About preferential consumer crediting

For the purpose of strengthening of the state support of citizens of the Republic of Belarus I decide:

1. Offer open joint stock companies "Savings bank "Belarusbank", "Belagroprombank", "The Belarusian development bank and reconstruction Belinvestbank, Belpromstroybank (further - banks) in 2009-2011 to grant to citizens soft credits for consumer needs on the conditions provided in Item 2 of this Decree for acquisition in shopping facilities of goods according to the list determined by Council of Ministers of the Republic of Belarus (the daleelgotny credits).

2. Determine that:

2.1. soft credits are granted by banks in the procedure established by the legislation in Belarusian rubles for up to three years with payment of ten annual interest rates on use of the credit;

2.2. total amount of the soft credits issued by banks to one receiver during the period determined in Item 1 of this Decree cannot exceed 300 basic sizes established for date of the conclusion of the credit agreement by any of banks;

2.3. provision of soft credits is performed via bank transfer by transfer of money by banks to the current (settlement) accounts of trade organizations and individual entrepreneurs in payment of the settlement documents submitted by the borrower.

3. Compensation to banks of losses on soft credits is performed at the expense of the means of the republican budget provided on other questions in the field of the industry, constructions and architecture in the amount of difference between 1, 5-fold refunding rate of National Bank established for settlement date of compensation and the interest rate determined in subitem 2.1 of Item 2 of this Decree.

4. To Council of Ministers of the Republic of Belarus:

approve the inventory for which acquisition citizens are granted soft credits;
