The state program of development of resorts in the Azerbaijan Republic in 2009-2018

1. General bases

1.1. This provision

Resort case in the Azerbaijan Republic traditionally constituted important part of social and economic policy of the state. As a result of the pursued state policy in this sphere the developed resort complex meeting mass demand was created. The organization of resort case, being activities of economic and social importance, provided development of many regions of the country, creation of infrastructure, employment of the population and development of services industries. The sanatorium system created in the country, from the point of view of the organization of rest, improvement and treatment of people executed also extremely necessary national social and economic functions.

The processes which happened in political, economic and social life of Azerbaijan at the end of 80 - the beginning of 90 of the last century made the negative impact on the organization, management, financing of resort complex, the organization of rest, treatment and improvement of people, use of resort technologies, staffing therefore uniform activities of centralized resort complex and nation-wide system of sanatorium services were broken.

The greatest loss was caused to this complex as a result of aggression of Armenia against the Azerbaijan Republic. 20 percent of the territory of Azerbaijan were occupied, more than one million our compatriots became refugees and displaced persons, in these territories the resort places which had unique natural features were destroyed, for the purpose of providing with the residence our compatriots deprived of the permanent residence were placed in sanatoria, boarding houses and rest houses in other territories of the country what about 50 percent from fund of beds in the sanatorium companies built during the Soviet period were allocated for.

Now, in addition to (2004-2008) performed within "The state program on social and economic development of regions of the Azerbaijan Republic ", the Azerbaijan Republic approved by the Presidential decree of February 11, 2004 No. 24, of the actions directed to revival of resorts in different regions there is need of reduction of level of the carried-out works in compliance with modern requirements. Requirement to sanatorium treatment of these categories of the population it shall be considered in case of development of sanatorium network, the network of children's sanatoria and camps of rest shall be expanded, the existing children's sanatoria need to be provided with the modern equipment, to bring their material and technical resources into accord with sanitary standards and rules, to create optimal conditions for medical, psychological and social resettlement of sick children and children with limited opportunities of health.

Reorganization of the existing sanatorium network in the Azerbaijan Republic and creation of activities of the newly created companies at the modern international level one of important tasks. For accomplishment of these tasks the package of measures is provided in "The state program of development of resorts in the Azerbaijan Republic in 2009-2018" (further State Programs).

1.2. Classification of the resorts of Azerbaijan
