About the higher and postgraduate professional education

Determining this Law and regulating state policy in the field of the higher and postgraduate professional education, creates conditions for realization of constitutional rights of everyone on receipt of higher education.

Chapter 1. General provisions

Article 1. Legislation of the Republic of Tajikistan on the higher and postgraduate professional education

The legislation of the Republic of Tajikistan on the higher and postgraduate professional education is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.

Article 2. Basic concepts

- final state assessment of students - the procedure which is carried out for the purpose of determination of extent of assimilation by students of mandatory state standard of appropriate level of education by results of which the document on the corresponding education is issued to them;

- the bachelor - initial (basic) extent of higher education, the specialist of this degree masters knowledge, skills and professional skill of the theory and practice of the directions of the specialty;

- occupational retraining - knowledge acquisition, skills, enhancement of profession for the purpose of compliance new is social - to economic conditions on the educational programs providing studying of the separate disciplines, divisions of science, different practical technologies necessary for accomplishment of new type of professional activity;

- the student - person who is in accordance with the established procedure enlisted in institution of higher professional education also studies on day, evening, to extramural studies or external for the purpose of receipt of certain education level and specialty;

- specialty - complex of work experience of the knowledge, skills necessary for certain type of activity confirmed by the relevant documents on education, acquired by purposeful preparation;

- licensing - the procedure of recognition of possibility of institution of higher professional education, certain type to start the educational activities connected with receipt of the higher education and qualification according to requirements of standards of the higher education, and also the state requirements rather personnel, scientific and methodical and material logistics;

- profession - the main occupation and labor activity of the person confirmed by the relevant document on education;

- the cadet - person enlisted in accordance with the established procedure in military (or special) institution of higher professional education, studying for the purpose of receipt of certain education level and specialty;

- the master - the extent of higher education awarded to graduates of institution of higher professional education after passing state exams or protection of the degree project of the master. The master is generally busy with certain field of science, conducts research work, works in the specialty in educational, scientific institutions and holds the positions corresponding to the level of its education;

- the public institution of higher education - the higher educational institution based by the state which is financed from the government budget or from other sources and submits to authorized body of the Government of the Republic of Tajikistan;

- non-state institution of higher professional education - the higher educational institution based on non-state and private property and subordinated to the founder (founders);

- the specialist - person having the higher education owning knowledge, skills and professional skill of the theory and practice of the specialty and having capabilities of preparation of scientific work;

- the post-doctoral candidate - person having academic degree of the doctor of philosophy (PhD) - doctors in the specialty, studying in posdoktorantura for receipt of degree of the doctor хабилитат;

- credit system of education - system of quantitative assessment of contents of training programs and results of their development. - state standard of higher education - set of the regulations determining content of higher education, essence, terms of training and methods of diagnostics of quality of the higher education taking into account universal achievements;

- increase in professional qualification - education which is appropriated according to the level of professional education for the purpose of advanced training by this or that profession;

- qualification - the type and extent of professional training of the graduate for accomplishment of professional activity or continuation of education confirmed by the document on the corresponding education;

- education - continuous process of education and training which purpose is achievement of high level of moral, intellectual, cultural, physical development and professional competence of the person (personality);

- additional education - the process of education and training performed on the basis of additional educational programs of all levels for the purpose of comprehensive satisfaction of educational needs of the citizen, society and the state;

- higher education - the level (degree) of education which is acquired by person in institution of higher professional education as a result of consecutive, system and purposeful process of assimilation of content of training which is based on complete general secondary education and comes to the end with receipt of certain qualification following the results of the state certification;

- postgraduate professional education - the education giving to each person opportunity of increase in the education level and qualification based on higher education;
