1. Approve the Technical regulation "Requirements of Efficiency for the New Boilers Using Liquid or Gaseous Fuel" it (is applied).

2. This Resolution becomes effective after 24 months from the date of its publication in the Official monitor of the Republic of Moldova.

Technical regulation "Requirements of Efficiency for the New Boilers Using Liquid or Gaseous Fuel"

I. Scope

1. This Technical regulation determines the requirements to energy efficiency applicable to the new boilers using liquid or gaseous fuel for placement in the market, with the minimum capacity at least 4 kW and no more than 400 kW (further - coppers).

2. Provisions of these Regulations do not extend on:

a) boilers which can be heated different types of fuel, including firm types of fuel;

b) equipment for instant preparation of hot water;

c) the coppers intended for fire chamber by fuel which properties considerably differ from properties of the liquid and gaseous fuel which is usually sold in the market such as the industrial fulfilled gas, biogas, etc.;

d) the plates and electric devices intended, mainly, for heating of rooms in which they are established, and as support function for supply of hot water for central heating and water for household water supply;

e) the electric devices with rated power less than 6 kW using natural circulation and intended only for production of the stocked hot water for household water supply;

f) the coppers made for special application.

3. For coppers with double function - function of heating of rooms, and also ensuring household water supply with hot water, the requirements of efficiency specified in appendix No. 1, concern only heating function.

II. Terminology

4. For the purposes of these Regulations the provided terms are determined as follows:

a) the device - the copper body intended for installation of torch; the torch intended for placement on the copper body;

b) copper - the integrated set of the body of copper torch intended for transfer to water of heat generated as a result of fuel combustion;

c) standard copper - copper for which average water temperature can be limited to design;

d) the boiler - the copper intended for supply of system of central heating or for establishment in deepening of fireplace as parts of set of the copper walled in fireplace / the gas furnace;

e) gas condensation copper - the copper intended for permanent condensation of the most part of the water vapor containing in gaseous products of combustion;

f) low-temperature copper - copper which can continuously work at temperature of water supply of 35 - 400C, creating condensation under certain circumstances, including the condensation coppers using liquid fuel;

g) copper which shall be established in the living area - the copper with useful rated power less than 37 kW intended for giving of heat to that part of the living area in which it is established by means of allocation of heat from the body having the open diffusion camera providing hot water with use of natural circulation; on coverings of such coppers there shall be accurate specifying of the fact that they are established in the living area;

h) rated useful power (expressed in kW) the maximum calorific performance established and guaranteed by the manufacturer as provided in the course of continuous work in case of respect for the useful efficiency specified by the manufacturer;

i) the useful efficiency (expressed in %) - the relation between the thermal power transferred to copper water and the work of the lowest calorific capability with permanent pressure of the fuel and expense expressed as amount of fuel in unit of time;

j) the underload (expressed in %) - the relation between the useful power of the copper working with breaks, or with capacity is less than useful rated power, and the above-stated useful rated power;

k) average water temperature of copper - average value of water temperatures on entrance and at the copper exit;

l) new copper - copper which is put in operation for the first time.
