About the redemption of checks "Harvest-90", payments to deliverers of agricultural products of harvest of 1991 and introduction of amendments to the Federal law "About the State Debt Commodity Obligations"

Article 1. This Federal Law determines procedure at the expense of means of the federal budget:

1) the redemption of the checks "Harvest-90" issued according to the resolution of Council of Ministers of RSFSR of July 26, 1990 N 259 "About urgent measures for increase in purchases of agricultural products of harvest of 1990 and ensuring its safety";

2) payments to the deliverers of agricultural products of harvest of 1991 who performed grain sale, maslosemyan, potatoes and vegetables to the state on the conditions provided by the resolution of Council of Ministers of RSFSR of July 17, 1991 N 403 "About measures for implementation of the order of the Chairman of the Supreme Council of RSFSR and the Chairman of the board of Ministers of RSFSR of July 8, 1991 N 1554-I "About additional measures for forming of the state grain and other food resources in 1991" for not made counter sales of goods of national consumption (further - payments to deliverers of agricultural products of harvest of 1991).

Article 2. 1. The redemption of the checks "Harvest-90" having seal of the company (organization) or bank, which issued them is made in case of their presentation at the rate of the amount specified on the check, reduced by 1 000 times.

2. Payments to deliverers of agricultural products of harvest of 1991 are made in case of presentation of the certificate of sale of grain to the state, maslosemyan over food tax, potatoes and vegetables over the state order, the procurement organization certified in 1991 and body of the state statistics, from calculation:

1) 0, 4 rubles for 1 ton of the grain sold to the state;

2) 0, the 8th ruble for 1 ton sold to the state maslosemyan;

3) 1, 0 rubles for 1 ton of potatoes sold to the state;

4) 1, 2 rubles for 1 ton of the vegetables sold to the state.

3. The redemption of checks "Harvest-90" and payments to deliverers of agricultural products of harvest of 1991 begin no later than December 15, 2009 and come to the end on December 31, 2010.

4. Presentation deadline to the redemption of checks "Harvest-90" and requests for receipt of payments to deliverers of agricultural products of harvest of 1991 - on November 1, 2010.

5. Rules of the redemption of checks "Harvest-90" and implementation of payments to deliverers of agricultural products of harvest of 1991 affirm the Government of the Russian Federation within two months from the date of entry into force of this Federal Law.

6. According to the obligations specified in this Article the year of limitation period which is calculated since January 1, 2011 is established.

Article 3. Bring in the Federal Law of June 1, 1995 N 86-FZ "About the state debt commodity obligations" (The Russian Federation Code, 1995, N 23, Art. 2171; 2000, N 23, Art. 2347; 2002, N 30, Art. 3017) following changes:

Article 1 to state 1) in the following edition:

"Article 1. Recognize the state debt commodity obligations in the form of bonds of the state target non-interest loans on purchase of goods of national consumption, including cars, target checks for acquisition of cars, purpose-oriented deposits for acquisition of cars as the public internal debt of the Russian Federation.";

Part the second Article 2 to state 2) in the following edition:

"According to the state debt commodity obligations specified in article 1 of this Federal Law the three-year term of limitation period which is calculated since August 1, 2009 is established.";

3) part the fifth Article 3 to recognize invalid.

Article 4. The paragraph the ninth article 1 of the Federal Law of June 2, 2000 N 80-FZ "About modification and amendments in article 3 of the Federal law "About the State Debt Commodity Obligations" (The Russian Federation Code, 2000, N 23, the Art. 2347) to declare invalid.

Article 5. This Federal Law becomes effective from the date of its official publication.
