Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed National strategy of implementation of complex nature protection permissions for 2009-2020.
2. To provide to the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus realization of National strategy of implementation of complex nature protection permissions for 2009-2020.
3. This resolution becomes effective after its official publication.

1. The national strategy of implementation of complex nature protection permissions for 2009-2020 (further - National strategy) is developed for the purpose of reduction and (or) prevention of harmful effects on the environment of economic and other activity, ensuring rational use of natural resources, simplification of ministerial procedures on state regulation and control of reduction and (or) prevention of harmful effects on the environment of economic and other activity according to the legislation.
2. For the purposes of National strategy the following basic concepts and their determinations are used:
complex nature protection permission - the document issued by specially authorized state bodies to the users of nature performing ecologically dangerous activities, certifying right to emissions of pollutants in atmospheric air, special water use, storage and waste disposal of production, and other types of harmful effects in case of observance of the requirements in the field of environmental protection established by the legislation;
the best available technical methods - engineering procedures, methods, procedure for production organization of products and energy, performance of works or rendering services, designings, construction and operation of constructions and the equipment providing reduction and (or) prevention of intake of pollutants to the environment, educations and (or) placements of production wastes in comparison with applied and the qualities of the environment which are the most effective for providing standard rates on condition of economic feasibility and technical capability of their application.
3. Reduction and (or) prevention of environmental pollution, improvement of the investment climate in the republic by optimization of issue to users of nature of permissions to emissions of pollutants in atmospheric air, on special water use, on storage and waste disposal of production are one of the important directions of social and economic development of the Republic of Belarus. Implementation of complex nature protection permissions promotes development of integrated approach to prevention of harmful effects on the environment of economic and other activity, increases efficiency of planning and realization of nature protection actions.
4. Prevention of harmful effects on the environment of economic and other activity is regulated by the laws, codes and presidential decrees of the Republic of Belarus.
The law of the Republic of Belarus of November 26, 1992 "About environmental protection" in edition of the Law of the Republic of Belarus of July 17, 2002 (Vedamasts? The law of the Republic of Belarus of July 20, 2007 "About the address with waste" (The national register of legal acts of the Republic of Belarus, 2007, No. 183, 2/1368) governs the relations in the field of the address with waste, the principles of issue of permissions to storage and waste disposal of production, cross-border movement of waste and it is directed to the prevention of harmful effects of waste on the environment and health of the person.
The water code of the Republic of Belarus governs the relations arising in case of ownership, use and the order of waters, issue of permissions to special water use and is directed to creation of conditions for rational use and protection of waters, recovery of water objects, preserving and improvements of water ecological systems.
The presidential decree of the Republic of Belarus of June 24, 2008 No. 349 "About criteria of reference of economic and other activity which makes harmful effects on the environment to ecologically dangerous activities" (The national register of legal acts of the Republic of Belarus, 2008, No. 157, 1/9825) determines types of ecologically dangerous activities and establishes criteria of reference of economic and other activity which makes harmful effects on the environment, to ecologically dangerous activities.
5. The task on prevention of harmful effects on the environment of economic and other activity is implemented by means of establishment by specially authorized state bodies in the field of environmental protection of mandatory requirements to economic and other activity which makes harmful effects on the environment, including ecologically dangerous.
Regulation in the field of environmental protection and environmental management is performed for the purpose of state regulation of the impact of economic and other activity on the environment guaranteeing preserving the favorable environment and providing ecological safety.
6. The existing practice of issue of permissions to emissions of pollutants in atmospheric air, special water use, storage and waste disposal of production needs further enhancement. The number of ministerial procedures under approval and issue of the specified permissions to users of nature does not depend on the harmful effects on the environment performed by them. In the course of receipt of permission to emissions of pollutants in atmospheric air, permission to special water use and permissions to storage and waste disposal of production users of nature incur certain time and finance costs for preparation and approval of the relevant documents which can be optimized.
