgyz Republic "About general conscription of citizens of the Kyrgyz Republic, about military and alternative services" (further - the Law) and other regulatory legal acts of the Kyrgyz Republic in the field of defense and safety.

The provision determines:

- tasks of military accounting;

- obligations of state bodies, local government bodies, legal entities, educational institutions and officials on military accounting;

- categories of citizens, subjects and unliable to military accounting;

- the organization and procedure for conducting military accounting in military commissariats;

- procedure for conducting primary military accounting in local government bodies;

- obligations of citizens on military accounting;

- features of conducting military accounting in separate state bodies.

2. Military accounting - system of documentary and electronic accounting, and also the analysis of persons liable for call-up, draft and mobilization resources of the Kyrgyz Republic.

The main objectives of military accounting are:

- determination of quantitative and high-quality list of the citizens staying on the military registry;

- documentary and electronic execution of information of military accounting about the citizens staying on the military registry;

- carrying out planned work on preparation of necessary number of voyennoobuchenny citizens, for ensuring completing of Armed Forces of the Kyrgyz Republic (further - Armed Forces), other military forming and state bodies of the Kyrgyz Republic in which the law provides military service on mobilization and in wartime;

3. Functioning of system of military accounting is provided with the authorized state body knowing questions of defense of the Kyrgyz Republic, the Ministry of Internal Affairs of the Kyrgyz Republic (further - the Ministry of Internal Affairs), bodies of homeland security of the Kyrgyz Republic (further - bodies of homeland security), state bodies, local government bodies and legal entities.

Officials of state bodies, local government bodies and legal entities provide execution by citizens of obligations in the field of military accounting according to the legislation of the Kyrgyz Republic.
