If receipt of the documents necessary for issue of the all-civil passport, from the relevant state body (structure) by means of the Information system "Electronic Government" perhaps, then the specified documents are not subject to reclamation at the citizen. If receipt of such documents by means of the Information system "Electronic Government" is impossible, then they, with the consent of the citizen, are subject to reclamation at the relevant state body (structure) based on request or to providing with the citizen. In the cases provided by the Law of the Azerbaijan Republic "About the state fee" the all-civil passport is issued within five or one working days according to the amount of the state fee paid by the citizen.

The all-civil passport is issued for a period of ten years for children by age till 1 year for the term of one year, for children aged from 1 up to 3 years for the term of three years, for children aged from 3 up to 18 years for the term of five years, and to persons which reached 18-year age.
The service passport is issued to the officials sent on official matters to foreign countries whose list affirms relevant organ of the executive authority to ranking officers of offices of relevant organ of the executive authority of the Azerbaijan Republic, Millie of Majlis, Audit Chamber, to ranking officers of Prosecutor's office of the Azerbaijan Republic, the Central bank, body of financial monitoring, judges, members of Central Election Commission, deputies of the Supreme Majlis of the Nakhchivan Autonomous Republic, ranking officers of the Supreme Majlis and relevant organ of the executive authority of the Nakhchivan Autonomous Republic, heads of relevant organs of the executive authority and their deputies, administrative and technical employees of representations of the Azerbaijan Republic as foreign countries and if they work in foreign countries more than three months - to their wives (husbands), children who did not reach 18-year age and to the disabled children who reached 18-year age, to workers sea and aircrafts, the railroad, motor transport on the international flights. The service passport is issued by relevant organ of the executive authority of the Azerbaijan Republic no later than five days in case of receipt of representation from heads of the relevant state bodies for term of office of owners or for five-year term.
For issue or replacement of the service passport the state fee is not collected.
The plenipotentiaries of the Azerbaijan Republic who are located abroad shall give help to the owner of this passport performed by it service duties abroad.
