In pursuance of part provisions (4) article 11 of the Law on issue of permissions to activities and about compensation of the simultaneous interpreters and translators involved by the Supreme council of magistracy, the Ministry of Justice, bodies of prosecutor's office, criminal prosecution authorities, degrees of jurisdiction, notaries, lawyers and bailiffs No. 264-XVI of December 11, 2008. (The official monitor of the Republic of Moldova, 2009, No. 57-58, of the Art. 159) DECIDES: the Government
1. Approve:
Regulations on the organization of activities of the simultaneous interpreters and translators involved by the Supreme council of magistracy, the Ministry of Justice, bodies of prosecutor's office, criminal prosecution authorities, degrees of jurisdiction, notaries, lawyers and bailiffs according to appendix No. 1;
additions which are made to the separate orders of the Government, according to appendix No. 2.
2. The edition of forms of permissions to activities as the simultaneous interpreter and/or the translator is performed for the account and within the funds allocated to the Ministry of Justice from the government budget and also at the expense of the special means provided by the law.
3. This Resolution becomes effective on September 20, 2009.

Appendix № 1
to the Order of the Government No. 459 of August 5, 2009
1. This Provision establishes procedure for management of process of registration of candidates and passing testing certification, procedure for creation of the Commission on certification of simultaneous interpreters and translators, procedure for issue of permissions to activities to simultaneous interpreters and translators, suspensions of their action and response, and also the requirement to process of permanent self-education of the simultaneous interpreters and translators involved by the Supreme council of magistracy, the Ministry of Justice, bodies of prosecutor's office, criminal prosecution authorities, degrees of jurisdiction, notaries, lawyers and bailiffs.
2. The commission on certification of simultaneous interpreters and translators (further - the Commission) is created by the order of the Minister of Justice for the term of 4 years and consists of 5 members.
3. The Commissions are included two representatives from the Ministry of Justice, two university teachers and one representative from Academy of Sciences of Moldova.
4. Members of the commission are delegated by competent authorities at the request of the Ministry of Justice.
5. Activities as the member of the commission are performed on a voluntary basis, with preserving the salary on principle place of employment.
6. The commission performs the following functions:
a) considers applications for registration for passing testing certification;
b) holds testing certification at the registered candidates;
c) makes offers to the Minister of Justice about issue of permission to activities of simultaneous interpreters and/or translators;
d) considers the violations allowed by simultaneous interpreters and/or translators in case of execution of powers;
e) passes decisions on withdrawal of permission to activities of simultaneous interpreters and/or translators;
f) makes offers to the Minister of Justice about suspension and the termination of activities of simultaneous interpreters and/or translators.
7. The commission can involve in the activities, if necessary, other specialists.
8. The commission is convoked on meetings as required, but at least once a quarter.
9. Members of the commission are informed on the agenda, date, time and the venue of meeting it is at least, than in 3 days prior to its carrying out.
10. From among members of the commission its chairman is by a majority vote elected.
Opens commission sessions and the chairman, and in case of its absence - one of members at the choice of the Commission conducts it.
11. Commission sessions are considered competent if at them there are most of her members. Decisions are made by a simple majority vote the present members.
12. Functioning of the secretariat of the Commission is ensured by the Ministry of Justice.
13. Works of the secretariat include:
a) preparation of information for publication on the website;
b) document registration, given according to Item 17;
c) preparation of the documents necessary for holding meeting;
d) informing members of the commission on the agenda, date, time and place of meeting;
e) ensuring the activities connected with holding examination;
f) creation of protocols of commission sessions;
g) filling of permissions to activities and representation to their Minister of Justice for the signature;
h) accounting of the issued permissions to activities;
i) archiving of materials of examinations, protocols of commission sessions and the decisions made by it.
14. The mandate of the member of the commission stops in case:
a) expirations of powers;
b) resignations;
c) death.
15. Appointment of the new member of the commission is performed by the order of the Minister of Justice and carried out from the moment of emergence of vacant position in a month. The new member is appointed to the remained period of the mandate of the member of the commission to the place of which it was appointed.
16. Information on date and the venue of testing certification is published on the official site of the Ministry of Justice (www.justice.gov.md) in 30 days prior to the established date.
17. Not later than 20 days before the appointed date of testing certification of person wishing to get permission to activities as the simultaneous interpreter and/or the translator file the following documents to the Ministry of Justice:
