1. Approve Regulations on procedure for registration and removal from accounting of payers of compulsory insurance premiums it (is applied).

2. Provide to the Ministry of Labour and Social Protection reduction of regulatory legal acts in compliance with this resolution.

3. This resolution becomes effective after its official publication.

Regulations on procedure for registration and removal from accounting of payers of compulsory insurance premiums

1. This Provision determines procedure for registration and removal from accounting as payers of compulsory insurance premiums (further, unless otherwise specified, - payers) in city, district, district departments (sectors) in the cities regional, Minsk city Social Security Fund of the population of managements of the Ministry of Labour and Social Protection (further - bodies of Fund) by the place of their stay (residence):

legal entities;

the representations and branches having separate balance (further - representations, branches) legal entities;

representative offices of the foreign organizations;

the foreign organizations performing activities in the Republic of Belarus through permanent mission, corresponding to the signs determined by the Tax code of the Republic of Belarus (further - the foreign organizations);

separate divisions of the Belarusian republican unitary insurance enterprise Belgosstrakh (further - separate divisions of Belgosstrakh);

the organizations in which the military personnel of compulsory military service was provided with cash allowance;

physical persons (including individual entrepreneurs, notaries, lawyers).

2. Registration of payers, record about whose state registration is made in the Single state register of legal entities and individual entrepreneurs, is performed based on the information card of the legal entity or the individual entrepreneur (further - the information card) received in accordance with the established procedure by body of Fund from registering body.

2-1. Registration of the physical persons recognized by taxpayers on the professional income is performed based on information on application by specified persons of tax on the professional income obtained in accordance with the established procedure by Social Security Fund of the population of the Ministry of Labour and Social Protection (further – Fund) from the Ministry of Taxes and Tax Collection.

3. For registration in bodies of Fund the payers who are not specified in Item 2 this provision submit the application for registration (further – the statement) in the form determined by board of Social Security Fund of the population of the Ministry of Labour and Social Protection (further – board of Fund), and the following documents:

3.1. legal entities:

certificate on state registration in the presence;

charter (provision);

3.2. representations, branches of legal entities, separate divisions of Belgosstrakh:

the charter (the foundation agreement – for the commercial organizations which are acting on the basis of the foundation agreement) the legal entity who created representation, branch, separate division of Belgosstrakh;

regulations on representation, branch, separate division of Belgosstrakh;

notice on assignment of accounting number of the payer;

3.3. the individual entrepreneurs, notaries performing notarial activities in notarial bureaus, employing citizens according to employment and (or) civil contracts which subject are performance of works, rendering services and creation of intellectual property items (further – the civil agreement):

identity document;

employment and (or) civil contracts;

3.4. physical persons which by the legislation are granted the right of the conclusion and the termination of employment contracts with workers:

identity document;

employment contracts;

3.5. notaries:

identity document;

the copy of the decision (the statement from the decision) boards of the Belarusian notarial chamber about admission to membership of the Belarusian notarial chamber;

the employment and (or) civil contract in one of state languages of the Republic of Belarus;

3.10. the citizens working outside the Republic of Belarus:

identity document;

the employment contract (contract) and (or) the civil agreement in one of state languages of the Republic of Belarus;

3.11. lawyers:

identity document;

the copy of the resolution (the statement from the resolution) council of territorial Bar about admission to membership of territorial Bar;

3.12. No. 694 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 04.12.2021

3.13. the citizens of the Republic of Belarus, foreign citizens and persons without citizenship working in the Republic of Belarus or being individual entrepreneurs, participating in program implementation and projects of the international technical assistance of the European Union:

identity document;

the copy of the employment and (or) civil contract signed with the receiver of the international technical assistance certified by this receiver;

the draft copy of the international technical assistance, registered in the Ministry of Economics, certified of the procedure established by the legislation;
