The Ministries of Internal Affairs of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and Ukraine which are referred to as further with the Parties

based on provisions of the Agreement of the Ministries of Internal Affairs of the independent states in the sphere of fight against crime signed in Alma-Ata on April 24, 1992

proceeding from the aspiration to develop cooperation in the field of maintenance and protection by law-enforcement bodies (police) of the valuable and particular loads transported on the territory of other states

being guided by the principles of equality, mutual understanding and mutual advantage,

agreed as follows:

Article 1

The parties, being guided by the legislation of the states and provisions of this agreement, perform cooperation in the field of maintenance and protection (police) of the valuable and particular loads by law-enforcement bodies (further - "freights") transported on the territory of the states.

Article 2

The parties in writing request permission to sending of staff of law-enforcement bodies (police) for maintenance and protection of freights and give them necessary assistance in accomplishment of office tasks.

The parties render assistance in movement along in advance approved route of freights and the staff of the law-enforcement bodies (police) occupied in their protection in the territory of the states.

In case of execution of the obligations the staff of law-enforcement bodies (police) performing maintenance and protection of freights shall observe the legislation of the state of stay.

Article 3

The armed security forces of freights on the territory of the state are performed on contractual basis by the staff of law-enforcement bodies (police) of this state. Stay for these purposes of the armed staff of law-enforcement bodies (police) of other Party can be authorized only in the cases and procedure established by interstate agreements.

Article 4

The parties according to the mutual arrangement perform cooperation in the field of scientific, information and technical communications concerning maintenance and protection of the transported freights, and also render development assistance of cooperation with other interested departments, organizations, the organizations and foreign firms in the sphere of technical supply of protection of freights, including on certification of such means.

Article 5

The parties also perform on contractual basis cooperation in the following forms:

a) exchange of information which is not confidential or confidential, scientific and technical literature and developments on the office, legal, technical, economic, financial and other issues connected with maintenance and protection of freights;

b) the organization of joint developments and testing of the new and import technical means intended for maintenance and protection of freights;

c) assistance to creation of joint businesses on release of the technical means intended for maintenance and protection of freights;

d) the help in production organization and trial operation of the equipment developed in the countries and also repair of the technical means intended for maintenance and protection of freights;

e) assistance in acquisition of technical means of protection, means of individual safety and active defense, communication, transport, computer and organizational facilities during the preserving and development of the developed and operating economic communications;

e) assistance in order placement on deliveries of technical means, ware and other property is direct at the companies of the states for direct agreements;

g) exchange of delegations on studying of work experience, training of employees in special divisions of the Parties on maintenance and protection of freights;

h) preparation and advanced training of personnel.

Article 6

The parties independently incur expenses which will arise during implementation of this agreement if other procedure is not established.

Article 7

The parties when implementing cooperation use Russian. In case of use of other languages of the Party provide interpretation and translation in Russian.

Article 8

In the consent of all Parties changes and additions can be made to this agreement.
