Regulations on the treatment of radioactive waste

Chapter I. Scope

1. The regulations on the treatment of radioactive waste (further - the Provision) establish requirements for ensuring radiation safety and radiation protection of personnel and the population in the course of the treatment of radioactive waste (further - Russian joint stock company) all types.

Requirements of this provision extend both to Russian joint stock company, and to the ownerless sources which are formed as a result of the radiological or nuclear activities performed at the moment or in the past and also Russian joint stock company as a result of intervention in case of radiological or nuclear incident.

2. Requirements of the Provision extend to the organizations (companies) as a result of which activities Russian joint stock companies, on the organizations performing collection, storage, transportation, conversion, conditioning, temporary, interim storage or burial of Russian joint stock company and also on the organizations performing designing and construction of facilities as a result of which activities education, temporary storage, conversion, conditioning, long-term storage or burial of Russian joint stock company is provided are formed.

3. Requirements of the Provision do not extend to nuclear materials and the fulfilled nuclear fuel, production waste with the increased content (with the concentration which are not exceeding value of release from control) natural radionuclides.

4. In this Provision in addition to the concepts and expressions determined by the Law on safe implementation of nuclear and radiological activities No. 111-XVI of May 11, 2006 (further - the Law No. 111-XVI of May 11, 2006) and the Main regulations on radiation safety, the Hygiene standards and requirements No. 06.5.3.34 of February 27, 2001 approved by the Chief state health officer (further - ONRB-2000), in addition uses the following concepts and expressions:

a) barrier - the physical barrier which prevents or slows down movement (migration) of radionuclides or other material between components in system, for example, in storage of waste. The barrier can be artificial or natural;

b) barriers multiple - two or more artificial or natural barriers;

c) packaging of radioactive waste - product which is result of conditioning of radioactive material in matrix which forms form of radioactive waste, containers and any internal barriers (for example, the absorbing materials and screens) prepared according to requirements for movement, transportation, interim storage and/or burial;

d) conditioning - transaction on production of packaging of radioactive waste, acceptable for movement, transportation, interim storage and/or burial. Conditioning can include conversion of radioactive waste in firm form, the room of waste in containers and ensuring additional packaging;

e) departmental control - control of zone of the location of interim storage or burial of radioactive waste, after its closing, is performed by authorized institution or body which includes monitoring, supervision, works on recovery and control of use of the territories;

f) long-living waste - the radioactive waste containing radionuclides with half-life period more than 30 years in the quantities and/or concentration exceeding the values established by National agency on regulation of nuclear and radiological activities (further - NARYaRD) which require isolation from the biosphere;

g) the waste exempted from control - the radioactive waste exempted from the authorization mode according to the levels of release from control approved by NARYaRD;

h) Item of dead storage - nuclear installation where waste for dead storage, without their extraction in subsequent for reuse is located;

i) burial - placement and storage of radioactive waste in specialized storage or certain place, without their subsequent withdrawal. The term of burial includes also radioactive emission in the permitted quantities in the environment. Except the term "burial" it is equivalent the term "final burial" is used;

j) long-term storage - the room of radioactive waste in nuclear installation where isolation, environmental protection and control is provided from the person with intention of the subsequent extraction of waste. The interim storage is equivalent use of the term;

k) temporary storage - the temporary placement of radioactive waste to the equipped specialized storage for the purpose of reduction of radiation activity, in the course of disintegration of radionuclides, with short half-life period (less than 2 years);

l) deactivation - set of necessary actions which are carried out on the stopped nuclear or radiological object, excepting burial Items, for full relief from control or free use of this platform;

m) dispersion - effects of such processes as transfer, diffusion or mixing of waste or radioactive emissions in water or in air.

n) emission in the environment - planned and controlled emission of radionuclides in the environment which corresponds to all conditions provided in regulations;

o) form of waste - radioactive waste in their physical and chemical shape after processing and/or conditioning (therefore the firm product is formed) to the room in packaging. The form of radioactive waste is element of packaging of waste;

p) immobilization - transfer of waste in form of waste by means of their confirmation, inclusion in any matrix or the conclusion in hermetic covers for the purpose of decrease in risk of migration or dispersion of radionuclides in the course of movement, transportation, storage and burial;

q) final closing of Item of burial - installation condition for burial or the action directed concerning it at the end of the term of its operation. The burial Item, after completion of the room in it of waste, becomes finally closed usually after the shelter by the soil in case of superficial installation for burial, filling and/or sealing of geological storage and the passes conducting to it and also after the termination and completion of works in any related designs;

r) the treatment of radioactive waste - set of administrative and practical activities which includes movement, transportation, processing, conversion, conditioning, interim and long-term storage of the radioactive waste which are formed as a result of nuclear and radiological activities;

s) monitoring - measurement of radiation and not radiation parameters in connection with assessment or control of radiation, and interpretation of results of such measurements. Monitoring can be permanent or non-constant;

t) migration - materials transaction through different circles usually by movement or transfer by liquid flow;

u) the operator - suppliers of radioactive waste, including the organizations performing works on removal from operation and operators of specialized enterprises on storage, warehousing or burial of radioactive waste;

v) preliminary processing - any or all transactions made before processing of waste such, as: collection, separation, regulation of the chemical composition, deactivation;

w) recovery of state of environment - action for cleaning is radioactive the contaminated platforms on which there can also be also other dangerous substances as a result of radioactive decay;

x) processing - the transactions intended for increase in radiological safety and radioactive waste.

Chapter II. General provisions

5. The provision contains classification of Russian joint stock company, the basic principles of the address with Russian joint stock company, criteria of safety in case of the address with Russian joint stock company, the basic rules for safety and radiation protection of personnel, the population and the environment at all stages of the address from Russian joint stock company - in case of collection, separation, storage, transportation, conversion, conditioning and storage of Russian joint stock company, in the different organizations making Russian joint stock company and also in places of their long-term storage or burial.

6. The characteristic of formation of Russian joint stock company is provided in the project documentation of radiological or nuclear object in the course of which work Russian joint stock companies can be formed (their annual quantity (weight), total activity, radio nuclide structure, aggregate state, and also are specified measures for the prevention and liquidation of emergency educations). The project provides separate technology education systems of Russian joint stock company of different types (low - average and highly active), including the non-radioactive waste.

7. For each type of Russian joint stock company the system of the treatment of them is proved: methods of collection, sorting, temporary storage with indication of storage durations, packagings, method of transportation, conditioning (if necessary), long-term storage or burial. Besides, the rooms and the equipment necessary for the address about Russian joint stock company, methods and frequency of radiation monitoring are provided.

8. It is provided in the project documentation that the effective dose for the population, does not exceed the dose limits set in ONRB-2000. Radiation of the population as result of the address with Russian joint stock company shall not exceed 0,1 mzv / year, and radiation of person which is part of the critical national group involved in burial of Russian joint stock company shall not exceed 0,01 mzv / year.

Chapter III. Education and classification of Russian joint stock company

9. Radioactive withdrawal material with the famous radio nuclide structure and the amount of the attitudes of specific activity of radionuclides towards their minimum significant activity is considered exceeds 1 (on value).

10. Russian joint stock companies are formed as a result of operation of radioactive sources in the industrial, medical, scientific bodies and other organizations in case of rehabilitation of the territories contaminated by radioactive materials and also owing to radiation and nuclear incidents.

11. Are classified by aggregate state of Russian joint stock company as liquid and firm.

12. Any radioactive liquids which are not subject to further use, including solutions of organic and inorganic substances, slags and dirt belong to liquid Russian joint stock companies. Liquid waste is considered radioactive if specific activity of radionuclides more than by 10 times exceeds values of the levels of release given in appendix No. 1.

13. The fulfilled radioactive sources which are not intended for further use, materials, products, the equipment, biological objects, the contaminated objects of external environment, the cured liquid waste in which specific activity of radionuclides exceeds the release levels given in appendix No. 1 belong to firm Russian joint stock companies.

14. In case of unknown radio nuclide structure waste is considered radioactive if their specific activity exceeds:

a) 100 kBq/kg - for beta radionuclides;

b) 10 kBq/kg - for alpha radionuclides;

c) 1 kBq/kg - for transuranium radionuclides.

15. The gamma radiating waste of unknown structure is considered radioactive if the equivalent of capacity of dose on surface (m 0,1) exceeds 0,001 mzv / h, disregarding natural gamma background on open surface.

16. Liquid and firm Russian joint stock companies are subdivided on specific activity into three categories (the table 1). In case according to the provided characteristics of radionuclides of this table waste belongs to the different categories, for them the highest value of category of waste is established.

18. In case of the address with Russian joint stock company, in addition to their specific or superficial activity, physical aggregate state, both other their physical and chemical characteristics, such as shall be considered: vzryvo-and inflammability, easily inflammability, spontaneous combustibility, corrosion, organic or inorganic origin, toxic or infectious nature.

Chapter IV. The basic principles of radiation protection and radiological safety and address stages with Russian joint stock company

19. The companies to which requirements of this provision extend are guided in the activities by the basic principles of radiation safety - reasons, regulation and optimization of activities, established by ONRB-2000.

20. The main stages of the address with Russian joint stock company:

a) collection and sorting of Russian joint stock company are performed in places of their education, and conversion is performed taking into account their physical, chemical and biological properties and methods of the subsequent treatment of them;

b) primary sorting includes phase of separation of waste on radioactive and the non-radioactive. Sorting of primary liquid and firm Russian joint stock companies is directed to separation of waste on different categories and groups for conversion, conditioning on the technologies approved by NARYaRD and for preparation for the subsequent interim storage or burial;
