About approval of the Veterinary sanitary standard establishing conditions on health of animals and veterinary and sanitary certification when importing bees and bumblebees

For the purpose of health protection of bees, the prevention of transfer of diseases from animals to the person and according to provisions of the Law No. 221-XVI of October 19, 2007 on veterinary and sanitary activities (The official monitor of the Republic of Moldova, 2008, No. 51-54, of the Art. 153) and the Law No. 70-XVI of March 30, 2006 on beekeeping (The official monitor of the Republic of Moldova, 2006, No. 75-78, of the Art. 316), with subsequent changes, DECIDES: the Government

1. Approve the Veterinary sanitary standard establishing conditions on health of animals and veterinary and sanitary certification when importing bees and bumblebees it (is applied).

2. To impose control over the implementation of this Resolution on the National agency on safety of foodstuff.

The veterinary sanitary standard establishing conditions on health of animals and veterinary and sanitary certification when importing bees and bumblebees

1. The veterinary sanitary standard establishing conditions on health of animals and veterinary and sanitary certification when importing bees and bumblebees (further - Veterinary sanitary standard), brought into accord with provisions of the Decision of the Commission of the European Communities No. 2003/881/EU of December 11, 2003 about the conditions concerning health of animals and veterinary and sanitary certification when importing bees of Apis mellifera and bumblebees of Bombus spp. from the third countries and cancellation of the Decision No. 2000/462/EC (The official magazine of the European Union, L 328 of December 11, 2003, p. 26-31) changed by the Decision of the Commission of the European Communities No. 2005/60/EU of January 20, 2005. (The official magazine of the European Union, No. L 25, 28.01.2005, p. 64-68), regulate the conditions concerning health of animals and veterinary and sanitary certification when importing bees - Apis mellifera and bumblebees - Bombus spp.

2. The national agency on safety of foodstuff (further - the Agency) resolves import of bees of Apis mellifera and bumblebees of Bombus spp. according to requirements for import and export of animals, seed material, ova and embryos of different types in case of observance of the following conditions:

a) bees shall come from the countries for which import to the Republic of Moldova is allowed, included in the list constituted and staticized by the Agency;

b) bees shall be followed by the veterinary sanitary certificate according to the sample provided in appendix No. 1 to this Veterinary sanitary standard and meet the requirements provided by the corresponding veterinary sanitary certificate;

c) in cage there shall be one uterus accompanied by at least 20 bees;

d) import of bumblebees shall be limited to one family in one reservoir containing no more than 200 bumblebees, accompanied with the veterinary sanitary certificate according to the sample established in appendix No. 2 to this Veterinary sanitary standard in case of observance of the guarantees provided by this sample.

3. The agency resolves import of bees of Apis mellifera and bumblebees of Bombus spp., specified in Item 2 of this Veterinary sanitary standard if availability of the American foul brood, small beehive bug (Aethina tumida) and tropilelapsoz (Tropilaelaps spp.) is the diseases/parasites who are subject to obligatory notification in all territory of the exporting country.

4. When crossing frontier of cage are exposed to veterinary health control by the official veterinarian of post of customs veterinary health control. When unloading bees on apiary the official veterinarian of internal customs post exercises repeated veterinary health control then "veterinary control" puts down on the customs declaration stamp and informs on this import territorial subdivisions of the National agency on safety of foodstuff of this territory.

5. Before their import in new family, uterus is transferred to destination in new cages which then together with bees and other materials accompanying uterus from country of source, the official veterinarian of district/municipal authority sends to the Republican veterinary and diagnostic center for the purpose of identification of small beehive bug, eggs or its larvae and signs of tropilelapsoz of Tropilaelaps. After receipt of the test report all materials are destroyed.

In case of bumblebees it is enough to destroy reservoirs and all materials accompanying bumblebees from country of source either during lifetime of family, or on later it.
