The ministry of information technologies and bonds of the Russian Federation (Administration of communication of the Russian Federation) and the informatization and communication Agency of the Republic of Kazakhstan (Administration of communication of the Republic of Kazakhstan) which is hereinafter referred to as with the Parties

for the purpose of the solution of questions of joint use of resources of the 7th zone of the world numbering,

agreed as follows:

Article 1

The parties according to Recommendations E.164 of 1997 of International Union of Telecommunication (MSE-T) "International plan of numbering for communication networks public" for exit to intra-zone and long-distance telephone networks of communication use since January 1, 2009 prefix "0", and for exit to the international telephone network of communication - prefix "00", instead of prefixes now in use "8" and "8-10" respectively.

Article 2

The parties pass to use of single number "112" for challenge of the emergency field services in the territory of the states according to the decisions made by each of the Parties.

Article 3

The administration of communication of the Republic of Kazakhstan will change till December 31, 2007 the codes of the geographical determined ABC numbering zones which are earlier appointed by it (further - the ABC code) in case of A=3 to other ABC codes from the list of the codes assigned to it this agreement. The right to use the exempted ABC codes in case of A=3 is assigned to the Russian Federation.

Article 4

The parties fix in joint use as general reserve codes of access to telecommunication services group of the DEF codes = 881-899; DEF = 800-809.

Article 5

The parties secure codes of zones of numbering of the 7th zone of the world numbering according to the Table of fixing of codes of zones of numbering of the 7th zone of the world numbering to the Russian Federation and the Republic of Kazakhstan containing in the Appendix which is integral part of this agreement.

The numbering resource from general reserve is assigned to each of the Parties by means of the conclusion by the Parties of the free standing agreement.

The parties make code assignment of the zones of numbering of the 7th zone of the world numbering assigned to them according to the Table of fixing of codes of zones of numbering of the 7th zone of the world numbering to the Russian Federation and the Republic of Kazakhstan according to the legislation of the states.

Article 6

The parties provide realization of the right of the subscriber and (or) user with communication services at choice of the telecom operator rendering services of long distance and international telephone communication on networks of the fixed telephone communication of network public of the states.

For the purposes of providing the specified option of the operator of long distance and international telephone communication the following methods are used:

preliminary choice of the telecom operator;

the choice of the telecom operator by each challenge.

Article 7

The parties provide realization of option of the telecom operator rendering services of intra-zone telephone communication for subscribers and (or) users communication services. The parties establish realization terms in the states of the specified option in the free standing agreement.

Article 8

The parties accept System and the plan of numbering of the 7th zone of the world numbering for mutual approval. New edition of System and the plan of numbering of the 7th zone of the world numbering is developed by Administration of communication of the Russian Federation till March 1, 2007 based on regulatory legal act "The Russian system and the plan of numbering" and the Regulating document "System and the plan of numbering on networks of telecommunications of the Republic of Kazakhstan".

Article 9

The parties will get to work on realization of provisions of Articles 1-3 of this agreement according to the joint Actions plan which will be developed and will approve till January 1, 2007.

At the same time questions shall be reflected in the specified Actions plan:

changes of format of number for intra-zone, long-distance, international telephone connection, including for receipt of reference information by means of the operator when rendering services of intra-zone, long-distance, international telephone connection;

changes of format of number for intra-zone connections with the purpose of preparation for use of 10-unit national telephone number (the closed plan of numbering).

Article 10

The parties provide timely exchange of information about execution and terms of implementation of provisions of this agreement.

Article 11

This agreement becomes effective from the date of its signing.

The agreement is signed sine die and remains in force before the expiration of 6 (six) months from the date of receipt of one of the Parties of the written notice of other Party of intention to stop its action.

By the Parties changes and additions which are drawn up by separate protocols can be made to this agreement.

It is made in Almaty on June 17, 2006 in duplicate, everyone in the Russian and Kazakh languages, and both texts are equally authoritative. For the purposes of interpretation of provisions of this agreement the text in Russian is used.
