The agreement between the Ministry of Communications of the Russian Federation and the Ministry of Communications and Informatics of the Republic of Moldova on cooperation in the field of electric and mail service

The Ministry of Communications of the Russian Federation and the Ministry of Communications and Informatics of the Republic of Moldova which are hereinafter referred to as by the Parties
being guided by article 12 of the Agreement between the Government of the Russian Federation and the Government of the Republic of Moldova about trade and economic cooperation for 1996 - 1997 of 12.04.1996, and also the Agreement between the Government of the Russian Federation and the Government of the Republic of Moldova on cooperation in the field of communication of 08.10.1996,
considering that interaction and cooperation in the field of communication shall develop on the basis of mutual aid, benefit and equality,
based on traditions of mutual respect and aiming at their further development,
wishing to establish the legal, economic and technological relations for ensuring smooth functioning of means of communication between the Russian Federation and the Republic of Moldova,
agreed as follows:
The parties, being effective in volume of the powers and opportunities according to requirements of the Laws of the Russian Federation and the Republic of Moldova, will continue to expand cooperation in areas of mail service, telecommunications, radio, television, satellite systems, distribution of seal.
The parties shall build the relations in strict accordance with the provisions of Acts of Universal Postal Union and recommendations of International union of telecommunication regulating the relations between the states and their administrations of communication, and also bilateral agreements and agreements.
Will notify on all changes in the organization of telecommunication, and also procedure for mutual calculations for communication services of the Party previously each other in 3 months prior to the offered start date of these changes.
The parties guarantee freedom of transit through the territories of the countries of all types of messages on networks of telecommunication, transfer of TV schedules and broadcastings.
Procedure for the omission of transit messages on networks of telecommunication, and also transfer of TV schedules and broadcastings are determined further by free standing agreements.
Questions of the organization of mail service between the Russian Federation and the Republic of Moldova, and also transit through the territories of the countries of all types of mailings and special communication are determined further by free standing agreements between administrations of mail service of the Russian Federation and the Republic of Moldova.
The parties will not apply to each other the discriminatory measures interfering or complicating activities of administrations of communication of the Parties in other countries and in the international organizations.
The parties render each other assistance in the organization of distribution of radio - and television programs and periodicals registered in accordance with the established procedure for subscription and at retail other Party in the territory of the state in amounts and on the conditions established by contracts and agreements between the Governments or the relevant departments of the Parties.
The parties assist administrations of telecommunications agencies of the Russian Federation and the Republic of Moldova in the conclusion them direct mutual agreements on interaction, mutual services and mutual calculations taking into account the current legislation of each of two states.
The telecommunications agencies of the Parties participating in provision of services bear equal responsibility to the consumer for timely and high-quality servicing.
The parties will use Russian for exchange of office information between operators, telegraph operators, technicians, post employees of telecommunications agencies, and also in case of exchange of in-house documents.
Addresses of the mailings and telegrams sent between the Russian Federation and the Republic of Moldova will be drawn up according to article RE provisions 803, Item 2.3 of the Convention of Universal Postal Union (Seoul, 1994).
In engineering procedures of transfer of interstate messages and information of the Party apply on telecommunications agencies accounting and reporting time - Moscow, and in work with users - local.
The parties will approve the principles of standardization, certification, metrology of means of communication ensuring mutual functioning of interstate communication networks.
The disputes between the Parties following from the relations in the field of communication which are not provided by this agreement are solved according to the procedure, determined by the Government of the Russian Federation and the Government of the Republic of Moldova.
This agreement, in case of need, by agreement, can change and be supplemented.
Changes and amendments are drawn up by the relevant Protocol.
This agreement becomes effective from the date of its signing by both Parties.
This agreement is signed for a period of five years. Its action will be prolonged automatically for the subsequent five-year terms if any of the Parties does not notify in writing other Party, no later than 6 months before expiration of this agreement, about the intention to stop its action.
It is made in Moscow on October 8, 1996 in duplicate, everyone in the Russian and Moldavian languages, and both texts are equally authoritative.
