About approval of Veterinary sanitary standard on protection of the chickens intended for production of meat

(as amended on 21-11-2018)

According to St. 35 Laws No. 221-XVI of October 19, 2007 on veterinary and sanitary activities (The official monitor of the Republic of Moldova, 2008, No. 51-54, of the Art. 153), for the purpose of enhancement of system of food security for consumers of the Republic of Moldova and protection of productive animals and receipt of harmless and safe foodstuff the Government DECIDES:

1. Approve Veterinary sanitary standard on protection of the chickens intended for production of meat it (is applied).

2. To impose control over the implementation of this Resolution on the National agency on safety of foodstuff.

Veterinary sanitary standard on protection of the chickens intended for production of meat

Chapter I. General provisions

1. The veterinary sanitary standard on protection of the chickens intended for production of meat (further - Veterinary sanitary standard) brought into accord with provisions of the Directive of the Council of Europe 2007/43/CE of June 28, 2007 establishing the minimum regulations on protection of the chickens intended for production of meat (The official magazine of the European Union, No. L 182, on July 12, 2007, page 0019-0028), is applied to systems of intensive cultivation of chickens of type Gallus gallus intended for production of meat.

2. Provisions of this Veterinary sanitary standard are not applied to:

a) to objects with livestock less than 500 chickens;

b) to the objects which are growing up chickens only for reproduction;

c) to incubators;

d) to the chickens who are grown up in hen houses on extensive technology, the chickens who are grown up on semi-ox, the chickens who are grown up traditionally on air and it is traditional on complete will;

e) to the chickens who are grown up by ecological method according to requirements to ecological production of agricultural products.

3. If on object there are both batches for reproduction, and the batches intended for consumption, provisions of this Veterinary sanitary standard are applied only to the batches intended for consumption.

The national agency on safety of foodstuff (further - the Agency) takes, if necessary, severe measures in the area regulated by this Veterinary sanitary standard according to part (2) Art. 26 of the Law No. 221-XVI of October 19, 2007 on veterinary and sanitary activities provided that these measures will not influence trade with other countries.

The main responsibility for wellbeing of animals is conferred on the owner or the personnel which are looking after animals.

4. The basic concepts used in this Veterinary sanitary standard have the following values:

chicken - any animal of type of Gallus gallus who is grown up for production of meat;

object - production site on cultivation of chickens;

the hen house - structure of object in which the batch of chickens is grown up;

the used area - the area which is constantly covered with friable laying available to chickens;

landing density - the lump of bodies of the live chickens who are present at the same time at one square meter of the used area;

batch of chickens - group of the chickens of one age placed and who are present at the same time at the hen house of one object;

percent of daily death rate - quantity of the fallen chickens in the hen house in the same day including destroyed or the killed on etiology or for other reasons, divided into quantity of the chickens who are present at the hen house on the same day and increased by hundred;

the increasing percent of daily death rate - interest amount of daily death rate.

5. The official or authorized freely practicing veterinarians are responsible for conducting veterinary and zootechnical checks of wellbeing of animals.

Chapter II. Requirements to cultivation of chickens

 

Part 1. Landing density

6. The agency shall be convinced that:

a) chickens for placement in hen houses are transported by the specialized authorized transport, in packagings (disposable cardboard boxes or the disinfected plastic boxes), up to 80 heads in box, with observance of parameters of microclimate (t - +27-+28 °C, relative humidity of 70-75%);

b) all hen houses meet the requirements to the objects provided in Chapter III of this Veterinary sanitary standard;

c) the official or authorized freely practicing veterinarian carries out inspection, monitoring and supervision of cultivation of chickens, including the actions provided in Chapter VI of this Veterinary sanitary standard;

d) the maximum density of landing on object or in the hen house of object does not exceed 33 kg/sq.m.

In departure from the subitem d) this Item Agency can resolve increase in density of landing on object or in the hen house of object to 39 kg/sq.m provided that the owner or the looking after personnel observe requirements to objects and requirements to praktikovaniye of bigger density of landing provided in Chapters III and IV of this Veterinary sanitary standard.

7. In case of respect for criteria of use of bigger density of the landing provided in Chapter V of this Veterinary sanitary standard, the Agency can resolve increase in the maximum density of the landing specified in Item 6 of this Veterinary sanitary standard, no more than 3 kg/sq.m.

 

Part 2. Preparation and consultation of persons who are engaged in cultivation of chickens

8. Agency:

a) it shall be convinced that the looking after personnel - physical persons received sufficient preparation in connection with the tasks set for them and that there are corresponding training courses in the field of cultivation of chickens;

b) shall install the control system and approvals of free training courses. The looking after personnel shall have the official certificate issued by profile public institution which confirms training at these rates or acquisition of experience equivalent to these rates;

c) can recognize the experience gained by the owner or the looking after personnel before approval of this Veterinary sanitary standard, to equate it to participation in similar training courses and to issue the reference confirming equating;

d) apply in priority procedure for the requirement of this part to the owners who do not have educations in the field and not having the looking after personnel.

9. The training courses organized by the National agency on safety of foodstuff shall include the aspects connected with wellbeing and protection of chickens, and, in particular:
