1. Approve Regulations on production, certifications, control and realization of material for reproduction of grapes and grape landing material it (is applied).

Regulations on production, certification, control and realization of material for reproduction of grapes and grape landing material

The regulations on production, certification, control and realization of material for reproduction of grapes and grape landing material are partial transposition of the Directive 68/193/CEC of Council of the European Communities of April 9, 1968 about the trade in material for vegetative reproduction of grapes published in the Official magazine of the European Union by JO L 93, on April 17, 1968, p. 15-23, and Directives 68/193/EC of the European Commission of March 4, 2004 about establishment of characteristics and the minimum conditions for inspection of grades of grapes published in the Official magazine of the European Union by L 71 of March 10, 2004.

I. Scope

1. The regulations on production, certification, control and realization of material for reproduction of grapes and grape landing material" (further - the Provision) establish the main requirements to production and realization of material for reproduction of grapes and grape landing material, the technological scheme and conditions of production, phytosanitary control and testing, certification, production control and realization of material for reproduction of grapes and grape landing material.

2. Requirements of this provision are obligatory for producers and offtakers of material for reproduction of grapes and grape landing material, bureau on designing of long-term plantings, test laboratories, the National agency on safety of foodstuff and its territorial subdivisions, the Ministries of Agriculture, regional development and the environment and other administrative authorities.

3. Groups of products of the regulated area to which requirements of this provision extend are material for reproduction of grapes (tariff line item 0602 10 100) and grape landing material (tariff line item 0602 20 100).

II. Basic concepts

4. For the purpose of this provision the used basic concepts have the following determinations:

1) grape plant - the plants relating to the sort Vitis (L), intended for receipt of grapes or for use as landing material for these plants;

2) clone - vegetative posterity of grade which corresponds to the chosen initial material of grape fund for high-quality purity, phenotypical signs and phytosanitary condition;

3) rods privoyny - the ripened one-year escapes received from the plantings intended for production of shanks for inoculation or rooting and also from production plantings of grapes;

4) rods podvoyny - the ripened one-year escapes received from the plantings intended for production of podvoyny shanks for inoculation or rooting;

5) shanks privoyny - the fragments of rods or escapes of grape plant with one or several eyes intended for production of the imparted saplings;

6) shanks podvoyny - the fragments of rods or escapes of grape plant intended for formation of underground part in case of production of the imparted saplings;

7) the shanks imparted - the shanks received as a result of carrying out desktop inoculation;

8) shanks for rooting - the fragments of rods or escapes of grape plant intended for rooting;

9) the saplings imparted - the fragments of rods or escapes of grape plant connected by inoculation, having roots and escapes or one-year surplus;

10) saplings kornesobstvenny - the fragments of rods or escapes of production grades of grapes having roots and escapes or one-year surplus;

11) saplings podvoyny - the fragments of rods or escapes of podvoyny grades of grapes having roots and escapes or one-year surplus;

12) saplings vegetiruyushchy - the fragments of rods or escapes of grape plant and also connected by inoculation, which are grown up on nutritious substratum which land in vegetiruyushchy condition;

13) high-quality purity - the frequency of plants (bushes, rods, shanks, saplings) which have all characteristics and heritable properties typical for grade, expressed as a percentage;

14) technical purity - the purity of material for reproduction of grapes and grape landing material caused by its compliance to technical requirements on quality, expressed as a percentage;
