About approval of Rules of the device and operation of warning systems about the fire and managements of evacuation of people in houses and constructions
1. Approve Rules of the device and operation of warning systems about the fire and managements of evacuation of people in houses and constructions which are applied.
2. To legal support division (Sukhomlin O. M.) and to the Ukrainian research institution of fire safety (YA.I. Hamster) submit this order on state registration to the Ministry of Justice of Ukraine in accordance with the established procedure.
3. This order becomes effective from the date of official publication.
4. To heads of State department of fire safety, the head departments of the Ministry of Emergency Measures of Ukraine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, to rectors of higher educational institutions of the Ministry of Emergency Situations, the chief of the highest professional school of civil protection to bring to permission and to organize studying by staff of the divisions of requirements of Rules of the device and operation of warning systems subordinated to them about the fire and managements of evacuation of people in houses and constructions.

1.1. Rules of the device and operation of warning systems about the fire and managements of evacuation of people in houses and constructions (further - Rules) establish requirements to the device, maintenance and operation of warning systems about the fire and managements of evacuation of people (further - SO) in houses and constructions.
1.2. These Rules also resolutions of the Cabinet of Ministers of Ukraine of 01.07.2002 N 870 "About approval of the Program of ensuring fire safety for the period till 2010" are drafted based on the Law of Ukraine "About fire safety" and are obligatory for accomplishment by legal entities and physical persons irrespective of type of their activities and patterns of ownership.
1.3. Rules extend to SO which shall be established in apartment, production, public houses, constructions and rooms (further - houses) which are under construction.
Houses which are operated are subject to the equipment of SO in case of its absence taking into account requirements of Item 1.4 of these Rules.
In the presence in the house of efficient SO it is subject to reduction in compliance with requirements of these Rules during reconstruction, technical retrofitting, capital repairs or change of functional purpose of the house.
Requirements of Rules do not extend to the houses intended for production, storage and utilization of explosives and means of blasting, the military house, the mine, tunnels, underground constructions of the subways and so forth, protective constructions of civil defense.
1.4. Need of the equipment of houses is determined by the SO certain type according to appendix E to DBN B.1.1-7-2002 "Fire protection. Fire safety of construction objects".
1.5. During the device and operation of SO it is necessary to be guided by requirements of these Rules, other regulatory legal acts and regulating documents which shall not reduce requirements of these Rules.
In these Rules the stated below terms are used in such value:
The warning system about the fire and managements of evacuation of people (SO) complex of technical means and organizational actions by means of which the notification of people who are in the house, about emergence of the fire, and also management of their evacuation is provided.
Personnel operational (person on duty) - workers who are on watch and SO allowed to performance of works on control of condition.
Drawing attention signal - sound signal which is given by SO before broadcasting of the speech message.
Notification signal of the fire - acoustic or visual signal or their combination which draw attention to possible threat or dangerous situation.
Notification zone - part of the house in which the notification of people about the fire is performed at the same time and irrespective of other parts of the house.
Working hours of SO on duty - working hours of SO before receipt of signal of emergence of the fire.
Working hours of SO "Alarm" - working hours of SO later receipts of signal of emergence of the fire and inclusion of SO in the mode of the notification and management of evacuation.
The SO device - complex of works which is connected with the choice of type, characteristics of the SO elements, and also installation and commissioning of SO.
3.1. The subject of managing which is engaged in designing, installation and maintenance of SO shall have the license for such type of activity.
3.2. Works on installation of SO shall be carried out according to the project documentation which is approved in accordance with the established procedure, and technical documentation of the manufacturing companies.
Designing of CO 1 and 2 of types is allowed to be carried out in the project of system of the fire alarm.
Installation and acceptance in operation of SO are performed in complex with system of the fire alarm (except houses in which the system of the fire alarm is mounted, accepted in operation and is in operating state).
3.3. Owners of the companies (heads) or persons authorized by them in good repair are responsible for content of SO.
As a rule, SO, responsible for content, need to designate person who is responsible for content of systems of fire automatic equipment.
3.4. Houses need to be divided into notification zones taking into account space-planning solutions of houses, ways of evacuation, separation into fire-proof compartments, and also taking into account requirements which are provided in the note 1 of the table E.1 of appendix E to DBN B.1.1-7-2002.
The sizes of zones of the notification, priority of the notification and time of the beginning of the notification of people in separate zones are determined, proceeding from conditions of ensuring safe and timely evacuation of people in case of fire.
