About approval of the Development program of National interbank system of payment cards on the basis of microprocessor cards

(as of August 31, 2004)

For the purpose of development in the Republic of Kazakhstan decides systems of cashless payments with use of the payment Government of the Republic of Kazakhstan cards:

1. Approve the enclosed Development program of National interbank system of payment cards on the basis of microprocessor cards (further - the Program).

2. To provide to heads of the central and local executive bodies implementation of actions, determined by the Program and to represent to National Bank of the Republic of Kazakhstan (in coordination) quarterly, no later than the 5th following for reporting, information on accomplishment of actions of the Program.

3. To National Bank of the Republic of Kazakhstan (in coordination) to represent to the Government of the Republic of Kazakhstan quarterly, no later than the 20th following for reporting, summary information on accomplishment of actions of the Program.

4. It is excluded

The purposes of creation of National interbank system of payment cards on the basis of microprocessor cards are:

- involvement in non-cash turnover of the cash money supply which is in hands at the population;

- creation of single "payment" space on servicing of the population, trade and service companies irrespective of in what bank they are served;

- forming in public administration of the new technological ways which are based on mass use of perspective information technologies;

- strengthening of control of the state of money turnover;

- ensuring implementation of new advanced information technologies in retail payment systems.

2. Introduction

In spite of the fact that payment cards began to be used widely in the world already from the middle of the 60th years of the 20th century, the market of payment cards in Kazakhstan began to develop only since 1994. On the simplified classification payment cards can be divided into cards with magnetic strip and microprocessor cards. Card with magnetic strip the main payment instrument of the second half of the XX century which, despite its shortcomings, continues to be used widely in developed countries. In turn microprocessor cards have considerable advantages before cards with magnetic strip on the security level, memory size and functionality, but their mass use in payment systems of developed countries is slowed down by big investments into the systems based on application of cards with magnetic strip. The countries which do not have big history of application of payment cards which also the Republic of Kazakhstan treats have chance to make breakthrough on transition to new information technologies in this sphere.

Preparation for creation of National interbank system of payment cards in the Republic of Kazakhstan began in 1993 when by request of National Bank during the period from 1993 to 1995 the Feasibility statement on National system of electronic cash and Design of the integrated system of plastic cards according to which development of electronic cash and debit/credit cards was supposed was developed by IBM (USA) and interbank working group. At the same time the system of electronic cash was designed to become almost complete analog of regular banknotes and coins. Application of payment cards with integrated chip - e-wallet (the microprocessor card used for settlings with sellers of goods and services and storing data on amount of money unused still and other necessary details in balances (purses)) owed become implementation of this project.

The project provided implementation of small retail payments on payment of goods and services by means of use of cash electronic money, and also debit and credit cards. It was in addition offered to keep in e-wallet foreign currency for provision of possibility of preserving electronic cash from inflation.

It was provided that the National Bank will introduce into circulation electronic money by sale of the second level to their banks also, as in case of sale of banknotes and coins. At the same time the money supply in the address would be subdivided into two parts: electronic money and banknotes, coins.

The project was not demanded, generally proceeding because of the level of development of bank system of the Republic of Kazakhstan during this period. Now there are all prerequisites for step-by-step implementation of this project. First, information infrastructure of banks of the second level gained certain development for this period. Secondly, in the Republic of Kazakhstan the payment system which is most developed among the CIS countries providing interbank calculations was created.

The first step on the way to implementation of electronic cash is creation of National interbank system of payment cards using microprocessor debit and credit cards on the basis of the concept of e-wallets. Implementation of the concept of e-wallet not is provided in "net" type, i.e. before implementation of calculations, the money considered on microprocessor cards of clients actually will remain in bank on personal accounts of clients, allowing to accumulate thus them in bank system. The population will have opportunity of carrying out calculations for goods and services in any place of the Republic of Kazakhstan and irrespective of in what bank the holder of such card is served. Realization of this approach on the way to implementation of electronic cash meeting requirements of today's time is also offered by this Program.

3. Analysis of the current state of problem

Retail trade in the Republic of Kazakhstan consists practically of 100% of cash money turnover today. The majority of the population is not served in banks and receives cash payment. The clients having bank accounts prefer to withdraw cash and to pay all the expenses in cash.
