Questions of the Ministry of Transport and Communications of the Republic of Belarus

Based on subitems 1-1.1 and 1-1.4 of Item 1-1 of the Presidential decree of the Republic of Belarus of May 5, 2006 "About structure of the Government of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 289

1. Approve:

The regulations on the Ministry of Transport and Communications of the Republic of Belarus (are applied);

The regulations on Department on aircraft of the Ministry of Transport and Communications of the Republic of Belarus (are applied).

1-1. Determine:

the list of the state organizations subordinated to the Ministry of Transport and Communications of the Republic of Belarus according to appendix 1;

the list of economic societies, shares (share in authorized funds) of which belong to the Republic of Belarus and the Ministries of Transport and Communications of the Republic of Belarus, according to appendix 2 are transferred to the control.

2. Place of the state organizations which were under supervision of the State committee on aircraft of the Republic of Belarus under authority of the Ministry of Transport and Communications of the Republic of Belarus.

3. Consider necessary to have in the Ministry of Transport and Communications of the Republic of Belarus board in number of 13 people.

4. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix 3.

5. This resolution becomes effective since August 1, 2006.

Regulations on the Ministry of Transport and Communications of the Republic of Belarus

1. The Ministry of Transport and Communications of the Republic of Belarus (further - Ministry of Transport) is republican state body and submits to Council of Ministers of the Republic of Belarus.

Ministry of Transport performs coordination of activities of other republican state bodies within the competence.

2. Ministry of Transport is guided in the activities by the Constitution of the Republic of Belarus, the legislation, this Provision and performs it in interaction with the republican state bodies, other organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs.

3. Ministry of Transport performs according to the legislation state regulation and management in the field of automobile, sea, internal water, except for small size vessels, rail, urban electric transport and the subway, civil aviation and use of part of airspace of the Republic of Belarus which is in accordance with the established procedure determined for airways, local air-lines, areas of accomplishment of aviation works, airfields of civil aviation and the airports, road activities, activities of the legal entities and individual entrepreneurs who are carrying out:

transportation and forwarding activities;

works (service) connected with servicing of passengers, freights, vehicles, repair of vehicles and processing equipment;

diagnostics, designing, construction, reconstruction, operation (content and running repair), capital repairs of republican highways, objects of aircraft, inland waterways, navigable hydraulic engineering constructions and ports;

scientific research;

training;

information support;

other works in this area (further – area of transport activities).

4. The main objectives of Ministry of Transport are:

realization of the single road and transport policy directed to creation of conditions for requirements satisfaction of economy and the population in transport services taking into account minimization of harmful effects on the environment;

implementation of state regulation of activities in the field of automobile, sea, internal water, except for small size vessels, rail, urban electric transport and the subway, civil aviation and use of part of airspace of the Republic of Belarus which is in accordance with the established procedure determined for airways, local air-lines, areas of accomplishment of aviation works, airfields of civil aviation and the airports, road activities, logistic system of the Republic of Belarus *, and also creation of conditions for development of the organizations of all patterns of ownership performing activities in the specified areas;
