About measures for further enhancement of passport system in the Republic of Uzbekistan
According to the Chicago convention on international civil aviation (December, 1944) and the decision (resolution) of the Montreal Assembly of International Civil Aviation Organization (IKAO) of 2004 state members of this organization no later than 2010 shall provide introduction of the civil passports which are containing the electronic medium of information on personal biometric parameters and adjusting these their owners and having high degree of protection.
Passports with biometric data are entered for the purpose of safety of the international civil air navigation, increase in degree of security of identification documents from possible counterfeit, enhancement of mechanisms of operational and exact identification of the personality when crossing Frontier, improvement of quality and efficiency of the international air transportation.
So far in more than 100 countries of the world the passports with biometric parameters made with use of modern information technologies are entered.
In the Republic of Uzbekistan which is the member of ICAO system and consecutive work on safety of air transportation, increase in reliability of the aircraft equipment and its competitiveness in the international market, to creation of the maximum conveniences to the passengers using services of the aircraft transport, to development of infrastructure of the airports, training in this area and other actions is carried out.
According to the Law of the Republic of Uzbekistan "About nationality of the Republic of Uzbekistan" and for the purpose of further enhancement of national passport system taking into account modern international standards and requirements:
1. Agree with offers of the Cabinet of Ministers, Ministry of Internal Affairs, Service of homeland security of the Republic of Uzbekistan on enforcement in Uzbekistan since January 1, 2011 of the passport of the citizen of the Republic of Uzbekistan with biometric data of its owner (further - the biometric passport).
2. Approve procedure for step-by-step exchange at the population of the valid passport of the citizen of the Republic of Uzbekistan for the biometric passport:
the first stage (2011) - to the employees of the ministries, departments and organizations of the republic, physical persons who are going abroad or being outside the country and also the citizens receiving passports in connection with achievement of certain age or on other bases provided by the law;
the second stage (2012 - 2015) - to all citizens of the Republic of Uzbekistan according to the procedure, established by the legislation.
3. For the purpose of implementation of centralized production and effective accounting of biometric passports, timely providing citizens of the Republic of Uzbekistan with them to create the State Center of Personalisation (SCP) under the Cabinet of Ministers of the Republic of Uzbekistan, having placed it in the territory of manufacturer of forms of biometric passports - the National Production Association (NPA) "Davlat of belgisa" the Central bank of the Republic of Uzbekistan.
4. Determine that functions:
on collection of adjusting data and biometric parameters of the citizens who addressed for receipt of the passport, the direction of these data in GTsP, to ensuring timely issue to citizens of the Republic of Uzbekistan of biometric passports are assigned to divisions of Management of entrance, departure and registration of nationality of the Ministry of Internal Affairs of the Republic of Uzbekistan and consular establishments the MFA of the Republic of Uzbekistan abroad;
on identification of the personality according to the biometric parameters specified in passports when crossing by citizens of Frontier of the Republic of Uzbekistan are carried out by divisions of border control of border troops of Service of state security of the Republic of Uzbekistan.
5. To the Cabinet of Ministers to develop and approve in accordance with the established procedure:
in a month - Regulations on the State center of personalisation;
in two-month time - new edition of the Regulations on passport system in the Republic of Uzbekistan taking into account requirements of this Decree.
6. To provide to the Ministry of Internal Affairs, the Ministry of Foreign Affairs, Service of homeland security for the purpose of effective functioning of system of providing citizens of the country with biometric passports equipment of the relevant divisions of the Ministry of Internal Affairs the MFA, SNB with the modern equipment, according to the appendices NN 1 and 2.
7. In a month to provide to Central Bank of the Republic of Uzbekistan placement and arrangement of GTsP in the territory of GPO "Davlat of Belgisa", capital and running repair of the allocated building, its equipment with the necessary office equipment, office furniture, means of communication and other material means necessary for effective work of the Center.
8. To the Ministry of Internal Affairs, the Ministry of Foreign Affairs, Service of homeland security together with the Ministry of Foreign Economic Relations, Investments and Trades, other interested ministries and departments of the republic:
in a month on the basis of the deep analysis of foreign experience and according to feasibility statements to develop the program and to provide its realization in 2009-2010 for forming of production material and technical resources of PDP;
organize on system basis training of highly qualified personnel for operation and servicing of the created system of providing citizens of the Republic of Uzbekistan with biometric passports.
9. To the Ministries of Finance and Economy to work and submit for consideration of the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the established procedure question of financing of the project on implementation in Uzbekistan of biometric passports in a month.
10. To the Ministry of Foreign Affairs of the Republic of Uzbekistan in accordance with the established procedure to inform the governments of foreign countries, International Civil Aviation Organization and the International standardization organization on the events for enhancement of national passport system held in Uzbekistan.
11. To the Ministry of Justice together with the interested ministries and departments in two-month time in accordance with the established procedure to make offers on modification and amendments in the existing regulatory legal acts taking into account requirements of this Decree.
12. To impose control over the implementation of this Decree on the Prime Minister of the Republic of Uzbekistan Sh. Mirziyoyev.
