For the purpose of implementation of the Strategic plan of development of bank system of the Republic of Kazakhstan for 1998-2000 the Board of National Bank of the Republic of Kazakhstan decides:
1. Approve the enclosed Rules of application of codes of sectors of economy and purpose of payment and submission of data on payments according to them.
2. To management of payment systems (Musayev R. N.):
1) together with Legal department (Sharipov S. B.) to take measures to state registration in the Ministry of Justice of the Republic of Kazakhstan of this resolution;
2) in ten-day time from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan to bring this resolution to the attention of branches of National Bank of the Republic of Kazakhstan, having obliged them to bring this resolution to the attention of banks of the second level.
3. To department of information technologies (Polikarpov O. Yu.):
1) together with the Republican state company on the right of economic maintaining "The Kazakhstan center of interbank calculations of National Bank of the Republic of Kazakhstan" (Abdulkarimov S. H.) provide development of the corresponding software and put it into commercial operation since July 1, 2000;
2) together with Management of planning and control of the budget (Galiyeva D. T.) provide in expense budget of National Bank of the Republic of Kazakhstan for 2000 funds for development of the corresponding software.
4. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Abdulina N. K.

Rules of application of codes of sectors of economy and purpose of payment and submission of data on payments according to them (further - Rules) are developed according to the laws of the Republic of Kazakhstan of March 30, 1995 "About National Bank of the Republic of Kazakhstan", of June 29, 1998 "About payments and money transfers" and install system of coding of payments and procedure for putting down of codes of sectors of economy and purpose of payment in the payment documents and other documents used in the territory of the Republic of Kazakhstan in which obligation of putting down of codes of the sender of money and the beneficiary, codes of purpose of payment is provided by regulatory legal acts of National Bank of the Republic of Kazakhstan (further - payment documents), and procedure, form and terms of submission to National Bank of the Republic of Kazakhstan (further - National Bank) the data on payments according to codes of sectors of economy and purpose of payment (further - Data).
2. Coding of payments is used for ensuring transparency of payments, forming of system of indicators based on the provided data on payments and for flow analysis of money in the Republic of Kazakhstan.
3. The concepts used in Rules mean the following:
1) currency code and precious metals - the conditional, reduced designation of national currency of the Republic of Kazakhstan and currencies of foreign states, and also precious metals (further - currency code);
2) payment system - set of procedures, technologies, infrastructures, rules and standards providing carrying out payments and money transfers between members of payment service provider;
3) code of purpose of payment - the conditional, reduced digital designation of purpose of payment;
4) electronic payment system - settlement system, the conclusions of transactions, money transfer and information transfer in the established electronic format by means of electronic means of communication;
5) the international payments - mutual payments and calculations between the countries, financial institutions, the organizations and citizens who are in the territory of the different countries.
4. The procedure for putting down of codes of sectors of economy and purpose of payment is applied both in electronic payment system, and to transactions of bank on direct correspondent accounts, including intra bank and international payments.
5. Coding of payments is performed by means of system of digital and alphabetic symbols. This system is created of additional details of the payment document and code of purpose of payment. The system of the coding of payments looks as follows:

7. Symbols III and IV are created in payment documents in the field of KBE code of the beneficiary.
8. The currency code and precious metals (symbols V VI VII) is designated according to the state qualifier of the Republic of Kazakhstan - RK Group 07 ISO 4217 - 2001 "Codes for designation of currencies and funds".
9. Symbols VIII, IX, X create code of purpose of payment.
10. The sign of residence is determined according to the foreign exchange legislation of the Republic of Kazakhstan and put down in the following procedure:

11. The sector of economy is specified according to code of the sector of economy, according to appendix 1 to Rules.
12. The code of purpose of payment is specified according to the Disaggregated table of the codes of purpose of payment specified in appendix 2 to Rules.
13. In the payment documents created in electronic format and on paper the residence sign, codes of sectors of economy of the sender of the money/beneficiary, code of purpose of payment, currency code in specially allotted fields are put down.
14. In the column "Purpose of payment" of the payment document the sender of money specifies content of specific transaction with indication of the obligation which execution is made, and also details of documents based on which money transfer and/or payment is made (including, number, date, surname and initials).
When making transaction with securities the currency in which securities are issued is also specified if it differs from payment currency.

18. Putting down more than one code of purpose of payment in payment documents is not allowed.

18-1. Putting down of code of the purpose of payment which is heading of transaction type or nature of payment is not allowed if there is its further disaggregation.

Data are represented to National Bank by the Republican state company on the right of economic maintaining "The Kazakhstan center of interbank calculations of National Bank of the Republic of Kazakhstan" (further - the Center), banks of the second level and Development Bank of Kazakhstan joint-stock company (further - banks), the Kazpochta joint-stock company, the legal entity which was earlier subsidiary bank, performing without license of National Bank the translated transactions connected with implementation by parent bank of payments and money transfers, including with use of correspondent account of subsidiary bank according to the bank accounts of depositors transferred to parent bank according to the Law of the Republic of Kazakhstan of August 31, 1995 "About banks and banking activity in the Republic of Kazakhstan" (further - the legal entity, earlier being subsidiary bank) and are created by National Bank according to form, intended for collection of administrative data, established by appendix 3 to Rules.
The bank of the beneficiary checks correctness of putting down in Data of code of the beneficiary and code of purpose of payment on the payments entering from abroad.
For confirmation of reliability of Data banks, the Kazpochta joint-stock company and the legal entity which was earlier subsidiary bank provide in National Bank on its request information on the registered payments, including copies of payment documents.
19. Data are represented to National Bank in electronic form according to the message format established by the Center.
20. Data are represented monthly:
1) the Center - no later than the date seventh (inclusive) following month under report;
2) banks, the Kazpochta joint-stock company, the legal entity which was earlier subsidiary bank are also created by National Bank - no later than the date tenth (inclusive) following month under report, except for case, provided by the subitem 3) of this Item;
3) parent bank and subsidiary bank concerning which restructuring according to the Law of the Republic of Kazakhstan of August 31, 1995 "About banks and banking activity in the Republic of Kazakhstan" is carried out (further - the Law on banks), the attached bank, and also bank to which accession according to the Law on banks - no later than the date twenty first (inclusive) following month under report is performed.
If the term of submission of Data falls on non-working day, the working day following it is considered date of submission of Data.
21. The organizations specified in Item 20 of Rules:
1) in case of absence for month under report of the payments and money transfers which are subject to reflection in Data in writing notify on it National Bank no later than the date tenth (inclusive) following month under report;
2) in case of detection of mistakes in earlier provided Data correct errors and represent to National Bank authentic Data within five working days after the expiration of terms, stipulated in Item 20 Rules for submission of Data.
