Questions of the Ministry of Housing and Public Utilities of the Republic of Belarus

1. Approve Regulations on the Ministry of Housing and Public Utilities of the Republic of Belarus it (is applied).

1-1. Establish the list of the organizations subordinated to the Ministry of Housing and Public Utilities of the Republic of Belarus according to appendix.

2. Consider necessary to have in the Ministry of Housing and Public Utilities of the Republic of Belarus board as a part of 10 people.

3. Recognize invalid:

Regulations on the Ministry of Housing and Public Utilities of the Republic of Belarus

1. The Ministry of Housing and Public Utilities of the Republic of Belarus (further - MZhKH) is republican state body and submits to Council of Ministers of the Republic of Belarus.

2. MZhKH in the activities is guided by the Constitution of the Republic of Belarus, other acts of the legislation, including this Provision.

3. The main objectives of MZhKH are:

3.5. carrying out economic and scientific and technical policy for the purpose of creation of necessary conditions for effective work of the organizations, subordinate MZhKH, organizations of municipal pattern of ownership of the MZhKH system and other organizations rendering housing and communal services, requirements satisfaction in housing and communal services, improvement of quality and extensions of the nomenclature of these services, timely, complete and high-quality rendering housing and communal services to consumers;

3.6. introduction of offers on enhancement of calculations of payment for use of premises and housing and communal services, expense recoveries of the organizations performing operation of housing stock and (or) providing housing and communal services on the electric power consumed on lighting of auxiliary rooms and operation of the equipment, including elevators in apartment apartment houses;

3.7. attraction of external state loans (credits) to the sphere of housing and communal services according to legal acts;

3.8. development of international cooperation and foreign economic relations in the questions carried to competence MZhKH;

3.9. creation of conditions for development of the organizations of all patterns of ownership, and also the individual entrepreneurs performing activities in the sphere of housing and communal services.

4. MZhKH according to the main objectives assigned to it:

4.1. performs the common directorship of system of housing and communal services, methodological promotion and coordination of organization activity, the objects of housing and communal services performing operation irrespective of patterns of ownership and subordination, through the relevant subordinate structural divisions of regional executive committees and the Minsk Gorispolkom performing state powers of authority in the sphere of housing and communal services, control of execution by these organizations of rules and regulations of technical operation, preparation of objects of housing and communal services irrespective of patterns of ownership to work during the autumn and winter period and passing of heating season in housing and communal services;

4.1-1. performs coordination of activities of republican state bodies and local executive and administrative organs concerning operation, content and repair of streets of settlements, to improvement of their technical and operational condition, the organization and ensuring drinking water supply of guaranteed quality;

4.1-2. performs coordination of activities in the sphere of the address with secondary material resources;
