Procedure for carrying out monitoring of the woods of the Kyrgyz Republic

This Procedure for carrying out monitoring of the woods of the Kyrgyz Republic (further - the Procedure) is developed according to the Forest code of the Kyrgyz Republic and determines procedure for carrying out monitoring of the woods of the Kyrgyz Republic.

Monitoring of the woods - system of observations, assessment and the forecast of condition and dynamics of change of forest fund for the purpose of effective protection, protection, reproduction and rational use of the woods.

Forest pathological monitoring - the subsystem of monitoring of the wood including information on forest pathological and sanitary condition of the woods, data of supervision of emergence and distribution of the centers of wreckers and diseases of the wood and damage of the woods by other adverse natural and anthropogenous factors.

Forest fire monitoring - the subsystem of monitoring of the wood including systematic observation and control over condition of inflammability of the woods, dynamics of development of wildfires.

2. General provision

1. Monitoring of the woods is component of system of the state monitoring of the environment and system of lesouchetny works.

2. Object of monitoring of the woods is the state forest fund, especially protected natural territories (further - OOPT), the municipal and private woods.

3. The monitoring system of the woods includes monitoring of condition of the woods and forestry and landscape actions.

4. Monitoring of condition of the woods includes information on the quality and quantity characteristic of the woods.

5. Monitoring of forestry and landscape actions includes monitoring of landing of the forest cultures which are not closed forest cultures, nurseries, plantation, the cabin of the wood, forest pathological monitoring, forest fire monitoring, monitoring of forestry violations, monitoring of lease of the timberland, etc.

6. Responsibility for accuracy of the information by results of monitoring of the woods is born by legal entities to whom implementation of monitoring of the woods is assigned.

7. Monitoring of the woods is carried out on the basis of materials of national inventory count of the woods, accounting of forest fund, the forest inventory, forest management projects, etc.

8. Monitoring of the woods is carried out at the expense of the republican budget within the means provided for the corresponding financial year and also other sources which are not contradicting the legislation of the Kyrgyz Republic.

3. Procedure for conducting monitoring of the woods

1. Monitoring of the woods is performed on republican (national monitoring of the woods) and territorial (local and object monitoring of the woods) levels.

2. National monitoring of the woods (code) of all forest fund, OOPT is performed irrespective of patterns of ownership and departmental accessory, and carried out by the forest management organization of republican state body of management of forestry, according to the instruction developed and approved by republican state body of management of forestry.

3. Local and object monitoring of the woods is performed on limited territorial objects of the state forest fund, OOPT, the municipal woods and carried out by subordinated bodies of republican public administration of forestry, OOPT and local government bodies, according to the instruction developed and approved by state body of management of forestry.

4. Monitoring of the woods consists of four obligatory consecutive stages of action:

1) observation (tracking) and data acquisition about condition of the woods;

2) analysis and assessment of the situation condition of the woods;

3) forecast of situation condition of the woods;

4) adoption of legislative, management, economic, technology and other decisions.

5. Observation and forming of data are carried out on the basis of materials of national inventory count of the woods, accounting of forest fund, the forest inventory and forest management projects received by measurement and accounting, laying of networks of the permanent trial areas and also use of remote sensing and other technological bases.

6. The analysis and assessment of the situation is made by the criteria and indicators of condition of the wood approved by republican state body of management of forestry on the basis of scientific recommendations.
