About approval of Requirements to technical condition of tractors, self-propelling landing gear, self-propelled farm, road-building and meliorative vehicles, agricultural machinery, other mechanisms

According to the Law of Ukraine "About traffic" and Item 7 of the Procedure for carrying out the state technical inspection of tractors, self-propelling landing gear, self-propelled farm, road-building and meliorative vehicles, agricultural machinery, other mechanisms approved by the resolution of the Cabinet of Ministers of Ukraine of 28.04.2009 of N 403, of PRIKAZYVAYU:

1. Approve Requirements to technical condition of tractors, self-propelling landing gear, self-propelled farm, road-building and meliorative vehicles, agricultural machinery, other mechanisms which are applied.

2. To provide to the director of the department of engineering facilities Datsenko M. S. submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister Shevchenko O. O.

Requirements to technical condition of tractors, self-propelling landing gear, self-propelled farm, road-building and meliorative vehicles, agricultural machinery, other mechanisms

1. General provisions

1.1. These Requirements extend to tractors, self-propelling landing gear, self-propelled farm, road-building and meliorative vehicles, agricultural machinery and other mechanisms (further - machines) which are in operation in the territory of Ukraine and are registered in accordance with the established procedure by the state inspections of agricultural industry in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol.

1.2. These Requirements are applied when checking technical condition during implementation of mandatory engineering supervision.

1.3. Technical condition of the machine shall meet the requirements of the existing regulating documents for traffic safety and environmental protection.

1.4. Entering into design of machines of changes as a result of which they do not answer data of accounting documentation is forbidden.

1.5. Before conducting check of technical condition the type, brand (model), serial number and the engine number, the state number board of the machine shall be checked. These data, and also results of checks and measurements shall be entered in the protocol which is attached.

1.6. The machine shall be complete, have proper exterior which signs is lack of corrosion and mechanical damages of the elements influencing traffic safety.

1.7. For respect for labor safety the machine shall be equipped with the corresponding elements provided by design.

1.8. If another is hereunder not specified, during monitoring procedure it is necessary to be guided by the existing regulating documents.

2. Engine and its systems

2.1. The exhaust system of exit gases shall be complete and complete. Availability of burn-throughs, mechanical holes and thinnesses between its elements is not allowed.

2.2. Diesels of machines shall have electrostarter start-up system or the starting engine, control of which shall be exercised from machine cabin. The device which excludes engine launching capability by the included transfer shall be operational. Check of its operability is performed by testing.

2.3. The leakage of fuel, oil and cooling liquid is not allowed. Availability of traces of these liquids without formation of drops is allowed.

2.4. The emergency shutdown system of the engine shall be operational.

2.5. Smoke of exit gases in the mode of free acceleration of diesel shall not exceed normative values which are established by GOST 17.2.2.02-98 (the tab. of 1 appendix).

3. Brake system

3.1. The working brake system shall provide such braking efficiency in case of which with initial speed of braking of 25 km/h the braking distance shall constitute: for tractors and tractor trains no more than m 9,4; for self-propelled farm vehicles - no more than m 11,4. For control of working brake system carry out control braking of the type "0" (test procedure according to DSTU ISO 5697:2005).

As the alternative performance indicator of braking is allowed use of size of steady delay. For tractors and tractor trains which all wheels are equipped with brakes the size of delay shall constitute at least 5,0 of m / kv.s, and for tractor trains at which brakes equip only one axis of trail car (semitrailer truck), - it is at least m 4,5 / kv.s (the tab. 2 appendices).

3.2. The parking brake system shall provide deduction of the machine within 5 minutes diversely on slope of 16%, and the tractor train - on slope it is at least, than 12% (the tab. 3 appendices). In the absence of surface with necessary bias conducting check of operability of parking brake system by appendix of equivalent longitudinal effort to the machine on plain surface according to GOST 12.2.002.3-91 is allowed.

3.3. The brake system of trail car shall provide its emergency braking in case of its lead over the tractor.

3.4. Leaking of working fluid in hydraulic system of the hydraulic or pneumatichydraulic brake drive, and also violation of hermeticity of the pneumatic or pneumatichydraulic brake drive is not allowed.

3.5. The manometer of the pneumatic or pneumatichydraulic brake drive shall be in working order.

4. Rudder control

4.1. Are not allowed:

4.1.1. The untight and not stopped cut connections of details and nodes of rudder control;

4.1.2. Availability in rudder control and its drive of details and nodes with permanent distortion, cracks, damages and remaining balance of repair by methods of the soldering or welding;

4.1.3. Leaking of working fluid in hydraulic system of the amplifier;

4.1.4. Excessive gaps in connections of levers of stub axles and hinges of control rods.

4.2. The maximum turning angles of steering wheel and steered wheels shall limit only the devices provided by design. The steering wheel shall rotate without breakthroughs and jammings in all range of angle of its turn.

4.3. The device of fixing of steering tube with regulated provision of steering wheel shall fix and hold column in all provisions specified in the operating documentation.

4.4. The total angular gap of rudder control shall not exceed the 25th hail. (tab. 4 appendices).

4.5. The amplifier of rudder control shall be in working order.

4.6. For machines on caterpillar it is not allowed to the course:

4.6.1. Excess of size of free travel of handles of operating levers by steering clutches which is specified by the manufacturing plant;
