The agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on creation of comprehensive schools of the Ministry of Defence of the Russian Federation in the territory of the Republic of Armenia

The government of the Russian Federation and the Government of the Republic of Armenia which are hereinafter referred to as with the Parties

being guided by the Contract between the Russian Federation and the Republic of Armenia on the Russian military base in the territory of the Republic of Armenia of March 16, 1995,

relying on mutual aspiration to respect for the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child,

aiming at their practical realization,

agreed as follows:

Article 1

For the purposes of this agreement the specified concepts mean:

"school" - the general education educational institution of the Ministry of Defence of the Russian Federation intended for training of children of the military personnel and civil personnel of the Russian military base, providing them the right to the primary general, main general, secondary (complete) general education;

"administration" - the principal, deputy directors on educational and educational work, material logistics;

"teaching staff" - teachers, teachers organizers, educational psychologists, additional education teachers, tutors of day-care centers;

"pupils" are children of the military personnel, civil personnel of the Russian military base aged from 6 up to 18 years, trained at school.

Article 2

N 21 school in Yerevan and N 19 school in Gyumri are schools of the Ministry of Defence of the Russian Federation.

The Armenian Side donates in temporary use for N 21 schools in Yerevan and N 19 in Gyumri the necessary buildings, rooms and school sites suitable for carrying out educational process, out-of-class educational work, labor and inservice training of school students. Providing schools with the electric power, heat and water supply is performed by the Armenian Side at the expense of means of the Russian Side.

Article 3

The school is legal entity, has the seal with the image of the State Emblem of the Russian Federation and other necessary attributes.

Article 4

The school in the activities is guided by the legislation of the Russian Federation. Teaching and educational process in it is performed according to programs and curricula of the Ministry of Education of the Russian Federation.

The certificate about the secondary (complete) general education of the sample established in the Russian Federation is issued to graduates of school.

Article 5

The structure of school (the number of administration, pupils on classes, teachers, medical and technicians) is determined by the regular list of initial, incomplete averages and high comprehensive schools and nursing homes under schools of the Ministry of Defence of the Russian Federation N 311-GURLS of July 28, 1993.

Article 6

Completing of schools pedagogical personnel is performed by administration of schools from among members of families of the military personnel and civil personnel of the Russian military base, specialists directed from the Russian Federation on organized (contractual) set and the citizens of the Russian Federation who are constantly living in the territory of the Republic of Armenia and also from the citizens of the Republic of Armenia having the corresponding specialty.

Article 7

Financing of schools is performed by the Russian Side.

Article 8

This agreement becomes effective from the date of receipt of the last notification confirming accomplishment of the proper interstate procedures necessary for its entry into force and remains in force during the term of the agreement between the Russian Federation and the Republic of Armenia about the Russian military base in the territory of the Republic of Armenia of March 16, 1995.

It is made in Moscow on January 26, 1996 in duplicate, everyone in the Russian and Armenian languages, and both texts are equally authoritative.
