1. Rules of maintaining the Register of government employees of the Republic of Tajikistan (further - These Rules) determine procedure for maintaining the Register of government employees on the basis of requirements of articles 8 and 22 of the Law of the Republic of Tajikistan "About public service".
2. The register of government employees of the Republic of Tajikistan (further - the Register) is single database and information on total quantity and the high-quality list of government employees of the state apparatus which is separately ordered on the basis of the autobiography of data and professional activity of government employees, and belongs to the data which are the state and official secret.
3. The register is created as the list of government employees for the purpose of ensuring organizational and information work of public service electronically.
4. The purpose of creation of the Register is as follows:
- development of the single database and information on total quantity and the high-quality list of government employees of the Republic of Tajikistan according to information provided by state body;
- use of the single database and information in the course of estimation of condition, ensuring professional promotion of the government employee and personnel capacity of public service.
5. The unified register is kept centralized with the party of authorized body of the sphere of public service on the basis of the register of government employees of state body.
6. Maintaining the Register includes the following works:
- collection of the single database about government employees;
- accounting and reduction in certain procedure for data, according to the established form and their preserving;
- modification and amendments in the register, in the course of change of high-quality structure of personnel of public service in state bodies;
- the organization, acquisition of information materials for their conversion and office use.
7. About the government employee joins in the Register:
- data of the autobiography on the government employee (surname, name, middle name, birth date and birth place, floor, nationality and passport number);
- data on post (date of position assignment, order No., qualification rank, procedure for acceptance (tender or transfer), category;
- data on education (when and what VUZ ended), specialty, additional, professional education, academic status, date of assignment of academic degree;
- linguistics (knowledge of Tajik, Russian, English, Uzbek, German and other languages);
- knowledge of the computer and work with the computer programs MS Word, MS Excel, MS Access, E-MAIL, INTERNET and others);

8. 9. Data on change of high-quality structure of personnel of public service monthly according to the established form (appendix 2 and 3) are represented to authorized body in the sphere of public service and join in the register.
10. The data included in the Register, having privacy can be available according to permission of authorized body in the sphere of public service (appendix 4).
11. The information about government employees is in writing submitted to the head of authorized body in the service sphere in the following cases:
- according to the personal requirement of the government employee, with mark about capture by the government employee of these data;
- at written request of the head of state bodies for office use.
12. The head of state body and local self-government shall represent timely data on changes in high-quality structure of personnel of public service.
13. For violation of requirements of these rules, responsible persons according to requirements of the legislation of the Republic of Tajikistan are made responsible.
14. Business management according to the Register, their safety and privacy is provided with the head of authorized body of public service.
