According to Item 1 and part two of Item 2 of Article 17 and Item 1 of article 43 of the Law of the Republic of Belarus of January 6, 2009 "About social protection of the citizens who were affected by catastrophic crash on the Chernobyl NPP of other radiation accidents" the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve enclosed:

Regulations on interdepartmental advisory councils on establishment of causal relationship of the diseases which resulted in disability or death at persons which were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents;

Regulations on the State register of persons which were affected by radiation owing to catastrophic crash on the Chernobyl NPP, other radiation accidents.

2. To the Ministry of Health and the Ministry of Labour and Social Protection to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.

3. Recognize invalid:

the resolution of Council of Ministers of the Republic of Belarus of May 5, 1993 No. 283 "About creation of the Belarusian state register of persons which were affected by radiation owing to catastrophic crash on the Chernobyl NPP" (the joint venture of the Republic of Belarus, 1993, No. 13, the Art. 236);

subitem 1.3 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of July 9, 1999 No. 1051 "About modification of some orders of the Government of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 1999, No. 55, 5/1230).

4. This resolution becomes effective since July 16, 2009.

CHAPTER 1. GENERAL PROVISIONS

1. This Provision developed according to part two of Item 2 of article 17 of the Law of the Republic of Belarus of January 6, 2009 "About social protection of the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents" (The national register of legal acts of the Republic of Belarus, 2009, No. 17, 2/1561), is determined procedure for creation and activities of interdepartmental advisory councils for establishment of causal relationship of the diseases which resulted in disability or death at persons which were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents (further interdepartmental advisory councils if other is not established).

2. Interdepartmental advisory councils are created for the consideration of questions of establishment of causal relationship of mutilation or disease which led to loss or partial loss of professional working capacity, disability or death at persons which were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents with catastrophic crash on the Chernobyl NPP, other radiation accidents (further - establishment of causal relationship of partial loss of professional working capacity, disability, death with catastrophic crash on the Chernobyl NPP, other radiation accidents).

3. In the activities interdepartmental advisory councils are guided by the Constitution of the Republic of Belarus, other acts of the legislation, including this Provision.

4. Interdepartmental advisory councils are created and their structures affirm:

Republican interdepartmental advisory council - Council of Ministers of the Republic of Belarus;

regional (The Minsk city) interdepartmental advisory councils - regional executive committees (The Minsk Gorispolkom).

CHAPTER 2. STRUCTURE OF INTERDEPARTMENTAL ADVISORY COUNCILS AND ADVISORY GROUPS OF EXPERTS

5. The interdepartmental advisory council is created as a part of the chairman, his deputy, the secretary and members of interdepartmental advisory council.

Representatives of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, Minsk Gorispolkom, qualified specialists in the field of radiation medicine are part of interdepartmental advisory councils.

6. Within interdepartmental advisory councils advisory groups of experts in each medical specialty from among the highly qualified specialists owning problems of radiation medicine are created. Expert of advisory group:
