1. Approve:
The regulations on procedure for carrying out the state technical inspection of vehicles and their admission (are applied) to participation in traffic;
Rules of carrying out the state technical inspection of wheel tractors, trail cars to them, self-propelled machines and their admission (are attached) to participation in traffic;
2. Recognize invalid:
the resolution of Council of Ministers of the Republic of Belarus of January 12, 2006 No. 32 "About approval of the Regulations on procedure for carrying out the state technical inspection of vehicles and their admission to participation in traffic" (The national register of legal acts of the Republic of Belarus, 2006, No. 19, 5/17145);
the resolution of Council of Ministers of the Republic of Belarus of July 12, 2006 No. 877 "About entering of amendment into the resolution of Council of Ministers of the Republic of Belarus of January 12, 2006 No. 32" (The national register of legal acts of the Republic of Belarus, 2006, No. 111, 5/22592);
subitem 1.13 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of December 31, 2006 No. 1802 "About change and recognition voided some resolutions of Council of Ministers of the Republic of Belarus concerning addresses of citizens" (The national register of legal acts of the Republic of Belarus, 2007, No. 15, 5/24516);
subitem 1.23 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of December 17, 2007 No. 1747 "About change and recognition voided some resolutions of Council of Ministers of the Republic of Belarus concerning the organization of work with citizens" (The national register of legal acts of the Republic of Belarus, 2008, No. 6, 5/26438).
3. This resolution becomes effective in ten days after its official publication.

1. This Provision determines procedure for carrying out the state technical inspection of vehicles (except for wheel tractors and trail cars to them, the vehicles belonging to the Ministry of Defence, the Ministry of Internal Affairs, Committee for State Security, the State boundary committee, other troops and military forming) and their admission to participation in traffic if other is not provided by legal acts.
2. For the purposes of this provision the following terms and their determinations are used:
the vehicle owner – the legal entity or physical person performing operation of the vehicle belonging to it on the property right, the right of economic maintaining or operational management or on other bases, stipulated by the legislation or the agreement;
control and diagnostic works – check (diagnostics) of technical condition, design, the equipment, exterior and picking (further – technical condition) the vehicle on compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) accepted by the Decision of the Commission of the Customs union of December 9, 2011 No. 877;
permission to the admission of the vehicle to participation in traffic – the document confirming vehicle compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011), and also availability of the documents specified in Item 13 of this provision.
3. The state technical inspection (further – state checkup) vehicles is carried out irrespective of the place of their state registration at the diagnostic stations having permission to carrying out state checkup of vehicles, and conforming to requirements to the diagnostic stations established by the Ministry of Transport and Communications in coordination with the Ministry of Internal Affairs and the State committee on standardization.
4. When carrying out state checkup are performed check of technical condition of the vehicle on compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) by carrying out control and diagnostic works, and also establishment of compliance of type, brand, model, color, year of manufacture, vehicle identification number (markings of body, the landing gear, frame), registration signs of the vehicle to the data specified in the registration certificate of the vehicle.
Permission to the admission of the vehicle to participation in traffic is issued by the employee of the republican unitary service enterprise "Beltekhosmotr" (further – Beltekhosmotr Unitary Enterprise) in the venue of state checkup of vehicles (except for case of issue of permission to the admission of the vehicle to participation in traffic in electronic form) within 15 minutes from the moment of the address.
5. The workers occupied with accomplishment of control and diagnostic works, issue of the conclusions about operability of vehicles, permissions to their admission to participation in traffic bear responsibility according to the legislation for inadequate accomplishment of the obligations assigned to them and use of the conferred powers.
6. Frequency of carrying out state checkup is determined by effective period of permission to the admission of the vehicle to participation in traffic.
Effective periods of permission to the admission of the vehicle to participation in traffic constitute:
6 months – for the cars used for commercial transportations of passengers since which year of manufacture there passed 5 and more years (including year of manufacture) of buses and other vehicles intended and equipped for public conveyance, having except driver's seat more than eight places for sitting since which year of manufacture there passed 2 years and more (including year of manufacture), the vehicles used for training in vehicle control since which year of manufacture there passed 5 and more years (including year of manufacture);
1 year – for the cars used for commercial transportations of passengers since which year of manufacture there passed less than 5 years (including year of manufacture), buses and other vehicles intended and equipped for public conveyance, having except driver's seat more than eight places for sitting since which year of manufacture there passed less than 2 years (including year of manufacture) of cars since which year of manufacture there passed 10 and more years (including year of manufacture), special cars, cargo vehicles which permitted maximum mass does not exceed ton 3,5 since which year of manufacture there passed 10 and more years (including year of manufacture), towing tractors, truck tractors and cargo vehicles which permitted maximum mass exceeds 3,5 of ton, trail cars which permitted the maximum weight does not exceed ton 3,5 since which year of manufacture there passed 10 and more years (including year of manufacture), trail cars which permitted maximum weight exceeds 3,5 of ton, vehicles which year of manufacture is not established, the vehicles used for training in vehicle control since which year of manufacture there passed less than 5 years (including year of manufacture);
2 years – for cars since which year of manufacture there passed from 3 to 10 years (including year of manufacture), cargo vehicles which permitted maximum mass does not exceed ton 3,5 since which year of manufacture there passed from 3 to 10 years (including year of manufacture), trail cars which permitted maximum mass does not exceed ton 3,5 since which year of manufacture there passed from 3 to 10 years (including year of manufacture), kvadritsikl, motorcycles and mopeds since which year of manufacture there passed 3 years and more (including year of manufacture);
3 years – for cars since which year of manufacture there passed less than 3 years (including year of manufacture), cargo vehicles which permitted maximum mass does not exceed ton 3,5 since which year of manufacture there passed less than 3 years (including year of manufacture), trail cars which permitted maximum mass does not exceed ton 3,5 since which year of manufacture there passed less than 3 years (including year of manufacture), kvadritsikl, motorcycles and mopeds since which year of manufacture there passed less than 3 years (including year of manufacture).
7. The vehicle shall be provided for carrying out state checkup no later than ten days after its state registration, except the cases specified in Item 25 of this provision.
Concerning the vehicle since which year of manufacture there passed no more than 2 years (including year of manufacture) the first issue of permission to the admission of the vehicle to participation in traffic is performed without carrying out state checkup. The owner of this vehicle no later than 10 days after its state registration according to Item 13 of this provision shall address for issue of permission to the admission of the vehicle participation in traffic, except the cases specified in Item 25 of this provision. The subsequent issues of permissions to the admission of the vehicle to participation in traffic are performed after carrying out in accordance with the established procedure state checkup.
