The agreement between the Government of the Republic of Belarus and the Government of the Republic of Moldova on cooperation in the field of tourism

The government of the Republic of Belarus and the Government of the Republic of Moldova which are hereinafter referred to as with the Parties

based on the Charter of the World tourism organization approved on September 27, 1970 in Mexico City

recognizing cooperation in the field of tourism as one of important and necessary elements in development and strengthening of friendship between the people of both countries,

aiming to lay the foundation for expansion of the relations in the field of tourism between the Republic of Belarus and the Republic of Moldova,

agreed as follows:

Article 1

The parties according to national legal systems of both states and rules of international law will promote expansion of tourist exchange between the Republic of Belarus and the Republic of Moldova for the purpose of acquaintance with life, history, culture of both people.

Article 2

The parties will encourage cooperation between state bodies of management of tourism, and also to promote establishment of direct connections between the tourist associations, the companies and other organizations of the Republic of Belarus and the Republic of Moldova participating in development of the international and internal tourism.

Article 3

For the purpose of strengthening of tourist bonds of the Party distribution will be assisted in the territory of the state by information on tourist opportunities of the state of other Party in the form of TV spots, radio, in the press, and also through exchange of printing editions and movies, the organization of joint exhibitions, conferences, seminars.

For this purpose the Parties can open national information centers (representations) of state bodies tourism of the countries.

Article 4

The parties will exchange statistical and other information in the field of tourism, including:

about the legal and other regulations regulating tourist activities in the countries of the Parties;

about the domestic legislation concerning stay of foreign tourists;

about the domestic legislation connected with protection of natural resources and cultural values.

Article 5

The parties will cooperate in the field of preparation of professional personnel for the tourist industry in the way:

exchange of students for the purpose of training in the corresponding specialties in higher educational institutions of both states;

mutual provision of opportunities for preparation and enhancement of the managerial personnel and specialists in the field of tourism, and also employees of the hotels, restaurants and other professional categories providing tourist services.

Article 6

The parties will promote experience exchange in the field of tourist activities, and also the organization of meetings of specialists, to the conclusion of contracts between the organizations of two countries which are engaged in development and realization of researches and projects in the field of tourism development.

Article 7

For the purpose of operational taking measures, directed to accomplishment of this agreement, the Parties will create the joint working group consisting of authorized representatives the Parties of bodies which will develop joint programs of cooperation in the field of tourism, recommendations about stimulation of tourist exchange.

Article 8

Bodies, actionees of this agreement, are:

in the Republic of Belarus - the Ministry of Sport and tourism of the Republic of Belarus;

in the Republic of Moldova - Department on tourism development of the Republic of Moldova.

Article 9

This agreement does not diminish the rights and obligations of the Parties following from other international treaties which Parties are the Republic of Belarus and the Republic of Moldova.

Article 10

The Parties resolve disagreements which can arise in connection with interpretation and accomplishment of terms of this agreement by means of negotiations and consultations.

Article 11

The parties by mutual consent can make to this agreement the necessary additions and changes stipulated in the appropriate order in separate protocols which will be this agreement component.

The specified protocols will become effective according to Article 12 of this agreement.

Article 12

This agreement becomes effective from the moment of receipt of the last notification on accomplishment of the internal procedures by the Parties necessary for its entry into force.

This agreement is signed for a period of five years. Its action is automatically prolonged for the next five years if any of the Parties does not inform in writing other Party no later than six months before expiration of this agreement on intention to denounce it.

Expiration of this agreement will not influence implementation of the programs and projects initiated during action of this agreement, except as specified, when the Parties did not agree differently, but for no more than three years.

It is made in Chisinau on April 6, 2004 in two authentic copies, everyone in the Belarusian, Moldavian and Russian languages, and all texts are equally authoritative.

In case of disagreements in interpretation of provisions of this agreement the text in Russian has advantage.
