The protocol between the Ministry of Defence of the Russian Federation and the Ministry of Defence of the Republic of Armenia on procedure for the organization of communication and exchange of radar and planned and dispatching information on air situation

of January 26, 1996

I. General provisions

1. The this Protocol supplements and concretizes separate provisions of the Agreement between the Ministry of Defence of the Russian Federation and the Ministry of Defence of the Republic of Armenia about cooperation in the field of air defense of November 3, 1994.

2. For the purposes of the this Protocol the following concepts mean:

"forces on duty and means of air defense" - combat crews of the central command posts on duty, command posts, control centers of Troops of air defense, the antiaircraft rocket divisions, crews of destructive aircraft, radio engineering divisions and Items of targeting of aircraft keeping the watch and also means of their providing;

"the interacting governing bodies" - command posts, control centers of Troops of air defense of the Russian Federation and Troops of air defense of the Republic of Armenia, and also the command post of the Russian military base in the Republic of Armenia between which exchange of information according to the this Protocol is performed;

"radar information" - the part of information on air situation including the data on air objects received as a result of radar investigation by means of air defense on duty of the Russian Federation and the Republic of Armenia according to the Usage agreement of the Password system by the State Parties of the Commonwealth of Independent States of June 26, 1992;

"planned and dispatching information" - the part of information on air situation including data on the aircrafts performing flights according to requests and schedules of bodies of air traffic control system of the Russian Federation and the Republic of Armenia according to the Usage agreement of airspace concluded within the State Parties of the Commonwealth of Independent States of May 15, 1992.

3. Exchange of information according to the this Protocol will be organized by General staff of Troops of air defense of the Russian Federation, Management of Troops of air defense of the Republic of Armenia and performed between:

General staff of Troops of air defense of the Russian Federation and Management of Troops of air defense of the Republic of Armenia concerning interaction according to article 1 of the Agreement between the Ministry of Defence of the Russian Federation and the Ministry of Defence of the Republic of Armenia about cooperation in the field of air defense of November 3, 1994;

the command post of the separate case of air defense of the Russian Federation (Rostov-on-Don), the command post of Troops of air defense of the Republic of Armenia (Yerevan) and the command post of the Russian military base in the Republic of Armenia concerning interaction of forces on duty and means of air defense of both states.

4. Expansion of communication channels, exchange of radar information, planned and dispatching information between Troops of air defense of the Russian Federation and Troops of air defense of the Republic of Armenia will be performed from coming into force of the this Protocol.

II. Procedure for exchange of information about air situation

5. Tasks of interaction of forces on duty and means of air defense of both states are:

the notification of the interacting command posts about threat and about the fact of violation of frontier of the Republic of Armenia;

mutual exchange of radar information on escort of especially important (warranty) aircrafts;

issue by the Republic of Armenia to the interacting governing bodies of information on the taken measures for the termination of flight of air sudovnarushitel of frontier of the Republic of Armenia;

mutual exchange of planned and dispatching information on the aircrafts performing flights from the Republic of Armenia to the Russian Federation and also from the Russian Federation to the Republic of Armenia;

transfer on the operating communication channels of messages on flight of frontier of the Republic of Armenia by the aircrafts performing through-(transit) flights to the Russian Federation with crossing of airspace of the Republic of Armenia.

6. In need of the solution of again arising tasks on exchange of information about air situation of the Party approve them and bring in the list specified in Item 5 of the this Protocol.

7. Responsibility for accomplishment of tasks on exchange of radar information and planned and dispatching information is assigned to the chief of staff of the separate case of air defense of the Russian Federation (Rostov-on-Don) and the head of department of air defense of the Republic of Armenia.

8. Exchange of radar information between the interacting governing bodies is performed according to the approved instruction for creation and transfer of reports on air situation.

9. Exchange of planned and dispatching information between the interacting governing bodies is performed according to the planned and dispatching information approved by the instruction for exchange.

10. Documents on exchange of information on air situation are developed and approved by the Parties no later than three months after signing of the this Protocol and affirm persons under authorization of the Ministry of Defence of the Russian Federation and the Ministry of Defence of the Republic of Armenia.

III. Procedure for the organization of communication

11. Communication is provided:

a) between General staff of Troops of air defense of the Russian Federation and Management of Troops of air defense of the Republic of Armenia:

on the wire communication channel closed by the coding equipment of communication of the guaranteed firmness by pulse transit through the command post of the separate case of air defense (Rostov-on-Don);

through wire open channel of communication;

b) between the command post of the separate case of air defense of the Russian Federation (Rostov-on-Don), the command post of Troops of air defense of the Republic of Armenia (Yerevan) and the command post of the Russian military base in the territory of the Republic of Armenia:

on wire telephone secret communication channel of the guaranteed firmness;

on the wire cable communication channel closed by coding communication equipment;

through permanent acoustical radio network of interaction;

through acoustical radio network of the mutual notification.

12. Radio networks of the mutual notification and interaction are used as reserve.

In case of loss of wire communication between the command post of the separate case of air defense of the Russian Federation (Rostov-on-Don), the command post of Troops of air defense of the Republic of Armenia (Yerevan) and the command post of the Russian military base in the territory of the Republic of Armenia acceptance of information is performed in interaction radio networks.

13. Providing with key documents to the equipment of classification used for the organization of communication of interaction is performed in odd year by the Armenian Side, in even year the Russian Side.

Actions for recovery of secret communication in case of compromise of key documents are planned and will be organized by the Party providing submission of key documents.
