About approval of procedure for determination of zones of free overflow of electrical energy (capacity)

Approve the enclosed Procedure for determination of zones of free overflow of electrical energy (capacity).

Procedure for determination of zones of free overflow of electrical energy (capacity)

1. This Procedure establishes the bases and the procedure of determination of the zones of free overflow of electrical energy (capacity) (further - zone of free overflow) representing parts of Power pool system of Russia within which the electrical energy and capacity made or planned for deliveries on the generating equipment with certain technical characteristics in case of determination of balance of the demand and supply on electrical energy and capacity, including for the purposes of advance planning, can be replaced with the electrical energy and capacity made or planned for deliveries with use of other generating equipment with similar technical characteristics in the same zone of free overflow, and replacement with electrical energy and the capacity made on the generating equipment located in other zone of free overflow it can be performed only within restrictions of overflow of electrical energy and capacity between such zones.

2. The list of zones of free overflow is determined for the corresponding calendar year according to the basic list of zones of free overflow taking into account the offers on consolidation approved according to this Procedure for the corresponding calendar year of two and more contiguous zones of free overflow (further - consolidation of zones of free overflow).

The basic list of zones of free overflow is once determined by the system operator in coordination with the Ministry of Energy of the Russian Federation.

The system operator posts the basic list of zones of free overflow on the website on the Internet in open access.

3. The territories of subjects of the Russian Federation carried according to the basic list of zones of free overflow to two and more contiguous zones of free overflow can be included the stipulated in Item 4 presents of the Procedure (are united) in one zone of free overflow in the presence of the bases.

Inclusion of the territories of the subjects of the Russian Federation which are earlier carried to one zone of free overflow in other zones of free overflow, except for associations of zones of free overflow, is not allowed.

4. Offers on consolidation for the corresponding calendar year of zones of free overflow are subject to forming in case of this Procedure for decrease in restrictions for delivery of capacity from one zone of free overflow predicted according to Item 6 in adjacent (adjacent) zone (zones) of free overflow as a result of commissioning (reconstruction) of the power grid equipment.

5. Offers on consolidation of zones of free overflow are created by the system operator together with the organization for management of single national (all-Russian) power network based on the data provided by the network organizations (other owners of objects of electric grid economy) owning on the property right or other legal cause the objects of electric grid economy specified in Item 7 of this Procedure, on the planned commissionings (reconstruction) of such objects, and also taking into account analysis results existing and the predicted technology parameters of functioning of Power pool system of Russia, the predicted handling capacity of the power network determined proceeding from parameters of the power grid equipment operated and planned to commissioning, and the predicted maximum amount of consumption of electrical energy and capacity.

6. Offers on consolidation of zones of free overflow are created in case of simultaneous accomplishment of the following conditions:

the network organization (other owner of objects of electric grid economy) notified the system operator according to Item 7 of this Procedure on the planned commissioning of the line (lines) of electricity transmission, the transformer equipment or converting complex connecting contiguous zones of free overflow;

owing to commissioning of the power lines, the transformer equipment or converting complex connecting contiguous zones of free overflow, settlement handling capacity of power network increases by the size exceeding one third of the maximum predicted consumption of electrical energy in zone of free overflow with the smaller consumption from two contiguous zones of free overflow determined in hour of the maximum consumption of capacity.

8. Offers on consolidation for the corresponding calendar year of zones of free overflow (further - offers on consolidation of zones of free overflow) are subject to submission by the system operator to the Ministry of Energy of the Russian Federation annually till September 1, on condition of receipt of the basic data specified in Item 7 of this Procedure.

The system operator informs Federal Tariff Service and Federal Antimonopoly Service on the offers on consolidation of zones of free overflow sent to the Ministry of Energy of the Russian Federation.

9. The Ministry of Energy of the Russian Federation considers the offers on consolidation of zones of free overflow received from the system operator within 30 days from the moment of their obtaining and in writing notifies the system operator on the made decision.

10. No later than 20 days from the date of receipt of the notification on approval of the Ministry of Energy of the Russian Federation of offers on consolidation of zones of free overflow for the corresponding calendar year the system operator posts on the website on the Internet the list of zones of free overflow for the corresponding calendar year and the table of reference to zones of free overflow of nodes of settlement model of Power pool system of Russia used for the purposes of carrying out competitive selections of price requests for the days ahead and for balancing of system (further - settlement model). At the same time reference of nodes of settlement model to certain zone of free overflow is performed taking into account the restrictions of handling capacity of network considered during the planning and management of working hours of Power pool system of Russia.

In case of modification of settlement model the system operator no later than 15 working days from the date of entry into force of corresponding changes posts on the website on the Internet the staticized data on reference of nodes of settlement model to zones of free overflow. Entering of the specified changes into the table of reference of nodes of settlement model to zones of free overflow is not change of the list of zones of free overflow.
