For the purpose of development in the Republic of Kazakhstan decides systems of cashless payments with use of the payment Government of the Republic of Kazakhstan cards:
1. Approve the enclosed Development program of National interbank system of payment cards on the basis of microprocessor cards (further - the Program).
2. To provide to heads of the central and local executive bodies implementation of actions, determined by the Program and to represent to National Bank of the Republic of Kazakhstan (in coordination) quarterly, no later than the 5th following for reporting, information on accomplishment of actions of the Program.
3. To National Bank of the Republic of Kazakhstan (in coordination) to represent to the Government of the Republic of Kazakhstan quarterly, no later than the 20th following for reporting, summary information on accomplishment of actions of the Program.

Preparation for creation of National interbank system of payment cards in the Republic of Kazakhstan began in 1993 when by request of National Bank during the period from 1993 to 1995 the Feasibility statement on National system of electronic cash and Design of the integrated system of plastic cards according to which development of electronic cash and debit/credit cards was supposed was developed by IBM (USA) and interbank working group. At the same time the system of electronic cash was designed to become almost complete analog of regular banknotes and coins. Application of payment cards with integrated chip - e-wallet (the microprocessor card used for settlings with sellers of goods and services and storing data on amount of money unused still and other necessary details in balances (purses)) owed become implementation of this project.
The project provided implementation of small retail payments on payment of goods and services by means of use of cash electronic money, and also debit and credit cards. It was in addition offered to keep in e-wallet foreign currency for provision of possibility of preserving electronic cash from inflation.
It was provided that the National Bank will introduce into circulation electronic money by sale of the second level to their banks also, as in case of sale of banknotes and coins. At the same time the money supply in the address would be subdivided into two parts: electronic money and banknotes, coins.
The project was not demanded, generally proceeding because of the level of development of bank system of the Republic of Kazakhstan during this period.
