Government of the Russian Federation and Government of the Republic Georgia,
recognizing existence of single systems of communication in each of two countries,
aiming to develop mutually beneficial cooperation in the field of communication, to provide smooth functioning of networks and means of electric and mail service in both states, and also to enhance legal regulation in this sphere,
agreed as follows:
The parties will build the relations in the field of communication according to the commonly accepted regulations and the principles of international law, provisions of acts of Universal Postal Union and recommendations of International union of telecommunication.
The questions which are not settled by this agreement, and also international agreements which participants are the Russian Federation and the Republic Georgia will be solved by agreement according to the legislation of each of the states.
The parties provide uninterrupted acceptance, processing, transportation and delivery to addressees of all sent mailings in the territories of the states, and also provide mutual services in distribution of the periodicals registered in accordance with the established procedure.
The parties provide exchange of postal orders between physical persons and legal entities of Russia and Georgia.
Calculations for translated transactions between administrations of communication of the Parties will be regulated by free standing agreements.
The parties resolve transit issues through the territories of the states of all types of electric communication, mailings and special communication, transfer of TV schedules and broadcasting on mutually advantageous conditions.
The parties give each other technical and organizational assistance in transfer of national radio - and television programs, in distribution on subscription and at retail periodicals of other state in the territory of respectively Russian Federation and the Republic Georgia in amounts and on the conditions established by agreements between the Parties or their relevant departments.
The calculations and payments following from accomplishment of this agreement will be made according to the agreements existing between the Parties on the maturity day.
In engineering procedures of transfer of interstate messages and information of the Party apply accounting and reporting time which is determined by the agreement between administrations of communication of the Parties on telecommunications agencies.
The parties on mutually advantageous conditions cooperate in the field of operation and management of electric and mail service of the state networks.
The parties provide priority transmission of messages on means of communication in emergency situations.
The parties give mutual aid in case of accident elimination on interstate communication lines.
The order of interaction when carrying out recovery work is developed and approved by administrations of communication of the Parties.
The parties will resolve all matters of argument which can arise in connection with interpretation and application of this agreement, by negotiations and consultations.
The disagreements arising in case of accomplishment of the obligations provided by this agreement are considered by the intergovernmental commission which is specially created on a temporary basis consisting of the equal number of agents of the parties.
This agreement does not affect the rights and obligations of the Parties following from other international treaties signed by them.
This agreement becomes effective from the date of its signing and will be effective before the expiration of 90 days from the date of when one of the Parties sends to other Party the written notice of the intention to stop its action.
It is made in Tbilisi on February 3, 1994 in duplicate, everyone in the Russian and Georgian languages, and both texts are equally authoritative.
