The government of the Russian Federation decides:

1. Approve the enclosed Regulations on stay of the foreign citizens and persons without citizenship who are subject to transfer according to international treaties of the Russian Federation on readmission, the foreign citizens and stateless persons accepted according to international treaties of the Russian Federation on readmission, but who do not have legal causes for stay (residence) in the Russian Federation, in special facilities of the Federal Migration Service.

2. Accomplishment of the actions provided by the Provision approved by this resolution is performed within the budgetary appropriations provided to the Federal Migration Service in the federal budget for the corresponding financial year on content of the foreign citizens who are subject to transfer according to international treaties of the Russian Federation on readmission, the foreign citizens accepted according to international treaties of the Russian Federation on readmission, but who do not have legal causes for stay (residence) in the Russian Federation.

1. This Provision determines procedure and conditions of stay of the foreign citizens and stateless persons who are subject to transfer according to international treaties of the Russian Federation on readmission, the foreign citizens and stateless persons accepted according to international treaties of the Russian Federation on readmission, but who do not have legal causes for stay (residence) in the Russian Federation (further - the foreign citizens who are subject to readmission), in the special facilities of the Federal Migration Service intended for temporary accommodation of the foreign citizens who are subject to readmission (further - special facilities).

2. The foreign citizens who are subject to readmission temporarily accommodate in special facilities before execution of the decision on readmission.

3. Except for case, stipulated in Item 4 this provision, temporary accommodation of the foreign citizens who are subject to readmission in special facilities is performed based on the judgment.

4. Temporary accommodation of the foreign citizens who are subject to readmission in special facilities for the term which is not exceeding 48 hours is performed based on the decision of the head of the Federal Migration Service, either his deputy, or the head of the relevant territorial authority of the Federal Migration Service, or his deputy.

5. Special facilities are equipped according to the requirements established by regulatory legal acts of the Federal Migration Service.

6. The foreign citizens who are subject to readmission and placed in special facilities are provided with food on regulation according to the appendix N 1.

The minor foreign citizens and stateless persons placed in special facilities together with parents or other full age close relatives - the foreign citizens who are subject to readmission are provided with food on regulation according to the appendix N 2.

7. Emergency medical service is provided to the foreign citizens who are subject to readmission and placed in special facilities, free of charge and instantly.

Planned medical care is provided to the foreign citizens who are subject to readmission and placed in special facilities on paid basis in accordance with the legislation of the Russian Federation.

The procedure for the organization of medical and sanitary providing the foreign citizens who are subject to readmission and placed in special facilities affirms the Federal Migration Service in coordination with the Ministry of Health of the Russian Federation.

8. In case of placement in special facilities the foreign citizens who are subject to readmission are subject to fingerprinting and photography.

On each foreign citizen who is subject to readmission and placed in special facility, the staff of special facility opens the personal record.

9. In case of accommodation of the foreign citizen who is subject to readmission in special facility by the health worker of special facility conducts survey and primary survey of this person.

10. The special facility separately takes place:

a) male and female;

b) persons having signs of infectious disease which are isolated to specially equipped rooms (insulators) until their room in specialized hospitals.

11. Jointly in the certain room only the spouse, the spouse, parents, children, adoptive parents adopted brothers and sisters, the grandfather, the grandmother, grandsons of the foreign citizen who is subject to readmission can accommodate.

12. The administration of special facilities provides to the foreign citizens placed in them who are subject to readmission, information on their rights and obligations, on procedure and conditions of stay in special facilities, and in case of need provides them with translation service.

13. Material and household providing the foreign citizens who are subject to readmission and placed in special facilities is performed on regulation according to the appendix N 3.

14. Acceptance and transfer to the foreign citizens who are subject to readmission and placed in special facilities of objects, substances and food which pose hazard to life and human health are forbidden or can be used as the crime instrument.

Transferred to the foreign citizens who are subject to readmission and placed in special facilities, food, necessities, clothes, footwear and other manufactured goods are checked and accepted by the official of special facility, and also are shown to foreign citizens in the presence of transferring.
