About approval of the Regulations on the State committee of the Azerbaijan Republic on problems of family, women and children, structure of committee and establishment of numerical limit of workers of its device

1. Approve "Regulations on the State committee of the Azerbaijan Republic on problems of family, women and children" it (is applied).

2. Approve "Structure of the State committee of the Azerbaijan Republic on problems of family, women and children" it (is applied).

3. Numerical limit of workers of the office of the State committee of the Azerbaijan Republic of problems of family, women and children to establish in 77 established posts.

4. Charge to the Cabinet of Ministers of the Azerbaijan Republic in a month:

4.1. prepare and provide to the President of the Azerbaijan Republic offers on reduction of the existing regulatory legal acts to compliance with this Decree;

4.2. within the powers to resolve the issues following from this Decree.

5. This Decree becomes effective from the date of its publication.

Regulations on the State committee of the Azerbaijan Republic on problems of family, women and children

I. General provisions

1. The state committee of the Azerbaijan Republic on problems of family, women and children (further - Committee) is the central executive body performing state policy and regulation in the sphere of work with problems of family, women and children (further - in the respective sphere).

2. The committee is guided in the activities by the Constitution of the Azerbaijan Republic, the laws of the Azerbaijan Republic, decrees and orders of the President of the Azerbaijan Republic, resolutions and orders of the Cabinet of Ministers of the Azerbaijan Republic, international treaties which participant is the Azerbaijan Republic, and this Provision.

3. In case of accomplishment the of tasks and implementation of the rights the Committee interacts with other executive bodies, local government bodies and non-governmental organizations.

4. The committee has separate balance, the state-owned property which is according to the legislation at its disposal, state and bank accounts, seal with the image of the State Emblem of the Azerbaijan Republic and own name, the corresponding stamps and forms.

5. Maintenance costs and activities of Committee are financed by the government budget of the Azerbaijan Republic and others not stipulated by the legislation.

II. Activities of Committee

7. Activities of Committee are:

7.1. participation in forming of single state policy in the respective sphere and ensuring implementation of the specified policy;

7.2. ensuring development of the respective sphere;

7.3. activities in other directions established by the legislation.

III. Tasks of Committee

8. According to the activities established by this Provision the Committee carries out the following tasks:

8.1. within the powers provides implementation and prevents violation of rights and freedoms of man and citizen, in particular the rights of women and children;

8.1-1. protect the rights of children;

8.2. performs the normative regulation referred by the legislation to its powers in the respective sphere;

8.3. takes part in project development of state programs in the respective sphere;

8.4. within the powers provides implementation of state programs and concepts of development;

8.5. coordinates activities of other executive bodies in the respective sphere;

8.6. within the powers provides implementation of international treaties which participant is the Azerbaijan Republic;

8.7. performs the state family policy;

8.8. studies social problems of women and children from among refugees and displaced persons and brings up questions of their decision before competent state bodies;

8.8-1. within the powers to determine forms and methods of promotion of physical culture and sport, to provide lighting in mass media of social value of physical culture and sport, their role in strengthening of health and physical development of the population, forming of healthy lifestyle;

8.9. provides together with the relevant state bodies giving consultations in the direction of studying of bases of modern management and market economy, implementation by women of business activity, creation of family rural economy;

8.10. according to state policy in the direction of implementation of strategy of employment prepares projects and provides together with the competent organizations taking measures for the purpose of mastering women of various new professions and increase in their qualification;

8.11. lifts the corresponding petitions for the purpose of the decision state bodies of problems of families of the shekhid which lost the supporter, lonely mothers, in particular the women having disability and children up to 18 years which disability is established;

8.12. exercise control over ensuring gender equality;

8.12-5. provide maintaining the register of experts in age classification of information products and legal entities (the expert organizations) in which they work, to exercise control of their activities;

8.12-6.
