About the identity certificate of the citizen of the Azerbaijan Republic
The identity certificate of the citizen of the Azerbaijan Republic (further - the identity certificate) is the identity document of the citizen of the Azerbaijan Republic in the territory of the Azerbaijan Republic.
In case of availability of the corresponding international treaty signed with foreign states, the identity certificate can be used as well as the identity document of the citizen in these states and also provided for realization of its right to departure from the country and entry into the country.
Each citizen of the Azerbaijan Republic on reaching 15 years or person after receipt of citizenship of the Azerbaijan Republic within one month shall receive the identity certificate. The citizen of the Azerbaijan Republic who did not reach 15-year age, having the right to receive the identity certificate based on the address of his parents, the adoptive father of the citizen, the guardian or the citizen's custodian (further - the legal representative), and also person designated based on the power of attorney of the legal representative certified in notarial procedure.
Each citizen or the legal representative of the owner of the certificate shall store the identity certificate carefully.

the surname, name of the spouse (spouse) of the citizen (if the citizen changed surname in case of marriage, is specified also surname before marriage);
surname, name, birth date and sex of children of the citizen.
The official entering information specified in this Article as a witness of the personality, the electronic medium of the identity certificate and Responsibility for their reliability are born by the corresponding state information systems (reserves).
Data on the identity certificate can be provided (are received) by means of the information system "Electronic Government". Data presentation of the identity certificate by means of the information system "Electronic Government" is equated to submission of the identity certificate.
The identity certificate is issued based on the petition from the citizen of the Azerbaijan Republic or his legal representative, and also person designated based on the power of attorney of his legal representative and other documents provided by "Regulations on application of the Law of the Azerbaijan Republic "On the identity certificate of the citizen of the Azerbaijan Republic", the approved relevant organ of the executive authority, relevant organ of the executive authority no later than 10 days from the date of the address of the citizen or his legal representative certified in notarial procedure. The identity certificate issued to the citizen who did not reach 5-year age is valid before achievement of 5-year age by it, and the identity certificate issued to the citizen who reached 5-year age - before achievement of 15-year age by it.
After the term of validity of the identity certificate, or when changing surname, name, citizen's middle name, addresses (residence) or spoil of the identity certificate, including its electronic medium (chip), or in case of detection of unauthenticity of data on the identity certificate, it is subject to replacement.
After approach of one of the circumstances specified in the second part of this Article for replacement of the identity certificate the citizen or his legal representative within one month shall address to the body which issued the certificate or by means of person designated based on the power of attorney of the legal representative of the citizen certified in notarial procedure.
